Community's generous spirit helps feed neighbors in need, ‘Stamp Out Hunger'

WICHITA FALLS (KFDX/KJTL) — The National Association of Letter Carriers and the Wichita Falls Area Food Bank hosted the 'Stamp Out Hunger' initiative, which turned out to be a successful event.
On Saturday, May 11, the letter carriers' route stops were a little more special as they picked up food donations that residents had left out and later donated to local food banks.
The Wichita Falls Area Food Bank serves 12 counties, and with the community's help, together an incredible 38,303 pounds of food was donated. This equates to 31,919 meals.
Now that this food has been donated to the food bank, it will be distributed to neighbors in need. With that being said, the WFAFB needs volunteers to help process this food so our neighbors in need can receive it.

WICHITA FALLS (KFDX/KJTL) — Arbitration hearings are underway between the Wichita Falls Police Department and a former officer placed on an indefinite suspension. Ralph Ryan Piper, 50, of Wichita Falls, was placed on indefinite suspension in 2023 after allegations surfaced that he'd been untruthful with WFPD leadership. This marks the second time in the last decade that Piper has been suspended from the WFPD. In 2016, Piper was placed on indefinite suspension without pay after he was indicted for theft of over $20,000 but under $100,000. Piper's charge was pending for seven years before his trial was held in January 2023 in the 30th District Court. Piper was acquitted of the charges against him after the jury found him not guilty. READ MORE: WFPD officer acquitted of theft charges Shortly after Piper was acquitted, he was reinstated as an officer with the WFPD. However, less than a year later, he was placed on another indefinite suspension. Now, he's fighting to be restored as an officer once again. An arbitration hearing began on Monday, June 2, 2025, inside the conference room in the City Manager's office, located on the third floor of Big Blue in downtown Wichita Falls. Diego Peña, an independent third-party mediator based in Arlington, oversaw the hearing. Julia Vasquez, Deputy City Attorney for Wichita Falls, is representing the city and the WFPD during arbitration. The City called multiple witnesses in the case, including Sgt. John Spragins, who revealed the suspension stemmed from a burglary of a business owned by Piper's father, in which over $60,000 in property was stolen. Sgt. Spragins testified that Piper was ordered not to be involved in the investigation at all. However, an audit of the department's Record Management System revealed he'd accessed the police report in the case. Sgt. Spragins testified that Piper adamantly denied accessing his father's case on several occasions, leading to an investigation from internal affairs. According to testimony from several WFPD officers, the internal investigation revealed that Piper's computer and credentials were used to access the information, and Piper claimed he'd taken a phone call, stepped outside, and left his computer open. Piper said he didn't search the case, but had no evidence to support his claim, leading WFPD Lt. Joseph Puddu, who led the internal investigation into Piper, to conclude that Piper was being deceptive, which violated WFPD protocol and led to his suspension. Lake levels continue to rise across Texoma

WICHITA FALLS (KFDX/KJTL) — The lake levels in Wichita Falls are up again this week, quickly approaching 100% capacity. Lake Arrowhead rose 1.3% and now stands at 97.7%, while Lake Kickapoo remained the same this week at 100% full. Most of the water is overflowing from Lake Kickapoo, and the runoff is expected to continue. The combined lake capacity rose 0.9% to a total of 98.3%. This will be the final weekly lake level update for the season. Wichita Falls officials will notify residents when the lakes reach 100%. From Thursday, June 19, to Saturday, June 21, travelers will take round-trip rides on three trains, enjoy personalized train tours, visit exhibits, and experience classic Western charm. In addition, signing up for this trip allows one person a chance to win an Oklahoma Railway Museum's 'At the Throttle' experience to take control of a real diesel locomotive. The weekend includes a trip to the Oklahoma Railway Museum for a Historic Train Ride and tour of the Oklahoma Railway, a round-trip excursion on Amtrak's Heartland Flyer from Oklahoma City to Fort Worth, and a ride across the Trinity River on the Grapevine Vintage Railroad. Travelers will also visit the historic Fort Worth Stockyards. For a single passenger, the trip costs $462, but for a double, the price ranges from $609 to $769, depending on the chosen hotel.
