
It's no monkey business: HC seeks answers from govts on simian crisis
Man-monkey conflicts are many and frequent in Delhi-NCR. In 2014, New Delhi Municipal Corporation (NDMC) had to hire 40 men in ape suits to drive away monkeys from the parliament complex—a decision that inspired an OTT series 'Mamla Legal Hai'. But 11 years later, nothing has changed, except for the simian population.

The court directed the central and state govts to explain by July 10 what are the steps in place to deal with monkey menace and what action plan is proposed in that regard.
The division bench comprising chief justice Arun Bhansali and justice Kshitij Shailendra also issued notices to the UP state animal welfare board, Ghaziabad district magistrate, GMC, nagar palika parishads of Loni, Modinagar, Muradnagar, Khoda Makanpur, society for prevention of cruelty to animals and Ghaziabad Development Authority (GDA) in the matter.
It was hearing a PIL filed by BTech student Prajakta Singhal and social worker Vineet Sharma, both from Ghaziabad, seeking directions for preparing an urgent action plan, infirmaries, veterinary care centres, transport and rescue vans, provisions of food and setting up a 24X7 grievance helpline portal to tackle money menace. It also sought a direction to the govt agencies to capture and relocate monkeys to forests or forest-like setup in Ghaziabad.

increase during summer when there is a dearth of food and water in the habitats where they usually live. "People can't go for walks in parks, and children cannot play in school playgrounds out of fear of being attacked by monkeys," Sharma said.
The petitioners said repeated appeals to the local municipal bodies and animal welfare board went unheard, prompting them to seek judicial intervention. Appearing for the petitioners, counsel Akash Vashishtha said there was an urgent need to acknowledge the issue as a problem, and only then could certain SOPs be framed.
"Through the petition, we extended suggestions about what needs to be done for the welfare of monkeys who are forced to raid human habitations in the absence of food and water," he said.
Anirban Roy, a research scholar at Ashoka Trust for Research in Ecology and the Environment (ATREE), who studied man-animal conflict, said that two main reasons contribute to the exploding population of monkeys. "On one hand, they are rarely hunted in the wild because even apex predators are not avid climbers.
On the other hand, when they venture into human settlements, instead of being driven away, they are fed and revered for socio-religious sentiments," he said.
Another problem is the absence of census and population figures, which makes it difficult for local authorities to come up with any plan. Roy explains that since monkeys are not on the IUCN list of endangered species, there is no mechanism for their census over the years.

GRP suspends 3 railway cops booked for ‘extorting Rs 30,000' from Rajasthan man
The Government Railway Police (GRP) suspended three police personnel who were booked for allegedly extorting Rs 30,000 from a Rajasthan man at Mumbai Central railway station. While two of them were identified based on CCTV cameras, a third was identified on the basis of their questioning. No arrests have been made in the case as yet. A senior official on Tuesday confirmed that three GRP personnel were suspended after they were identified as the persons responsible for threatening and extorting a Rajasthan resident and his daughter. Sources said that the GRP brass was also informed about two rooms at Mumbai Central railway station platform number 5 that were allegedly used by the accused for extorting passengers. The two rooms do not have CCTV cameras. 'The allegations are being verified and CCTV cameras may be put up at these rooms to prevent their misuse,' a senior official said. The official said that the probe into the extortion FIR has been handed over to the crime branch which is in the process of recording the statement of the trio. 'We have asked the complainant in the case to come to the city to record his detailed statement in the matter,' a crime branch official said. The alleged incident took place on August 10 in Mumbai when the man and his daughter had come to the Mumbai Central railway station to take a train for Rajasthan around 10.30pm. Two GRP constables allegedly started checking their bags and during the search, they found a gold piece weighing 14 grams that was wrapped inside a paper and Rs 31,900. They took the man to the office of who they claimed was a senior officer. The complainant alleged he was threatened that he would be beaten up and kept in the prison all night and the gold would be seized by the magistrate. Scared, he said, he allowed the three men in khaki to take Rs 30,000 and took a train for Rajasthan. On reaching there, he filed a complaint at the local Ratangadh police station in Rajasthan. Since the incident had taken place in Mumbai, the FIR was transferred to the Mumbai GRP. A senior official said that three who have been suspended include an Assistant Sub Inspector and two constables. The three have been absconding and the police are looking for them, the official said. The official added that four others from GRP who were also suspected to be linked to the incident have been transferred.

Rly cops suspended for assaulting, robbing jeweller at Mum Central stn; suspended
Mumbai: Three men who assaulted and threatened a Rajasthan-based jeweller and extorted money from him at Mumbai Central Terminus recently have been identified as personnel from Govt Railway Police (GRP). They have been placed under suspension. The trio, assistant sub inspector Rathod, head constable Jagtap and head constable Bhosle, will be arrested soon. Four other policemen present during the incident have been transferred. The action was taken by GRP commissioner M Rakesh Kalasagar a day after media reports of the incident. "We are taking up this issue very seriously," said Kalasagar. The jeweller and his eight-year-old daughter had come down to his sister's place in Mumbai for Raksha Bandhan. They had booked return tickets for Rajasthan on Duranto Express on Aug 10. The jeweller's brother-in-law accompanied them to the Terminus to bid farewell. A 'senior' was seated in the room which was later identified as a beat chowky. The jeweller was threatened that he would be locked up overnight if he did not surrender the gold. He was abused and slapped twice. His daughter started to cry. The men threatened to produce the gold before a magistrate and asked him to arrange for a copy of his Aadhaar card over the phone. They also forced the jeweller to sign some blank sheets of paper. Around 10.55 pm, about five minutes before his train was to leave, the men returned his gold but kept his money. The jeweller pleaded that he would need cash for expenses during the journey. At this, the men returned Rs 1,900 and asked him to run if he still wanted to get into the train on time. "Based on CCTV footage, we identified the three policemen and placed them under suspension. Four other cops were present at the location but their involvement has not been confirmed. The Madhya Pradesh police last month executed an anti-addiction campaign, Nashe Se Doori Hai Zaroori, and showcased modest narcotic seizures as evidence of the drive's success. But now, on August 18, the Department of Revenue Intelligence (DRI) has busted a drugs manufacturing factory in Jagdishpur area of Bhopal district, putting to question the authorities' claims of having a grip on the narcotics problem in the 61 kilos of MDMA (3,4- methylenedioxy-methamphetamine) and chemicals used for producing the party drug commonly popular as Ecstasy and Molly were seized. The value of the seizure is pegged at Rs 162 people were arrested in Bhopal in the operation, which was part of the pan-India 'Crystal Break' campaign carried out by the DRI in MP, Gujarat, Maharashtra and Uttar bust is the second major seizure of narcotics in MP in less than a year. Both carried the pseudonym 'Machli', after the fishing contracts their family controlled.A Nigerian national and another from Thailand were also arrested in the case, pointing to the handiwork of an international racket in narcotics trade in Bhopal.
