Centre appoints three judicial officers as Delhi high court judges, raising strength to 43
Union law minister Arjun Ram Meghwal announced the appointments on X. 'In exercise of the power conferred by the Constitution of India, after consultation with the Chief Justice of India, the President is pleased to appoint the following as judges of the Delhi High Court: Shri Vinod Kumar, judicial officer; Smt Shail Jain, judicial officer; and Smt Madhu Jain, judicial officer,' Meghwal posted.
The three officers, who joined the Delhi Judicial Service in 1992, were serving as principal district and sessions judges at various trial courts prior to their elevation -- Kumar was posted at Karkardooma court, Madhu Jain at Tis Hazari court, and Shail Jain at Saket court.
The Supreme Court collegium headed by Chief Justice of India BR Gavai on July 1 had recommended the names of judicial officers Shail Jain and Madhu Jain as judges of the Delhi high court. A day later, the collegium had also recommended judicial officer Vinod Kumar's name.
Tuesday's notification comes a day after six judges—justices V Kameshwar Rao, Nitin Wasudeo Sambre, Vivek Chaudhary, Anil Kshetrapal, Arun Kumar Monga, and Om Prakash Shukla—were sworn in by chief justice DK Upadhyay as judges of the Delhi high court.
Among them, justice V Kameshwar Rao was repatriated to Delhi from Karnataka, justice Nitin Sambre was transferred from the Bombay high court, while justices Vivek Chaudhary and Om Prakash Shukla came from the Allahabad high court. Justices Anil Kshetrapal and Arun Kumar Monga were transferred from the high courts of Punjab & Haryana and Rajasthan, respectively.
The induction of the six judges resulted in a significant shake-up in the administrative, judicial, and collegium structures of the court. It altered the seniority hierarchy, led to a major reshuffling of the judicial roster—the allocation of case types to individual judges—and gave a much-needed boost to the court's depleted strength.
The induction of three additional judicial officers will not only further bolster the strength of the high court but also enhance the representation of women on the bench. The Delhi high court currently has nine women judges and the swearing-in of Madhu Jain and Shail Jain will take that number to eleven.

CM announces Secretariat revamp, 50,000 flats for poor
The Hindu Bureau New Delhi Chief Minister Rekha Gupta on Friday said the time had come for the Capital to have a new integrated Secretariat to house all government departments under one roof as she launched a month-long cleanliness campaign. Addressing officials at the Department of Women and Child Development in Kashmere Gate, Ms. Gupta expressed strong displeasure over the dilapidated condition of the building. 'The ceilings are leaking, furniture is broken, cupboards are damaged, and fans are in such poor condition that they could fall at any moment,' she said, questioning how governance could be delivered effectively in such an environment. 'We will take steps in this direction. A suitable location will be identified for the new Delhi Secretariat. Our officials cannot be left to work in such miserable conditions any longer,' Ms. Gupta said. Housing promise The CM's remarks came after launching the 'Dilli Ko Koode Se Azadi' (freedom from garbage for Delhi) campaign, which will run from August 1 to 31. It aims at making the city cleaner, greener, and garbage-free, with coordination among multiple agencies and active citizen participation. Ms. Gupta also announced that around 50,000 flats, built more than a decade ago in the outer areas of the city under the Jawaharlal Nehru National Urban Renewal Mission, will be renovated and handed over to slum dwellers. 'The previous governments never bothered to allocate these flats, despite claiming to work for the poor. As a result, the units became uninhabitable over time,' Ms. Gupta said, adding that these flats will now be provided to eligible slum dwellers under the Pradhan Mantri Awas Yojana -Urban. The CM said departments like the Delhi Urban Shelter Improvement Board and the Delhi State Industrial and Infrastructure Development Corporation had been allocated over ₹700 crore for the project, but the funds went unused and were nearly returned to the Centre. 'The Centre has now approved their use for the renovation of these flats. Our government will ensure rehabilitation of eligible slum dwellers so that they can be participants in Delhi's growth story,' she said.

BJP's Kerala, Chhattisgarh units divided over arrest of nuns; Chandrasekhar hopeful of ‘justice'
The recent arrest of two Catholic nuns from Kerala on charges of human trafficking and forced religious conversion in BJP-ruled Chhattisgarh has led to a disagreement between the party's State units in Kerala and Chhattisgarh, prompting the senior leadership to step in and facilitate a resolution. On Friday (August 1, 2025), Kerala BJP chief Rajeev Chandrasekhar said that the Chhattisgarh government will not oppose the bail applications of the two nuns who were arrested at Durg railway station on July 25. 'We hope that they get bail in the coming days because the State government has agreed not to oppose their bail,' he said, adding that both Prime Minister Narendra Modi and Union Home Minister Amit Shah had clearly said that justice would be given to the nuns. Amid protests by the Christian community and political parties in Kerala demanding release of the nuns, the State unit continued its effort to mend bridges with Church leaders. Through its X handle, the unit on Friday posted a message from its former chief Kummanam Rajasekharan saying that it had been completely honest in its intervention in the issue. 'Shri George Kurien as Union Minister and Shri Rajeev Chandrasekhar as State President have intervened in this issue,' he said. 'There is nothing to hide in this matter, the party is intervening in this issue with sincerity and honesty. The Christian community should understand this. The Congress and the Communist Party have deceived the Christian community the most,' said Mr. Rajasekharan. Earlier, as voices grew stronger demanding the release of the nuns, the matter drew wider attention. Chhattisgarh Chief Minister Vishnu Deo Sai on July 28 – via his X handle – had said that 'through inducement, an attempt was being made to engage in human trafficking and conversion' and that it was 'a serious matter related to women's safety', adding that the investigation in this case was still on. Hours later, Mr. Chandrasekhar termed the arrests as a case of 'misunderstanding', stating that the unit had contacted the Home Minister of Chhattisgarh and the State government, and the Union Home Ministry. 'We received tremendous support from the authorities... the accompanying girls are adults, and they had parental consent...,' he said. The same day, the party's Kerala State general secretary Anoop Antony reached Chhattisgarh and met the State's Deputy Chief Minister and Home Minister Vijay Sharma. 'Our State general secretary is currently in Chhattisgarh, and we are committed to ensuring that all necessary assistance is provided to secure justice for the nuns under arrest. While Chhattisgarh, being a tribal state, has an anti-conversion law in place, we are convinced that the allegations of conversion against the Malayali nuns are not true,' posted Mr. Chandrasekhar on X, adding: '...the BJP is determined to stand by the nuns until they are released and justice is delivered.' However, the next day, BJP MP from Durg, Vijay Baghel, spoke during Zero Hour in Lok Sabha on the issue. Alleging a conspiracy by the Congress MPs to disturb communal harmony, he came out in support of the Chhattisgarh government for arresting the nuns. 'Around 8:30 a.m., one of the girls was seen crying, which drew the attention of some responsible citizens. When asked, she said she was brought there forcibly and wanted to return home,' Mr. Baghel said. 'This is a conspiracy to malign the image of the well-governed, sensitive government in Chhattisgarh and create tension between two religions. Are we not supposed to protect our daughters in Chhattisgarh?' he asked.

Ensure ashram-like compassionate atmosphere in jails: Gujarat HC to authority
Ahmedabad: The Gujarat high court on Friday directed the Inspector General of Prisons to ensure that "a friendly and compassionate atmosphere, akin to an 'ashram' is required to be created within the jails". Justice H D Suthar, while ordering the release of a convict detained in Vadodara's central jail for over two months longer than his punishment and awarding him compensation, stated in his order, "It is hoped that the jail authorities will treat all inmates with humanity and sensitivity, following the Model Jail Manual, and do the needful for the rehabilitation of convicts and prisoners. The Inspector General of Prisons shall ensure that a friendly and compassionate atmosphere, akin to 'ashram,' is required to be created within the jails. " Expressing this hope, the judge quoted Mahatma Gandhi's statement, "The best way to find yourself is to lose yourself in the service of others." This happened in a petition filed by a prisoner, Raju Ninama, through advocate A A Zabuawala, who complained that his client was not released from prison even after he served his sentence. The HC summoned the jail officials, including the superintendent Usha Rada, and reprimanded them for this lapse. It ordered the immediate release of the prisoner and said, "In this case, the jail authorities, instead of following the clear directions in the warrant, unilaterally reduced the set-off period, resulting in the petitioner undergoing an additional 2 months and 8 days of illegal detention, which amounts to wrongful confinement and a violation of Articles 19 and 21 of the Constitution of India. Such wrongful confinement, stemming from arbitrariness and highhandedness, reflects a complete disregard for the fundamental rights of the convict." The HC further stated, "Article 51A of the Constitution enjoins all citizens to show compassion toward living beings. Jail inmates, although convicts, do not lose their fundamental rights. Despite repeated opportunities, the authorities failed to act with empathy and continued with their illegal and arbitrary approach." The HC directed all judicial officers, who are jail visitors, that "…they must verify jail records to ensure that no undertrial prisoners or convicts remain illegally detained even for a minute beyond the completion of their sentence or granting of bail." Further, the authorities are directed "to undertake a comprehensive exercise to recalculate the set-off period for all convicts as per their respective conviction warrants. After due verification, updated admission cards/tickets of convicts and relevant jail records shall be prepared in accordance with the circular dated Aug 1, 2025."
