
Uttam: Revival of Tummidihatti has begun
Hyderabad: As promised in its election manifesto, the Congress government is expediting the preparation of detailed project report (DPR) for Tummidihatti barrage under the revived Pranahita–Chevella Lift Irrigation scheme.
State Advisor (Irrigation) Adityanath Das is reviewing the feasibility of reviving the original Tummidihatti-based Pranahita-Chevella project, Irrigation Minister N Uttam Kumar Reddy said on Tuesday. He said the finalization of the DPR will be the first step towards executing the Pranahita project which was scrapped by the previous BRS government.
Making a PowerPoint presentation on the NDSA report on damaged Medigadda, Annaram and Sundilla barrages of Kaleshwaram project, the minister came down heavily on former Chief Minister K Chandrashekhar Rao for disbanding the ambitious Pranahita project for commissions through the launch of Kaleshwaram project.
'KCR reengineered and redesigned the Pranahita project as Kaleshwaram only for commissions. The scraping of the Pranahita project cost Nizamabad and Adilabad district heavily. The government is committed to revive Pranahita and address irrigation needs of the two old big districts,' the minister said.
Uttam said that it was outrageous and shameful that KCR, instead of accepting responsibility, was now attacking the credibility of the NDSA and questioning its authority. 'When we recently approached the Union Ministry of Jal Shakti, seeking clearance for the Sitarama Sagar project, the officials refused to consider it because our irrigation system had collapsed,' he added.
Reiterating that his government will take a decision on the implementation of the NDSA recommendations in the Cabinet meeting soon, the minister said the Kaleshwaram project was not based on scientific principles but on a campaign of lies, propaganda, and false publicity. He reminded the public that the original plan was Dr BR Ambedkar Pranahita-Chevella Project at Tummidihatti, for which even the then TRS government had sought national project status.
He pointed out that the barrages were originally designed to regulate just 2 TMC of river water. However, over 10 TMC was stored in each, driven purely by a publicity agenda, causing foundational damage and eventual collapse. 'The Kaleshwaram collapse is not a natural tragedy. It is a direct result of the BRS government's irresponsible decisions.
It has dealt a serious blow to Telangana's finances and to the lives of farmers. Telangana is paying Rs 16,000 crore every year just in loan repayments for this failed project. This is public money lost due to a political stunt.'

Free sand to beneficiaries to build Indiramma houses: Ponguleti
Hyderabad: The Congress govt will supply sand free of cost for construction of Indiramma houses to the scheme beneficiaries, revenue and housing minister Ponguleti Srinivas Reddy announced at a programme in Mulugu district where he distributed approval letters of Indiramma houses. Ponguleti directed all the collectors to ensure that sand stockpiles are kept ready and supplied free of cost to beneficiaries. Sources said the govt was also in talks with steel and cement companies for supplying them at a subsidised rate. He said that if beneficiaries begin construction within the next 10–15 days, funds will be released to them every Monday. Forest officials will be instructed to allow people living in makeshift homes within forest areas to construct Indiramma houses at the same locations, he said. Over 9,800 Chenchus were sanctioned Indiramma houses, which, he said, was a historic decision of the Congress govt. "In addition to 3,500 Indiramma houses for Mulugu constituency at the rate of 3,500 for each of the 119 assembly constituencies in the state, an additional 1,500 units were sanctioned in the Integrated Tribal Development Agency limits," he said. Responding to minister D Anasuya Seethakka's request, Ponguleti sanctioned another 1,000 Indiramma houses to the Mulugu and ITDA areas in the constituency. Stating that the incumbent 'Indiramma govt' was synonymous with Indiramma housing, Ponguleti said 25.5 lakh such houses were sanctioned to the poor by the previous Congress govt of the combined AP state in the Telangana region alone. "After the formation of Telangana state, the previous BRS govt, which held power for two terms, sanctioned only 92,000 houses and completed 60,000 of them. Nearly 30,000 houses were left incomplete with only walls standing. The contractors were not paid for their work by the previous regime," he alleged. The minister said there were at least 60 eligible beneficiaries in every village, but currently only about 30 houses per village can be sanctioned. However, he assured that all eligible families will be provided houses in a phased manner in future. "The target of the Congress govt is to construct 20 lakh Indiramma houses with a budget of Rs 22,500 crore over the next four years," Ponguleti said and appealed to the people to observe the welfare schemes being implemented by the Congress govt and support it in the upcoming local body elections. On the issue of Bhu Bharathi (land records), Ponguleti pointed out that during the previous govt farmers had to run from pillar to post for resolution of land issues. Now, revenue officials were proactively reaching out to the people to resolve their problems, he said.

‘Engineers decided, cabinet okayed': KCR justifies KLIP nod
Hyderabad: Former chief minister K Chandrasekhar Rao on Wednesday appeared before Justice (Retd) P C Ghose commission, which is probing structural failures at the Medigadda barrage and damages at the Annaram and Sundilla barrages, and sought to firmly distance the political executive from any unilateral decision-making in Kaleshwaram Lift Irrigation Scheme (KLIS). Tired of too many ads? go ad free now He asserted that all major decisions — ranging from the re-engineering of the project to the construction and operation of its key barrages — were made based on the recommendations of technical and expert committees and were formally approved by the state cabinet. "This is a massive technical project, and every decision was taken by engineers, irrigation experts, and subject committees. The cabinet only gave formal policy sanction," he is believed to have told the commission. KCR stressed that the then BRS govt acted on expert advice, followed due administrative procedures, and relied on the collective wisdom of the cabinet throughout the execution of the Rs 1 lakh crore mega project. He also noted that Water and Power Consultancy Services (India) Limited (WAPCOS), a Central govt agency, had conducted the survey for the construction of the three barrages. Justice Ghose posed 18 pointed questions during the 50-minute session. KCR explained that the project plan was revised after expert reports and WAPCOS flagged concerns over inadequate water availability at the original site, Tummidihatti. The commission summoned him as witness number 115, given that the Kaleshwaram project was conceived and executed during his tenure. KCR pointed out that the Maharashtra govt had objected to the proposed barrage at Tummidihatti being constructed at a height of 152m. Since Central Water Commission (CWC) also raised concerns, he said, the decision to shift the project to Medigadda was both inevitable and scientifically justified. Medigadda, he explained, offered a more favourable location with an assured water availability of 230 tmcft for lifting — significantly higher than at Tummidihatti. KCR held the irrigation portfolio when the three major barrages — Medigadda, Annaram, and Sundilla — were completed and inaugurated in 2019. Responding to questions on the formation of Kaleshwaram Lift Irrigation Corporation (KLIC), KCR said the special purpose vehicle was created to raise loans, as revenue generation had not yet begun. The state govt, he added, provided budgetary support for the repayment of principal and interest, and extended sovereign guarantees to lending agencies. On the allegation that the barrages were used as storage points beyond their design capacity, he described it as a "technical call" made by engineers based on field realities. He noted that Rs 280 crore had been allocated for maintenance and over 4,000 engineers had worked on the project, ensuring oversight at every level. To reinforce his position, the BRS chief submitted to the commission a booklet titled Kaleshwaram: A Lift Line of Telangana, along with records of all govt orders, approvals from central agencies like CWC, and minutes of key decisions made during the project's execution. The cross-examination began at 12 pm and concluded at 12.50 pm. With the inquiry entering a sensitive phase, KCR's deposition is being seen as a clear political signal. "The state's most ambitious irrigation venture was built on expert advice, not personal whim — a line likely to define the BRS's counter-narrative as accountability questions continue to mount," a senior observer noted.
