Information Commission recommends inclusion of RTI Act in the curriculum of PU and degree courses

To ensure effective implementation of the Right to Information (RTI) Act, which aims to bring transparency in administration besides checking corruption, the Karnataka State Information Commission has recommended to the government to include a lesson on the RTI in the curriculum of pre-university and degree courses.
The Karnataka State Information Commissioners have appealed to Chief Secretary Shalini Rajneesh to include this in the agenda for discussion at a high-level meeting on the RTI Act being presided over by Additional Chief Secretary Gaurav Gupta on July 14.
The Information Commissioners have also suggested to the government to recommend the inclusion of a lesson on the RTI to the board of studies and syllabus revision boards of universities, according to an official release.
Expressing concern that there was still a need to create awareness about the RTI Act among government employees though 20 years had passed since the legislation came into effect, the Information Commissioners have suggested that the RTI should be a part of the subject for competitive examinations that are conducted by the Karnataka Public Service Commission and the Karnataka Examinations Authority.
Similarly, there was a need to provide training on the RTI Act to government officials and officers on the lines of training on various issues being imparted to them, they said and suggested that RTI should be one of the subjects for training being imparted by District Training Institute, Administrative Training Institute, and Fiscal Policy Institute.
Pointing out that the RTI dashboard on the website of the DPAR was not being used effectively, the commissioners said the responsibility of managing this dashboard should be entrusted to the Information Commission.
They also suggested that one more floor should be built at the Karnataka Mahiti Soudha so that the two court halls of the commission that are presently located in rented buildings could be accommodated in the main building itself.
They also sought that gunmen should be posted at the court halls of the Information Commission and assigned for the Information Commissioners.

The Madurai Bench of the Madras High Court has directed the Karaikudi Corporation Commissioner to convene a special meeting of the Corporation Council to consider a motion of no confidence against Mayor S. Muthudurai of DMK. The court was hearing a petition filed by AIADMK Councillor V. Ramkumar (Ward 22) of Karaikudi. The petitioner said the Karaikudi Corporation consisted of 36 wards. Out of the 36 councillors, one had resigned. Now, there were 35 councillors in the sanctioned strength. Under these circumstances, a total of 23 councillors had expressed lack of confidence in the current Mayor due to administrative inefficiency, public dissatisfaction and failure to discharge duties. The petitioner said that he and 22 other councillors made a representation for initiating a no confidence motion against the Mayor. Despite the valid representation with the required quorum of councillors as per the statute, no action was taken by authorities concerned to convene a special meeting or process the same. The inaction of the authorities in not convening the meeting even after receiving a valid representation supported by more than the required number of elected councillors was arbitrary and unreasonable, the petitioner said, adding that it was violative of the mandatory procedure laid down under the Tamil Nadu Urban Local Bodies Act and Rules. He sought a direction to the Karaikudi Corporation Commissioner to convene a special meeting of the Corporation Council to consider a no confidence motion against the Mayor based on the representation made in accordance with Section 51 of the Act read/with Rule 161 (3) of the Rules. Justice C. Saravanan directed the Karaikudi Corporation Commissioner to convene the special meeting as per the Act and the Rules. and disposed of the petition. AIADMK functionaries headed by MLA P.R. Senthilnathan staged a protest outside the Karaikudi Corporation Office demanding the removal of Mayor S. Muthudurai of DMK.

A Delhi court Tuesday reserved its order on an interim bail plea by Baramulla MP Engineer Rashid for attending the monsoon session of Parliament starting July 21. Rashid, who defeated National Conference leader Omar Abdullah in the Baramulla seat by over two lakh votes in the 2024 Lok Sabha polls, has been lodged in Tihar jail since 2019 in a 2017 terror funding case. Represented by advocates Aditya Wadhwa, Vikhyat Oberoi and Nishita Gupta, Rashid argued in court that he should either be granted interim bail or permission to attend Parliament in custody, without payment of travel costs. The lawyers also argued that Rashid had been granted interim bail in September last year for campaigning for the elections and since this bail had been extended thrice, he could not be considered a security threat. Opposing his plea, the National Investigation Agency (NIA) argued that Rashid should not be granted bail and if he is allowed to attend Parliament in custody, then he should be made to pay the travel expenses. Rashid's lawyers argued that he shouldn't be made to pay travel expenses as he was seeking to attend Parliament as his public duty and not for some personal work. After hearing the arguments from both sides, Additional Sessions Judge Chander Jit Singh reserved the order for July 21. Earlier this year, the Delhi High Court had allowed Rashid to attend Parliament on two occasions – on March 10 and February 25. The MP was arrested on August 9, 2019, four days after the abrogation of Article 370 and the removal of J&K's special status. According to the NIA, Rashid used various public platforms to 'propagate the ideology of separatism and secessionism', and was closely associated with various terrorist organisations. The agency had also alleged that he wanted to 'legitimise' the United Jihad Council (UJC), a platform of anti-India militant groups in J&K. According to the NIA, Rashid's name cropped up during the interrogation of businessman and co-accused Zahoor Watali. After being chargesheeted in October 2019, a special NIA court framed charges against Rashid and others in March 2022 under Sections 120B (criminal conspiracy), 121 (waging war against the government), and 124A (sedition) of the Indian Penal Code and for offences relating to terrorist acts and terror funding under the Unlawful Activities (Prevention) Act (UAPA).

The Kalaburagi district unit of the BJP's Scheduled Castes Morcha has demanded the resignation of Kalaburagi South MLA Allamprabhu Patil following his aide's arrest in a drugs case by the Maharashtra Police. BJP Scheduled Castes Morcha Kalaburagi city unit president Mallikarjun Janekeri addressing presspersons here on Tuesday said that Kalaburagi South Block Congress unit president Lingaraj Kanni, a close associate of Mr. Patil, was arrested by the Thane Police in Maharashtra for being in possession of narcotic substances and making an attempt to sell them. The police recovered 120 bottles of the banned Codeine-based syrup and registered a case under Narcotic Drugs and Psychotropic Substances (NDPS) Act. He said that though Congress leaders promise to free Kalaburagi district from sand and drug mafia, their close aides are involved in illegal activities in the district. BJP's OBC Morcha State secretary Avvanna Myakeri urged the Maharashtra government to treat the drug case with utmost seriousness, while suggesting that it be handed over to the Central Bureau of Investigation (CBI). Mr. Myakeri said that accused Lingaraj Kanni is a close aide of Minister Priyank Kharge and also Allamprabhu Patil. He said that a drug racket is going on in a large scale in the district and the arrest of Lingaraj Kanni is just a tip of the iceberg as more are suspected to be involved in the case.
