University of Southampton first to set up full Indian campus in Gurugram
The launch event was attended by Union Education Minister Dharmendra Pradhan and Haryana Chief Minister Nayab Singh Saini, who both welcomed the development as a key moment in India's higher education reforms, according to a report by the Press Trust of India.
The university had received a Letter of Intent (LoI) last year, following the UGC's guidelines for foreign higher education institutions setting up campuses in India.
"This marks a momentous milestone towards internationalisation of education at home under NEP 2020, and also towards strengthening the education pillar of India-UK cooperation as envisioned in the India-UK Roadmap 2030," said Pradhan.
He also praised the swift establishment of the campus, noting that it was built within a year of receiving the LoI. "University of Southampton has set up this state-of-the-art campus within a year of receiving the LoI. I am confident that the campus, with its basket of forward-looking courses and Southampton's legacy of academic excellence, will emerge as a distinguished institution shaping leaders of tomorrow," he added.
Focus on STEM and global problem-solving
Pradhan encouraged the university's leadership to introduce STEM (Science, Technology, Engineering, and Mathematics) courses at the Gurugram campus and said it should serve as a centre for addressing global challenges.
"Education has been placed at the heart of India's development. Through the internationalisation of education at home, India is being envisioned as a global knowledge destination, reviving its civilisational legacy and reigniting its intellectual heritage from Pushpagiri and Nalanda to Gurugram," he said.
"I invite other leading universities across the world to come to India for co-creating ecosystems of innovation, research and education," Pradhan added.
Courses and global opportunities for students
The Gurugram campus will provide undergraduate and postgraduate degrees that align with UK academic standards. Students will also have the opportunity to spend up to one year at the University of Southampton's campuses in the UK or Malaysia.
From 2025, the campus will offer BSc programmes in Computer Science, Economics, Accounting & Finance, and Business Management. It will also provide MSc courses in Finance and International Management.
Support from Haryana and UGC
CM Saini expressed his support for the initiative and reiterated the state's commitment to developing Gurugram as a hub for global education and innovation.
"NEP 2020 positions India as a global hub for education, research, and innovation," he said, while Higher Education Secretary Vineet Joshi added, "I am confident that the University of Southampton, with its legacy of academic excellence, will offer quality education in critical areas like Computer Science, Economics, International Business, and Management, contributing to India's priorities in digital innovation and global leadership."
Joshi also highlighted the UGC's streamlined process for enabling such partnerships and noted that the new campus would strengthen ties between Indian and global academic communities.
Diverse student body and global faculty
The first intake at the Indian campus includes high-performing students from across India and countries such as the UAE and Nepal.
The university plans to recruit more than 75 full-time faculty members, all of whom will meet UK academic benchmarks and undergo the University's Postgraduate Certificate in Academic Practice. These educators bring experience from countries including the UK, UAE, Malaysia, Singapore, Australia, Germany, Japan, and the United States.
The University of Southampton boasts a global alumni network of over 290,000, including more than 1,700 from India. Many alumni are expected to support the new campus by acting as mentors and industry liaisons.

MoE drafting bill to set up unified higher education body: MoS to LS
The Ministry of Education is in the process of drafting a bill for establishing a higher education commission of India (HECI), proposed as a unified higher education regulatory body, the Lok Sabha was informed on Monday. Union Minister of State for Education Sukanta Majumdar shared the information in a written reply to a question. "The National Education Policy (NEP) 2020 envisions a 'light but tight' regulatory framework to ensure integrity, transparency and resource efficiency of the educational system through audit and public disclosure while encouraging innovation and out-of-the-box ideas through autonomy, good governance and empowerment," Majumdar said. "The NEP 2020 further envisions setting up of a Higher Education Commission of India (HECI) as an umbrella body with independent verticals to perform distinct functions of regulation, accreditation, funding and academic standard setting. Considering the above vision of NEP 2020, the ministry is in the process of drafting a HECI bill," he added. The HECI, which was proposed in the new NEP, looks to replace the University Grants Commission (UGC), the All India Council for Technical Education (AICTE) and the National Council for Teacher Education (NCTE). While the UGC oversees non-technical higher education, the AICTE oversees technical education and the NCTE is the regulatory body for teachers' education. The concept of the HECI has been discussed before in the form of a draft bill. A draft Higher Education Commission of India (Repeal of University Grants Commission Act) Bill, 2018, which seeks to repeal the UGC Act and provides for setting up of the Higher Education Commission of India, was put in the public domain that year for feedback and consultation with stakeholders. Renewed efforts to make the HECI a reality were then initiated under Dharmendra Pradhan, who took over as Union education minister in July 2021. Process to remove Justice Varma begins as RS chair admits notice
The process for the removal of Justice Yashwant Varma was set in motion on Monday with parliamentarians submitting notices to the presiding officers of the Lok Sabha and the Rajya Sabha, and Chairman of the Upper House Jagdeep Dhankhar taking note of the move. While the notice submitted to the Rajya Sabha Chairman had signatures of 63 opposition members, the one submitted to the Lok Sabha Speaker was a bipartisan effort with 152 members, including Leader of the Opposition Rahul Gandhi, supporting the move. Both Houses, sources said, may accept the motions on Tuesday, and their Chairs are likely to jointly initiate formalities for the constitution of an enquiry committee according to the Judges (Inquiry) Act. The committee includes three members, including either the Chief Justice of India (CJI) or a Supreme Court judge, a High Court Chief Justice -- both recommended by the CJI -- and a jurist picked by the Chair of the House where the motion is admitted. In this case, the Chairs of the two Houses are likely to act jointly. The committee will then probe the charges levelled against Justice Varma. It will be asked to come out with a report in three months. The inquiry report will be tabled in Parliament, followed by a discussion in both Houses after which there will be voting on the motion for the removal of Justice Varma. Justice Varma was repatriated from the Delhi High Court to the Allahabad High Court after burnt wads of currency notes were found at his official residence here on March 14. Dhankar mentioned in the House that he has received a notice of motion for setting up a statutory committee for the removal of Justice Varma of the Allahabad High Court. "It is signed by more than 50 members of the Council of States and thus, it meets the numerical requirement of signing by members of Parliament for setting in motion a process for removal of a high court judge," he said. Congress leader Jairam Ramesh said in a post on X that 63 opposition members had submitted the notice to the Rajya Sabha chairman for removal of Justice Varma. BJP leaders said they were also gathering signatures of its party MPs and those of its allies for the removal of Justice Varma. Dhankhar asked Law Minister Arjun Ram Meghwal whether a similar notice has been submitted in the Lok Sabha. The Law Minister said 152 Lok Sabha members have submitted a similar notice to the Speaker. The Rajya Sabha Chairman said that according to the Judges (Inquiry) Act, when notices of a motion are submitted on the same day in both the Houses of Parliament, a committee to examine the charges levelled against the judge will be constituted by the Lok Sabha Speaker and the Rajya Sabha Chairman. "The secretary general will take the necessary steps in this direction," the Rajya Sabha Chairman announced. Though Justice Varma has denied any wrongdoing, the inquiry panel constituted by the then Chief Justice of India Sanjiv Khanna concluded that the judge and his family members had covert or active control over the storeroom where the cash was found, proving his misconduct serious enough to seek his removal.

NEP 2020 has taken steps to stop commercialisation of education: Education Minister Dharmendra Pradhan
NEW DELHI: Education Minister Dharmendra Pradhan on Monday informed the Lok Sabha that multiple mechanisms with checks and balances have been provided in the National Education Policy (NEP) 2020 to stop the commercialisation of education. He was responding to a starred question by MP Arminder Singh Raja as to whether any survey had been done regarding the surging tuition fee in public and private universities and if any guidelines had been put in place to regulate cost of online and hybrid degree programmes under NEP 2020. Raja also wanted details about Central scholarships granted to students from economically weaker sections. Pradhan said NEP 2020 emphasises online and offline public disclosure and transparency for both public and private schools. "NEP proposes similar standards of audit and disclosure as a 'not-for- profit' entity to all the education institutions. Surplus, if any, will be reinvested in the educational sector. Similarly, in higher education, all HEIs- public and private- shall be treated at par observing common guidelines." The Universities are autonomous bodies which are governed by their respective Acts or statues. Based on the type of universities, the criteria for fee structure is administered, he said. In respect of IITs/ IIITs / NITs/IIEST/ IIMs etc, the fee structure is regulated as per the provision of the respective Acts/ Statutes, Pradhan pointed out.
