Charred body of 20-year-old college girl found at her home in Odisha
When the parents of the girl returned from hospital, they found smoke billowing from their house locked from inside. After they broke open the door, they found the girl charred.
The victim was a final year undergraduate student. The girl's father alleged that she had been in a relationship with a youth for the past two years and had taken her own life after being blackmailed by her ex-boyfriend, with whom she had broken up six months ago.
The matter took a controversial turn when the girl's father alleged that the Pattamundai Rural Police Station had discouraged his daughter from filing a complaint against the boy for blackmail. Villagers claimed that timely police intervention could have prevented the mental distress that ultimately drove her to take such an extreme step.
Kendrapada Superintendent of Police Siddharth Kataria, who visited the house where girl's body was found, said the issue of alleged suicide and negligence by the local police would be probed thoroughly.
Police filed a case under Sections 108 (abetment to suicide) and 351(2) (criminal intimidation) under the BNS. However, no suicide note was recovered. Police said further clarity would come after the postmortem report was received.
Congress to protest
Meanwhile, the Congress has announced a week-long campaign in protest against the increasing incidents of violence against women in the State. From August 8, Congress workers will gherao the office of the Director General of Police in Cuttack, demanding the arrest of the three culprits involved in the Balanga minor girl burning incident.
State Congress president Bhakta Charan Das has appealed to party workers and citizens to join the protest in large numbers.

"Around 11.30 pm, the body of an unidentified man was found at the end of platform number 1 of the Malakpet railway station. The victim was hit by a Vande Bharat train travelling from Falaknuma towards Kacheguda. We registered a case of suspicious death under Section 194 of the BNSS on Aug 3 and shifted the body for a postmortem," Kacheguda railway inspector Yellappa said. That evening, Siraj's family approached the railway police, leading to the verification of the CCTV footage from around the Malakpet railway station. The police said Siraj was accompanied by his brother-in-law and another person. "On Aug 7, we arrested Zamir and Junaid, both automobile shop workers from Yakutpura. They confessed to have killed Siraj by pushing him in front of the moving train for harassing Sania. Supreme Court seeks government's reply on plea against BNS ‘sedition' section
The Supreme Court on Friday sought the Centre's response on a petition challenging the constitutional validity of section 152 of the Bharatiya Nyaya Sanhita (BNS), which replaced the offence of sedition punishable under section 124A of the Indian Penal Code (IPC). The 79-year-old petitioner also challenged the provision for endangering sovereignty or integrity by 'use of financial means', which is undefined. (ANI) A bench headed by Chief Justice of India (CJI) Bhushan R Gavai and comprising justices K Vinod Chandran and NV Anjaria further directed the petition to be tagged with a pending batch of cases where the validity of the erstwhile section 124A is already under challenge. The petition filed by retired Army officer SG Vombatkere, a Vishisht Seva Medal winner, described the new provision as nothing but a 'repackaged' sedition law, reintroducing section 124A under a new nomenclature. Appearing for the petitioner, senior advocate PB Suresh along with advocate S Prasanna pointed out that though the language of the new provision has been altered a bit, its substantive content which seeks to criminalise vague and broad categories of speech and expression makes the provision arbitrary and discriminatory, and hence unconstitutional. Incidentally, Vombatkere had challenged the earlier provision of section 124A, and it was on his plea among a batch of petitions, the top court in May 2022 directed all proceedings related to sedition to be kept in abeyance. The petition demonstrated how section 152 criminalises a wide spectrum of expressive conduct, including those who 'purposely or knowingly' use words — in spoken, written, electronic, symbolic, or financial forms — to 'excite or attempt to excite' secession, rebellion, or subversive activities. It said that such sweeping language fails the test of constitutional validity for being vague and broad and that they could have a 'chilling effect' on free speech. It further questioned the undefined terms such as 'endangering', 'sovereignty', 'unity', and 'integrity' found in the title of the provision that forms the basis for punishing acts ranging from actual incitement to mere expression of critical or dissenting political opinions. 'The title itself prejudges and colours the conduct described in the provision as one that 'endangers' national integrity, without requiring any proof of such actual consequence,' the petition said. Objecting to such legal architecture, the plea said, 'The title invites prosecutorial and police discretion, leading to arbitrary and discriminatory application, especially against dissenters, minorities, journalists, and civil society actors.' The 79-year old petitioner also challenged the provision for endangering sovereignty or integrity by 'use of financial means', which is undefined. 'This may criminalise legitimate financial contributions, fundraising, or donations, even when unrelated to any unlawful act. The catch-all phrase 'or otherwise' renders the scope of the section limitless, in violation of the rule of law,' it added. 'Penal laws must meet the constitutional requirement of clarity and foreseeability. The use of such indeterminate terms violates the principle of legality and has a chilling effect on constitutionally protected speech,' Vombatkere said. Similar arguments were raised by petitioners in questioning the continuance of section 124A which made the top court convinced that the validity of the provision needs to be examined. While passing the order to stay all pending trials concerning section 124A, a three-judge bench headed by the then CJI NV Ramana was inclined to refer the matter to a larger bench. This was necessary as the top court in a 1962 judgment in Kedarnath Singh v State of Bihar had upheld the validity of sedition offence. However, the Centre told the court that the Parliament is in the process of bringing a new law to replace IPC. Even as the legislative exercise was underway, the batch of petitions came up for hearing from time to time in the top court. On September 12, 2023, a three-judge bench headed by the then CJI Dhananjaya Y Chandrachud referred the matter to a larger bench having a minimum of five judges. The BNS which replaces IPC, came to be enacted by Parliament in December 2023 and was put into effect from July 1, 2024.

Vijayawada RPF, GRP rescue child sold into begging network
Vijayawada: The Railway Protection Force (RPF) and Govt Railway Police (GRP) at Vijayawada rescued a three-year-old girl from landing in a begging mafia network after she was sold for 5,000 by her father to a woman beggar. The police rescued the child from an APSRTC bus while she was being taken to Rajamahendravaram to be used for begging by the accused. The police arrested the accused father, identified as Saikam Masthan (35), a native of Vetapalem in Bapatla district, along with Bolla Srinivasulu (44), a buttermilk seller at Vijayawada railway station, and Sadela Chinnari (28), a beggar, who purchased the child. They were sent to judicial remand. "Two separate teams, including GRP Vijayawada and RPF police personnel, were formed to trace the child after her father filed a complaint with the GRP police stating that his three-year-old daughter was abducted by an unidentified couple near the reservation counter at platform 1 of the Vijayawada railway station on Thursday night," Vijayawada GRP SHO JV Ramana said. With the help of Rajamahendravaram GRP, the couple and the child were taken into custody and brought to Vijayawada," Ramana said. "Looking at the suspicious conduct of the child's father, Masthan, we summoned his wife, Venkateswaramma, and it was revealed that Masthan was living separately from the family for the past four months. He went to his native place in Vetapalem and forcefully abducted his daughter, who was under her mother's supervision, four days ago and sold her for Rs 5,000 to the accused," the SHO said. Based on a complaint given by Venkateswaramma, a case under sections 137(2), 139(1) & (3), 143(2) & (4) R/w 3(5) of BNS and Sec 81 of the Juvenile Justice Act 2015 was registered. Probe is underway.
