PTI counsel says no time violation in 15-day window for independents
The judgment of eight judges in reserved seats has straight way declared that 39 independents, out of 80, were PTI candidates, while for 41 candidates laid down the mechanism for their joining the PTI. Justice Jamal Khan Mandokhail and the ex-CJP Qazi Faez also ruled that 39 independents, who in their nomination paper mentioned PTI, are the PTI MNAs. Justice Yahya Afridi also had similar view.
Salman Akram Raja, representing the PTI, said that 11 judges had accepted the reality that injustice was caused to the PTI candidates in the general elections 2024. Defending the majority judgment, he argued that 15 days were given to 41 candidates to inform that on February 8, 2024 of which party they were member, and not to join a political party, adding the majority judgment did not give relief to the PTI, but to the people of Pakistan.
An 11-member Constitutional Bench, headed by Justice Aminuddin Khan, on Friday, heard the review petitions of Pakistan Muslim League-Nawaz (PML-N), Pakistan Peoples' Party (PPP) and the Election Commission of Pakistan (ECP). The proceeding was live-streamed on SC's YouTube channel.
During the proceeding, Justice Musarrat Hilali questioned why did Hamid Raza, who is chairman of Sunni Ittehad Council (SIC), contested election as an independent candidate. Raja clarified that Hamid Raza in his nomination form instead of independent wrote the PTI-SIC alliance.
Justice Mandokhail asked Raja that if his argument is accepted then 11 judges' judgment was wrong, and review should have been filed by the SIC rather than the ECP, the PML-N and the PPP. He said the Court cannot compel anyone to join such and such political party.
Justice Hilali also questioned whether voting is the fundamental rights? Her objection was that after birth a person does not have voting right automatically, rather he had to wait till the age of 18 years. Justice Baqar Ali Najafi said right of vote is subject to the law and a person can cast vote after attaining the age of 18, and he/she polls vote only when there are elections in his/her constituency.
Justice Najafi observed that there had been constitution deviation and the fundamental rights were violated in the past as well. He inquired from Raja what deviation did he see in the last elections, adding if the elections were non transparent and fair then why not the entire process of general elections 2024 declared null and void.
Raja responded that instead of striking down the elections the Court laid down the mechanism to rectify the wrongs committed. He submitted that in the past whenever the constitutional scheme was violated or deviated the apex court played its role to bring the situation back to normal, adding if the matter is of general public and the fundamental rights then it can invoke the jurisdiction under Article 184(3) and Article 187 of the constitution, and under these provisions it has much greater and wider power.
Justice Muhammad Ali Mazhar did not agree with him and said the High Court under Article 199 has greater power than the Supreme Court as it has power of habeas corpus and quo warran to.
Raja also contended that there was no issue that the election symbol was taken, but the worst thing happened was that the PTI was derecognised, the candidates were told that if they would write PTI in their nomination forms then those would not be accepted and forced them to write independent in the nomination papers. The violation was committed by the ECP under Article 51 of the constitution that a party was not recognised and its candidates were not allowed to contest election on PTI ticket. These things completely destroyed the sanctity of the elections, he added.
The PTI lawyer argued that the reason for joining the SIC was that they had the precedent of Balochistan Awami Party (BAP), which neither contested elections nor had any seat in the Assemblies despite that reserved seats were allocated to it.
Earlier, Raja argued that review petitions could be filed if some facts or provisions of law are overlooked, while the erroneous judgment is no ground for review. Similarly, no technical aspect comes in the way to challenge the judgment in review jurisdiction. He contended that a party has to establish that the fact or provision of law was overlooked.
The case is adjourned until Monday (June 23).

Bahria Town auction: SC bench declines to hear case
ISLAMABAD: A bench of the Supreme Court, headed by Chief Justice Yahya Afridi, on Wednesday, declined to hear the case of auction of Bahria Town's properties. The chief justice sent the case back to a bench, which had previously heard the case. 'It would be appropriated for the old bench to hear this case,' CJP Afridi said. Farooq H Naek, representing Bahria Town, stated he has no objection if the matter is sent back to the old bench. He; however, told that detailed verdict of the Islamabad High Court (IHC) has been announced, adding that he would submit additional objections on the detailed IHC verdict related to business tycoon Malik Riaz, who established the Bahria Town empire in Pakistan. A three-judge bench, headed by Justice Aminuddin Khan and comprising Justice Naeem Akhtar Afghan and Justice Miangul Hassan Aurangzeb on August 8, 2025, had turned down M/s Bahria Town (Private) Limited plea to halt the auction of its properties, but issued notices to the respondents. Justice Naeem questioned what the National Accountability Ordinance says about plea bargain. He noted that if an accused challenges the plea bargain process then it becomes inoperative, adding in the instant matter the accused has challenged the plea bargain, and the applications against them are pending, but the properties are being auctioned. Justice Naeem observed that instead of main petition only the Civil Miscellaneous Applications (CMAs) were fixed for hearing today (Friday), adding how come they can hear the CMAs without hearing the main petition. Naek told that he came to know about this case late at night, adding still the case is not issued on the cause list. Bilawal inaugurates new canal from Karachi
KARACHI: Pakistan People's Party (PPP) Chairman Bilawal Bhutto Zardari criticised Prime Minister Shehbaz Sharif, dubbing him 'Shehbaz Slow' when it comes to uplift works in Karachi. While inaugurating a 100-million-gallon water project in Hub on Wednesday, the PPP chairman launched a scathing attack on the prime minister and sarcastically called him 'Shehbaz Slow' for delays in the K-IV water project. 'We expected Shehbaz Speed [for Karachi's uplift], but got Shehbaz Slow. Sindh govt decides to initiate 'Hub Canal', other projects It cannot be that Punjab gets Shehbaz Speed while Karachi is left with Shehbaz Slow,' Bilawal added while requesting the prime minister to fulfil his promises regarding the K-IV water project in Karachi. Turning his criticism to India, Bilawal said that the Modi government has conspired to block Pakistan's water supply, likening his tactics to those of Netanyahu. He condemned India's alleged plan to violate the Indus Waters Treaty by constructing dams, calling it 'the biggest historical attack on the Indus River.' 'Karachi's people know how to defend the Sindhu Darya [Indus River]. We will confront India diplomatically and, if needed, on the battlefield,' the PPP chairman warned. Speaking on the occasion, Sindh Chief Minister Syed Murad Ali Shah declared the project a major gift for Karachi on Independence Day. He said that Karachi's federal water quota would be raised to 200 MGD by December. 'We inaugurated the project on August 13 as promised,' he said, adding that the main beneficiaries would be West Wharf, Keamari, and Central Karachi. The new canal, he said, would bring an additional 100 million gallons per day (MGD) of water to the city, doubling the capacity previously carried by the old canal. Murad said that the old canal could not transport even 60 MGD effectively, but the new infrastructure would overcome that limitation. 'We built this canal within the fixed time and budget, without any cost escalation,' he stated. 'This is a gift to Karachiites ahead of Independence Day.' The chief minister also announced that the restoration of the old canal would be completed by December, further boosting the city's water capacity to 140 MGD. He added that the provincial government was negotiating with the federal government to increase Sindh and Balochistan's water quota, citing improved water availability due to climate change. Murad said a 35 MGD water treatment plant would also be completed in September to supply industries, freeing up potable water for domestic use. Once the augmentation phase of K-IV is completed through arrangements with the World Bank, Karachi will receive 550 MGD of water, significantly easing shortages. The New Hub Canal spans 21.8 kilometres and includes 11 aqueducts, 19 culverts, and four bridges, with a total capacity of 130 MGD. Phase II of the project involves restoring the old canal, with 21.8 km of its section already closed for accelerated work. The Manghopir pumping station's 150 MGD capacity is also being restored, alongside the refurbishment of the filtration plant.

Minister tells NA: US, others can participate in offshore oil, gas bidding round
ISLAMABAD: The government on Wednesday dismissed any notion that Pakistan had entered into an exclusive oil exploration agreement with the United States, informing the National Assembly that all interested parties – including American companies – would be eligible to participate in the forthcoming offshore oil and gas bidding round, with awards expected in October. Responding to a calling attention notice, the Federal Minister for Petroleum, Ali Pervaiz Malik, stated that the second offshore bidding round was proceeding according to a formal and transparent process, scheduled to conclude on 2nd October this year. He noted that several international firms from the United States, China, Turkey, Kuwait, and other countries had expressed interest in the bidding rounds. The calling attention notice was moved by PPP lawmakers Nafeesa Shah, Naveed Qamar, and others, who sought clarification following a 31st July social media post by US President Donald Trump. Trump's post referred to a 'new deal' between Pakistan and the United States for joint oil development, which caused confusion owing to the absence of any official statement. In his reply, Malik confirmed that while resource assessments were ongoing, the government had not entered into any exclusive arrangement with any country. 'All decisions regarding block awards will be made after the completion of the offshore bidding process,' he assured the House, adding that Pakistan was engaging with multiple countries to modernise its energy policies and adopt advanced technologies. The minister emphasised the government's renewed commitment to energy exploration, particularly in the hydrocarbon sector, which had been largely neglected in recent years. 'Pakistan resumed oil and gas exploration earlier this year, launching an onshore bidding round in April that resulted in the award of 13 blocks, including one to Turkish Petroleum,' Malik said. He added that a second onshore bidding round, covering 23 blocks, was currently underway, with results also anticipated in October. Regarding the ongoing offshore round – the first in several years – he revealed that it covers 40 blocks, including those along the Indus Basin and near Gwadar. Applications have been submitted by companies from Turkey, China, Kuwait, and the United States. Details of successful bidders, block allocations, and investment commitments will be disclosed once the process concludes. On the financial side, Malik said developing a single onshore exploration well requires an investment of approximately $20-25 million, while offshore wells can cost over $120 million. Turning to unconventional resources, the minister cited a 2009 assessment by Italy's ENI estimating Pakistan's tight gas reserves at around 35 trillion cubic feet – roughly equivalent to three Sui gas fields. He added that the tight gas policy was updated in 2024 during a meeting of the Council of Common Interests (CCI), with nine new assessments currently underway. Regarding shale resources, Malik noted Pakistan's estimated shale oil reserves at approximately 14 billion barrels – more than ten times the country's cumulative oil production to date. He said a pilot shale gas recovery project by the state-owned Oil and Gas Development Company Limited (OGDCL), near Hyderabad, had completed its technical evaluation. A commercial study is now underway, which will inform a revised shale oil policy. Malik also referred to a 2015 USAID-backed study estimating substantial shale oil and gas potential in the Lower Indus Basin – far exceeding the country's total hydrocarbon extraction since independence. 'American collaboration remains a key component in assessing and developing these unconventional resources,' he affirmed, underlining Pakistan's interest in attracting US investment and expertise to diversify its energy portfolio.
