
From Kedarnath to Dharali: Uttarakhands unheeded warnings and rising disasters
New Delhi, Aug 6 (PTI) The death and destruction left behind by the flash floods in the Kheer Ganga river in Dharali resurrected painful memories for Geeta, a survivor of the 2013 Kedarnath disaster, who lost four family members in that tragedy, India's worst since the 2004 tsunami.
'The same thing happened in Kedarnath," she exclaimed as visuals played out on a television at a house in New Delhi where she now works as a domestic help.
The 2013 disaster was triggered by more than 300 mm of rain in 24 hours as an early intense monsoon surge interacted with a western disturbance. The extreme rainfall, combined with rapid snowmelt, breached the moraine dam of Chorabari Lake, unleashing massive floods that killed around 5,700 people.
Scarred by the tragedy, Geeta (now 45 years old) and her family migrated to Delhi to rebuild their lives. But each time a hits the Himalayan state, it revives those haunting memories for her.
Over the past 12 years, a series of disasters have underscored the fragility of the Himalayan terrain.
On August 18, 2019, a cloudburst in Tikochi and Makudi villages in Uttarkashi's Arakot region triggered flash floods and landslides, killing at least 19 people and affecting 38 villages.
In February 2021, the collapse of a hanging glacier caused a debris flow in the Ronti Gad stream, a tributary of Rishiganga, sweeping away two hydropower projects in Chamoli. Eighty bodies were recovered, and 204 people went missing.
In August the next year, flash floods caused by a cloudburst in the Maldevta-Song-Baldi river system washed away large parts of the Maldevta town near Dehradun, affecting a 15 km stretch.
The Dharali disaster, experts say, shares features with the 2021 Chamoli tragedy.
'It is similar to Chamoli, and rainfall is just one factor. We need high-resolution satellite data or ground verification to know more," HNB Garhwal University Professor Y P Sundriyal said.
The 2021 Chamoli disaster impacted an area spanning 20-22 km but did not affect the Alaknanda downstream.
A study published last month in the Journal of the Geological Society of India has confirmed a sharp rise in extreme rainfall and surface runoff events in Uttarakhand after 2010.
The research, led by Professor Sundriyal, shows that while 1998-2009 saw warming and low rainfall, the trend reversed post-2010, with central and western Uttarakhand witnessing more extreme precipitation events.
'Data from 1970 to 2021 shows a clear increase in extreme rainfall events after 2010," Sundriyal told PTI.
The state's geology compounds its risk.
Steep slopes, young and fragile formations prone to erosion and tectonic faults such as the Main Central Thrust make the terrain unstable. The orographic effect of the Himalayas forces moist air upwards, leading to intense localised rainfall, while unstable slopes magnify the risk of landslides and flash floods.
A November 2023 study published in the Natural Hazards journal, analysing disaster data between 2020 and 2023, recorded 183 incidents in Uttarakhand during the monsoon months alone. Landslides accounted for 34.4 per cent of these, flash floods 26.5 per cent and cloudbursts 14 per cent.
The Centre for Science and Environment's Atlas on Weather Disasters shows that between January 2022 and March 2025, the 13 Himalayan states and Union territories reported extreme weather events on 822 days, claiming 2,863 lives.
Experts say these natural factors are worsened by human activity. Unregulated road-building, deforestation and construction of tourism infrastructure and settlements on unstable slopes or riverbanks have increased disaster risk.
Environment activist Anoop Nautiyal said repeated tragedies in Kedarnath, Chamoli, Joshimath, Sirobagad, Kwarab, and Yamunotri have not altered Uttarakhand's development trajectory.
'If anything, ecological degradation and haphazard development are accelerating due to flawed policies and projects," he claimed.
Climate campaigner Harjeet Singh described the Uttarkashi tragedy as 'a deadly mix of global warming-fuelled monsoon extremes and unscientific, unsustainable construction in the name of development".
The threats are not limited to extreme rainfall and landslides. Climate change is rapidly transforming the region's glaciers, creating new hazards in the form of swelling glacial lakes.
Uttarakhand has more than 1,260 glacial lakes, with 13 identified by the National Disaster Management Authority (NDMA) as high risk and five as extremely dangerous. These lakes pose major downstream threats, especially as warming accelerates glacial melt.
The Wadia Institute of Himalayan Geology has repeatedly warned about the dangers posed by hanging glaciers and glacial lakes. After the Chamoli disaster, its scientists flagged the role of freeze-thaw cycles in destabilising glaciers.
NDMA's 2020 guidelines on Glacial Lake Outburst Floods called for mapping high-risk lakes, enforcing land-use restrictions and using remote monitoring to track potential breaches.
Similarly, a 2013 review by the South Asia Network on Dams, Rivers and People said unregulated hydropower projects and hill-cutting had amplified risks in the fragile terrain, but its recommendations were ignored.
Despite multiple expert reports, policy and enforcement have failed to match the scale of the threat.
As Uttarakhand reels from yet another disaster, the question remains whether the warnings from scientists will finally be heeded before another tragedy strikes. PTI GVS NSD NSD

Monsoon activity set to intensify across UP in next 48 hours: IMD
Agency: Lucknow, Aug 13 (PTI) Monsoon activity is set to intensify across Uttar Pradesh over the next 48 hours driven by a low-pressure area over the Bay of Bengal, according to the India Meteorological Department (IMD). 'The weather system has caused the eastern end of the monsoon trough to shift southwards. This is likely to bring widespread light to moderate rainfall, with isolated heavy to very heavy showers, in most parts of the state," the IMD said. The intensity and spread of rainfall are expected to ease from August 15. The IMD has issued an orange alert for several districts in the northern part of the state, including Bareilly, Pilibhit, Shahjahanpur, Lakhimpur, Sitapur, Bahraich Shravasti, Gonda, Balrampur, Siddharthnagar and Maharajganj The weather office also predicted rain or thundershowers at most places in western Uttar Pradesh and at a few places in the eastern part of the state on Wednesday and Thursday. Thunderstorms accompanied by lightning are also likely at isolated locations. Meanwhile, rainfall on Wednesday brought some relief from the heat with state capital Lucknow recording a maximum temperature of 33.4 degrees Celsius and a minimum temperature of 28.2 degrees Celsius with 0.2 mm of rain. Agra received the highest rainfall in the state at 14.4 mm, followed by Orai (12.4 mm), Varanasi (10.2 mm), and Basti (10 mm). Uttar Pradesh has received 496.2 mm of rainfall this monsoon season as of August 12, which is 8 per cent above the normal of 459.3 mm. The eastern districts recorded 468.3 mm of rain, 4 per cent below normal, while the western districts received 536.1 mm of rain, 28 per cent above the seasonal average. According to state government officials, 41 tehsils in 21 districts are currently battling with floods, which have affected an estimated population of 1.86 lakh. The government has set up more than 1,100 flood outposts to provide assistance to the affected people, the officials said. CM Naidu orders precautionary steps as heavy rains, flood inflows lash Andhra
Agency: Amaravati, Aug 13 (PTI) Andhra Pradesh Chief Minister N Chandrababu Naidu on Wednesday directed officials to take precautionary measures and closely monitor sudden flood inflows from streams and rivulets, particularly in the Krishna River basin. The IMD has forecast 'heavy rainfall and thunderstorms" at isolated places across the state over the next seven days, until August 19. 'Officials should take precautionary measures, and sudden flood inflows from streams and rivulets in the Krishna River basin must be monitored continuously," Naidu said in a statement. He instructed officials to issue alerts in downstream areas, evacuate low-lying regions, and clear stagnant water. Officials briefed Naidu that gates at the Nagarjunasagar and Pulichintala irrigation projects were opened to ease inflows. The Krishna River is expected to receive up to five lakh cusecs of water by Thursday, with more than three lakh cusecs already released through the Prakasam Barrage in Vijayawada, along with 5,000 cusecs into canals. Naidu also ordered the diversion of four TMC of water per day to the Somasila and Kandaleru projects to prevent excess water from draining into the Bay of Bengal. As part of flood management efforts, Naidu approved Rs 40 crore for the construction of the Budameru–Velagaleru utility. He also instructed the water resources department to remove horseweed and water hyacinth from canals across the state during the rainy season to ensure smooth water flow. The India Meteorological Department has forecast 'extremely heavy rainfall" over South Coastal Andhra Pradesh (SCAP) on the day, while North Coastal Andhra Pradesh (NCAP), Yanam, and Rayalaseema are likely to receive 'heavy to very heavy rain." Thunderstorms with lightning are expected at isolated places across all four regions. Strong surface winds of 50–60 kmph are likely over NCAP, Yanam, and SCAP on August 13, and 40–50 kmph over Rayalaseema. On August 14, SCAP may receive 'heavy to very heavy rainfall," while NCAP, Yanam, and Rayalaseema are likely to experience 'heavy rain, thunderstorms, and strong winds." On August 15, 'heavy rain is forecast at isolated places" over NCAP and Yanam, with thunderstorms and winds of 40–50 kmph expected across all regions. From August 16–17, 'heavy rain is likely" over NCAP and Yanam, with thunderstorms and strong winds at isolated places in SCAP and Rayalaseema. On August 18–19, 'heavy rainfall is expected" over NCAP and Yanam, with reduced thunderstorm activity. The IMD said a low-pressure area persists over the west-central and adjoining northwest Bay of Bengal off the north Andhra Pradesh and south Odisha coasts. An east–west trough extends from the Bay of Bengal to the northeast Arabian Sea across Telangana, north Maharashtra, and south Gujarat at 3.1–5.8 km above mean sea level. Another trough runs from east Uttar Pradesh to the low-pressure area across Chhattisgarh at 1.5 km above mean sea level. The upper air cyclonic circulation over north interior Karnataka has weakened, with weather activity now primarily driven by the Bay of Bengal low-pressure system, the department added.
