Parliament panel flags concerns over authenticity of Jal Jeevan Mission data

A parliamentary standing committee has flagged concerns over the authenticity of data being fed into the Jal Jeevan Mission 's (JJM's) Integrated Management Information System (IMIS), recommending that the Centre institute checks to verify figures uploaded by states.It warned that without reliable data, assessing ground realities and plugging gaps in rural water supply would remain difficult."Being aware of the fact that actual veracity of uploaded information is essential for realising the actual ground situation and filling the visible gaps, the Committee reiterate its recommendation that the Department makes sincere efforts to ensure the authenticity of the data being fed on the IMIS," the Standing Committee on Water Resources said.In its sixth report on the Ministry of Jal Shakti 's 2024-25 Demands for Grants, tabled in Parliament on Monday, the Committee said actual verification of state-uploaded figures was "essential for realising the actual ground situation" and reiterated that the Department of Drinking Water and Sanitation should make "sincere efforts to ensure the authenticity of the data".The panel's scrutiny comes amid broader concerns over the slow pace of Har Ghar Jal coverage.Only 11 states and Union Territories (UTs) have achieved full household tap water connections since JJM's launch in 2019, and six major states of Odisha, Andhra Pradesh, Madhya Pradesh, Jharkhand, Kerala and Rajasthan are performing below the national average.The government has extended the deadline for providing 100 per cent tap water coverage by 2028. The initial deadline was 2024.Water quality issues persist in more than 12,000 rural habitations, with contaminants including iron, nitrate, salinity and heavy metals.While community purification plants have addressed arsenic and fluoride contamination, the committee noted there is still no time-bound plan to provide a piped supply from safe sources in areas with other pollutants. It called piped water "the only solution" and urged a nationwide awareness drive on contamination hazards involving local authorities, civil society groups and NGOs.The report also criticised the quality of public infrastructure restoration after pipeline works, calling it "substandard in many States/UTs" and urging better coordination among state departments, contractors and local elected representatives.Operations and maintenance (O&M) planning also remains patchy, with only 20 states having notified comprehensive O&M policies by mid-2025.The committee suggested linking central grants to policy adoption to ensure the sustainability of rural water systems.On sanitation, it urged the government to review the Rs 12,000 incentive for building household toilets under the Swachh Bharat Mission (Gramin), noting it has not been revised since 2014 despite rising construction costs.The panel also pointed to budgetary constraints, noting that the JJM's 2024-25 allocation of Rs 70,162 crore was far short of Rs 1 lakh crore sought by the department.

Shillong: Meghalaya 'stands tall as the second fastest-growing state' in the country, just after Tamil Nadu, and the growth rate for 2024-25 at constant prices is 9.66%, which is double the state's growth rate of 5.1% in 2018 when the Meghalaya Democratic Alliance Govt came to power, CM Conrad K Sangma said in the course of his eighth consecutive Independence Day speech at the Polo Grounds here on Friday. "Meghalaya is the only state in the country which has achieved a consistent growth rate of about 10% over three consecutive years post the Covid pandemic. How did Meghalaya transform from a state growing at 5% to a state growing at 10%? Meghalaya's growth rate in 2015-16 was 2%, 2016-17 was 5%, 2017-18 was 4%, 2018-19 was 5%, and 2019-20 was 5%. In contrast, the growth rates in 2022-23 were 10%, 2023-24 was 11%, and 2024-25 is 10%. This achievement is the result of years of persistence, careful planning, and the hard work of the Govt," said the CM, who also holds the finance portfolio. He said after spending four days in Meghalaya last month, meeting farmers, youth, entrepreneurs, women, and community members, Union finance minister Nirmala Sitharaman described the state as a "shining example of a confident and self-reliant India". The CM also expressed gratitude to Prime Minister Narendra Modi, who had recently recognised Meghalaya's development model, describing it as a "blueprint for an Aatmanirbhar Bharat ". The CM said similar sentiments were echoed by the chairman of 16th Finance Commission, development partners from World Bank, Asian Development Bank, and leaders from the private sector. "We are at a midway point in the 15-year journey, from 2018 to 2032, when we commemorate 60 years of Meghalaya's statehood. In 2018, our GDP was less than Rs. 30,000 crore. In seven and a half years, we have doubled the GDP to Rs 59,626 crore. In the next seven and a half years, we will more than double our GDP from the current Rs 60,000 crore to Rs 1,40,000 crore. This increased GDP will lead to more jobs for our youth, more opportunities for every citizen, and make Meghalaya one of the top 10 states in the country," the CM said. Captain still in Jammu forefront: Father of Kirti Chakra recipient
1 2 Aizawl: Saihmingliana Sailo, the proud father of Captain Lalrinawma Sailo who has been selected to receive the Kirti Chakra, India's second-highest peacetime gallantry honour, said on Saturday that his son is still in the forefront at Jammu and hardly communicable. Sailo told TOI that the names of Kirti Chakra recipients were announced on the eve of the Independence Day and the award will be distributed in Nov in Delhi. He said Captain Sailo led a team of commandos during the Operation Sindoor in their sector and destroyed a camp of the terrorists inside Pakistan by using drones while he also busted a terror group inside Kashmir earlier. Captain Sailo of the 4 PARA (special forces) has been selected for the Kirti Chakra in recognition of his exceptional courage during high-risk operations. A permanent resident of Chanmari in Aizawl city, Captain Sailo is an alumnus of the Rashtriya Indian Military College, the National Defence Academy, and the Indian Military Academy. He is only the second Mizo to receive the award, following Subedar Chalhnuna of the Assam Rifles.
