97% of IT Decision Makers See Significant Risks of Shadow AI, While 91% of Employees See No Risk, Little Risk, or Risk That's Outweighed by Reward

AUSTIN, Texas — ManageEngine, a division of Zoho Corporation and a leading provider of enterprise IT management solutions, today released its report, The Shadow AI Surge in Enterprises: Insights from the U.S. and Canadian Workplace. Based on a survey of IT decision makers (ITDMs) and business employees, the report investigates the rise of shadow AI—unauthorized AI tools used for work—and identifies critical gaps that organizations need to close if they want to reduce the risks of shadow AI and turn it into a strategic advantage.

The rise: 60% of employees are using unapproved AI tools more than they were a year ago, and 93% of employees admit to inputting information into AI tools without approval.
The risks: 63% of ITDMs see data leakage or exposure as the primary risk of shadow AI. Conversely, 91% of employees think shadow AI poses no risk, not much risk, or some risk that's outweighed by reward.
The rewards: Summarizing notes or calls (55%), brainstorming (55%), and analyzing data or reports (47%) are the top tasks employees complete with shadow AI. Generative AI text tools (73%), AI writing tools (60%), and code assistants (59%) are the top AI tools ITDMs have approved for employee use.

Identifying the Shadow AI Gaps

To turn the use of shadow AI from a liability into a strategic advantage, IT leaders need to close the gaps in education, visibility, and governance revealed by the report. Specifically, a lack of education around AI model training, safe user behavior, and organizational impact is driving systematic misuse. Blind spots continue to grow in organizations, even as IT teams move to approve and integrate AI tools as quickly as possible. Meanwhile, shadow AI proliferates due to inadequate enforcement of established governance policies.

85% of ITDMs report that employees are adopting AI tools faster than their IT teams can assess them.
32% of employees entered confidential client data into AI tools without confirming company approval, while 37% entered private, internal company data.
53% of ITDMs say employees' use of personal devices for work-related AI tasks is creating a blind spot in their organization's security posture.
Only 54% of ITDMs report their organizations have implemented clear, enforced AI governance policies and actively monitor for unauthorized use, while 91% have implemented policies overall.

Proactively managing AI means harnessing employee initiative while maintaining security. It delivers the business value discovered in shadow AI but does so via AI tools that are approved by IT. To that end, ITDMs and employees make several strategic recommendations in the report.

63% of ITDMs advise integrating approved AI tools into standard workflows and business applications, 60% suggest implementing clear policies on acceptable AI use, and 55% suggest establishing a list of vetted and approved tools.
66% of employees recommend setting clear policies that are fair and practical, 63% recommend providing official tools that are relevant to their tasks, and 60% advise providing better education on understanding the risks.

In May 2025, ManageEngine commissioned independent market research agency Censuswide to conduct a study of 350 ITDMs and 350 working professionals across the U.S. and Canada, employed in organizations with at least 500 employees and $10M in annual revenue. The survey explored AI usage patterns, security concerns, and governance gaps, with a focus on real-world behaviors across organizations of varying sizes and industries.

The Data Says No Recession It's half-way through the year already. US GDP is still positive, and is expected to be for the second quarter, even with the tariffs and trade war. Employment is steady with the BLS survey averaging 146,000 new jobs a month over the last 12 months. The unemployment rate remains low at 4.1% in June, down from 4.2% in May. Even the weekly claims data is muted. It's not getting worse, it's not getting better. It is stable. Is the Recession Still to Come? Yet John is concerned about the Leading Economic Indicators which saw its recession signal triggered in May. He's also concerned about the average tariffs now being 18%, the highest since the 1930s. The AI Revolution spending looks enormous, at $450 billion this year alone. But compared to the total economy, it's just about 1.3% of it. Considering 3 Stocks: NVIDIA, Fastenal and Cintas 1. Fastenal Company ( FAST ) Fastenal recently reported earnings. It makes fasteners and is a bellwether for the manufacturing and construction industries. It beat again and has missed just twice in the last 5 years. Fastenal shares are up 27.6% year-to-date. It now trades with a forward price-to-earnings (P/E) ratio of 41.2. A P/E over 20 is considered expensive. Fastenal also has a price-to-book (P/B) ratio of 13.7. A P/B ratio under 3.0 are usually values. Earnings are expected to be up 10% this year. But you'll pay a high price for those. Shares of Fastenal are trading near new all-time highs. Is there more gas left in the tank? 2. NVIDIA Corp. ( NVDA ) NVIDIA is busting out to new all-time highs again. Shares are up 29% year-to-date. NVIDIA now has a market cap of $4.1 trillion. It's more expensive now, than just a month ago. NVIDIA trades with a forward P/E of 40. But earnings are expected to jump 42% in fiscal 2026. The earnings growth is there. NVIDIA also has a price-to-sales (P/S) ratio of 28.1. A P/S ratio over 10 is usually considered an expensive stock. If you aren't an owner of NVIDIA yet, is it too late to get in? 3. Cintas Corp. ( CTAS ) Cintas makes uniforms. It reported earnings this week and beat. Cintas has beat on earnings every quarter for five years. That's an impressive streak. Shares of Cintas are up 21.5% year-to-date. It is trading near its all-time highs. Earnings are expected to jump 15.8% this year. But it's not cheap. Cintas has a forward P/E of 44. It also trades with a P/S ratio of 8.5. Alphabet and Apple are the two most well-known providers of consumer apps marketplaces through Google Pay Store and Apple App Store, respectively. The companies are taking initiatives to infuse artificial intelligence (AI) into their consumer-centric offerings to expand their user base and boost market share. Unlike enterprises and businesses, individual consumers have been much cautious to adopt AI and generative AI (Gen AI) into their daily lifestyle and routines. Per a Bain & Company December 2024 survey, only 35% of U.S. consumers used Gen AI in comparison to 95% of U.S. and European companies. Concerns around privacy, accuracy and data security have hindered proliferation among individual consumers. However, the scenario seems to have changed in the past six months of 2025. As per a latest report by Menlo Ventures, almost 61% of U.S. adults (survey sample of more than 5,000 U.S. adults) have used AI over the past six months, and nearly 19% have made it a habit to use it on a daily basis. Although monetization remains weak (only 3% paying for premium services among an estimated user base of 1.8 billion), the growing infusion of AI tools into consumer lifestyle that makes users complete their daily routine in a better, faster and cheaper way is expected to boost spending. According to the New Minds, New Markets study by Cognizant in collaboration with Oxford Economics, the 18–44-year-old AI enthusiasts will "command an estimated $4.4 trillion of AI-influenced consumer spending in the U.S. by 2030," driven by a rise in income and purchasing power. For the United Kingdom, Australia and Germany, the projection stands at $690 billion, $669 billion, and $539 billion, respectively. Alphabet and Apple are well-poised to cultivate this huge opportunity. Nevertheless, GOOGL or AAPL, which has an edge under the current scenario? The Case for GOOGL Stock Alphabet's open and cloud-centric approach has been driving the popularity of its applications among consumers. In first-quarter 2025, Alphabet surpassed 270 million paid subscriptions with YouTube and Google One as key drivers. Google Assistant, now called Gemini, is the #2-ranked general AI assistant in terms of usage (23% share) among all U.S. adults as per Menlo Ventures' survey, beating Apple Siri, which is in the #5 position (16% share). Alphabet's initiatives to deploy AI and infuse AI in Search are driving top-line growth. Search revenues are driven by improving engagement with features like AI Overview, which now has 1.5 billion users per month and is available in more than 15 languages across 140 countries. The addition of AI mode expands AI Overview's advanced reasoning, thinking and multimodal capabilities. Advancements in the latest Gemini models are helping Alphabet to upgrade AI Overviews with easier-to-read responses, breaking down key information and incorporating more visuals directly into responses. Circle to Search is driving additional Search and is gaining popularity among younger users. Circle to Search, which is currently available on more than 300 million Android devices, is expected to gain further popularity with the addition of AI Mode. Circle to Search can now be used to get instant help during gaming on mobile. The Case for AAPL Stock Apple is seeing better iPhone 16 sales in regions where Apple Intelligence is available. Apple expanded the availability of Apple Intelligence with iOS 18.4, iPadOS 18.4, and macOS Sequoia 15.4 updates in new languages, including French, German, Italian, Portuguese (Brazil), Spanish, Japanese, Korean, and Chinese (simplified) — as well as localized English for Singapore and India — and are accessible in nearly all regions around the world. At the end of 2025, Apple Intelligence will be available in eight more languages: Danish, Dutch, Norwegian, Portuguese, Swedish, Turkish, Chinese (traditional) and Vietnamese. New Apple Intelligence features, such as Live Translation, updates to visual intelligence, as well as enhancements to Image Playground and Genmoji, are noteworthy. Shortcuts can access Apple Intelligence directly. Apple Intelligence is now getting added to Apple Wallet, and users can make purchases with Apple Pay. However, Apple Intelligence continues to lag the "WoW" factor, which has been a concern. Delayed and staggered launches are other concerns. GOOGL Earnings Estimate Revision Positive, AAPL's Goes South The Zacks Consensus Estimate for GOOGL's 2025 earnings is pegged at $9.56 per share, up 3 cents over the past 60 days, indicating an 18.91% increase over 2024's reported figure. The consensus mark for Apple's fiscal 2025 earnings has declined by a penny to $7.10 per share over the past 60 days, suggesting 5.19% growth over fiscal 2024. Alphabet Shares Outperform Apple Shares of Alphabet and Apple have suffered from challenging macroeconomic conditions, volatility related to higher tariffs and increasing regulatory concerns. Year to date, GOOGL shares have lost 3.3%, outperforming Apple's decline of 16%. Valuation: Alphabet's P/S Ratio is Cheaper Than Apple In terms of forward 12-month Price/Sales (P/S), Apple shares are trading at 7.52X, higher than Alphabet's 6.41X. While Apple has a Value Score of D, Alphabet carries a Value Score of C, suggesting both shares are overvalued. Here's Why Alphabet Is a Better Consumer AI Stock Right Now Alphabet is benefiting from the growing popularity of Gemini, AI Overview and Circle to Search among consumers. Continuous innovation across search, productivity and developer tools is a key catalyst for Alphabet. In comparison, Apple is still playing a catch-up role with Apple Intelligence.
