Karnataka Deputy CM says sponsorship can seal the deal for station naming rights.
Karnataka Deputy Chief Minister DK Shivakumar on Tuesday said that the government was ready to name Bettadalasuru metro station after MLA Munirathna if he thinks of sponsoring the station.
Replying to a question raised by BJP MLA Munirathna, in the Question Hour of the Legislative Assembly, Deputy CM said, 'As per the norms, it is allowed to name the station after a company if they sponsor the construction with CSR funds. Prime Minister Modi praised the model, and Opposition leader Ashok was also there. Munirathna has about 70-80 acres of land there, and hence he needs a metro station."
Intervening, MLA Munirathna said, 'If DCM DK Shivakumar makes a call to Embassy builders, they will make the payment in 24 hours. Builders in Bengaluru only listen to him."
Replying to him, Shivakumar said, 'Self-interest is natural. The Embassy has about 250 acres, and they were willing to pay Rs 120 of the total cost of Rs 140 crores to brand the metro station there. They have given only Rs 1 crore till now. We will build the station and name it after Munirathna if he pays for it."
Earlier on August 10, Prime Minister Narendra Modi inaugurated the Yellow line from RV Road (Ragigudda) to Bommasandra of the Bangalore Metro on Sunday.
PM Modi was accompanied by Karnataka Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivkumar. The Prime Minister was seen buying a ticket through QR code-enabled ticket vending machines at the Ragigudda metro station before flagging off the Yellow Line of the Namma Metro.

Pariamentary panel pitches for hike in investment rate to 35% of GDP to achieve 8% growth

A parliamentary panel on Tuesday pitched for raising the investment rate from 31 per cent of the GDP to 35 per cent to achieve the ambitious growth target of 8 per cent. The Standing Committee on Finance also urged the government to maintain sustainable, growth-oriented energy policies that prioritise affordability and efficiency while balancing climate commitments with economic and social objectives. The committee headed by BJP leader Bhartruhari Mahtab also suggested that the Ministry/Central Electricity Authority (CEA) expedite the development of pumped storage projects (PSPs), recognising their critical role in strengthening energy security and reducing import dependency. The panel noted that the investment rate must increase to about 35 per cent of the gross domestic product (GDP) from the current 31 per cent to achieve the ambitious growth target of 8 per cent annually for at least a decade. "Financing this may result in higher levels of current account deficit (CAD), which is challenging under current global circumstances. This emphasises the need for domestic-led growth, for which deregulation is crucial," it said in its report. The committee highlighted the collaborative approach through the deregulation task force chaired by the cabinet secretary. The panel felt that this model of cooperative federalism -- facilitating dialogue with states on best practices in land, labour, capital, and regulatory reforms -- can streamline business processes and foster an investor-friendly environment. It said tailored fiscal reforms may be promoted in highly indebted states to improve their fiscal health while maintaining their capacity to invest in critical infrastructure and social development. With regard to farm sector, the panel said the vast untapped potential of India's agriculture sector as a pivotal driver for inclusive economic growth. "To unlock this potential, the committee emphasises a dual approach: addressing immediate challenges while implementing long-term structural reforms. For short-term stability, the committee observes that the government's strategy such as maintaining buffer stocks; regulating market supplies; and subsidising key food items helps to stabilise food prices and ensure affordable access to essential commodities," the report said. To further enhance agricultural productivity and foster financial inclusion, the committee recommended acceleration of digital initiatives. "This includes digitising land records and implementing the agri-stack, a technological framework designed to link farmers' produce with banking and credit systems. This would facilitate transparent and timely disbursement of crop loans," it said. The panel also urged that these digital tools be expanded nationwide, with local youth being trained to assist in data collection, thereby creating employment opportunities and improving data accuracy. The committee also believed that promoting diversified crop production, strengthening supply chain infrastructure, and encouraging private sector participation in agri-tech innovation are vital steps. These coordinated efforts can effectively mitigate supply-side inflation, sustainably boost farmers' incomes, and transform agriculture into a powerful engine for India's growth, it said. Observing that the current global trade environment, marked by protectionism and geopolitical volatility, presents a significant opportunity for India, the committee believed this situation can be leveraged to pursue the guiding principle of 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas' and build an 'Atmanirbhar Bharat'. This path involves exploring new markets while simultaneously strengthening domestic manufacturing. The committee highlighted the need for sound government finances, with an emphasis on improving the quality of expenditure, particularly capital expenditure, and recognise the pivotal role of AI and data for effective governance. The committee also noted that despite positive corporate earnings, investment in people -- through higher wages, reskilling, and mental health support -- is essential for increased productivity. The committee concluded that India's economic roadmap must aim not only for a short-term USD 5 trillion economy but also for sustained, inclusive, and resilient long-term growth. To achieve this vision, the committee recommended a multi-pronged approach that includes strengthening government finances and nurturing growth engines like innovation and skills development. The committee also recommended the establishment of an indigenous, government-owned AI server to address privacy concerns, improve efficiency, and harness data for informed policy-making. The panel further suggested prioritising rural and urban infrastructure and investing in people. This strategy, focused on balanced energy policies, price stability, and robust support for MSMEs and women entrepreneurs, should aim to drive inclusive and sustainable growth for a self-reliant India, it added.

BJP opposes Greater Bengaluru Authority, says it fails objective of Constitution

Bengaluru: Karnataka BJP has opposed the Greater Bengaluru Governance (Amendment) Bill 2025, stating that the Bill defeats the very objective of the Indian Constitution. Former Deputy Chief Minister and BJP MLA C.N. Ashwath Narayan, raising his voice after the tabling of the Bill in the Assembly on Tuesday, said, 'As per the Constitutional objective, local bodies are functioning. To ensure freedom for local bodies, the 73rd and 74th Amendments were brought into the Constitution. Specifically, in the 74th Amendment, Section 243 clearly states that there should not be interference. Through this Bill, all the powers of the local bodies have been taken over by the state government.' He further said, 'The state government has stooped down to the level of taking away the powers of corporators. The reality is, they won't have time to look into their own work. In matters of development, management, and planning, there will be interference. There is no provision under the Constitution for the creation of the Greater Bengaluru Authority (GBA).' Ashwath Narayan underlined, 'The head of the state is the Chief Minister, and the head of the GBA is also the Chief Minister. The freedom and empowerment that should have been given to local bodies are taken away through this Bill. The Greater Bengaluru Governance Act, overall, intends to interfere, and this is evident.' He demanded that complete freedom must be given to local bodies as per the 74th Amendment. 'I demand that the government give more powers to local bodies and ensure decentralisation of power. Local bodies are not getting the authority to collect taxes. If the CM and Dy CM interfere, how will you save democracy?' he questioned. Appealing to Congress legislators, he said, 'Many of you have been elected from local bodies; protect their rights. If Constitutional objectives are failed, the judiciary will intervene and take over our role. Do not bring this situation.' Ashwath Narayan further questioned, 'Why was the PIL filed against the GBA Act? What are the objections? Dy CM Shivakumar should reveal this.' Leader of the Opposition R. Ashoka stated, 'I oppose the proposed name 'Greater Bengaluru'. Can't you find any other name in Kannada? You must think. Was 'Bruhat Bengaluru Mahanagara Palike' not fine? Why use an English name? Mumbai has now become 'Maha Mumbai'. Shivakumar is doing great injustice to Kannada. Remove the word 'Greater'.' He further said, 'Secondly, the concept of decentralisation has been damaged and freedom taken away. The corporation should have been independent, but you have made it a parasite by dividing it into five divisions. If one corporation collects good revenue, another will go bankrupt. There won't be enough money. They will come under the grip of the government.' Ashoka added, 'Former PM late Rajiv Gandhi brought the 73rd Amendment to the Constitution, but this Bill goes against its objectives. Is that right? What benefit will the people of Bengaluru get from this Bill? This is not decentralisation of power. Since Dy CM Shivakumar is in charge of Bengaluru, there is centralisation of power. We don't want this. You may have the majority and get it passed, but this is not in the interest of society. Roll back this Bill.' Congress MLA Rizwan Arshad stated, 'This is only a small amendment for the sake of clarity. The government's intention is to ensure no interference in the administration of city corporations.' Responding to criticism, Dy CM D.K. Shivakumar said, 'There must be clarity in this matter. Bengaluru needs proper governance. Let us discuss this for a full day if needed. Opposition members have more experience than us, and I am ready to accept their suggestions. If there are flaws in our draft, we will correct them. There is no secrecy here." "We even formed a House Committee for open discussions. Let us first conduct elections. August 18 was the last date for objections, August 25 is the deadline for the Governor's assent, and the final notification will be issued on September 2. Opinions of opposition leaders will also be taken into account.'

Bihar economy expected to grow to $1.1 trillion by 2046-47: CII report

Bihar's economy is likely to grow to $1.1 trillion by 2046-47 considering the huge underlying potential of the state, according to a report released on Tuesday. In the immediate term, the state's economy is estimated to grow more than double at $219 billion by 2030-31, in an optimistic scenario, industry body CII said in its report. "CII estimates Bihar's economy to more than double by 2030-31 and reach $219 billion levels (the optimistic scenario). Over a longer horizon, the economy is expected to reach the size of $1.1 trillion by 2046-47," said the report titled "Bihar: A $1-trillion Economy," released at the 4th CII East India Summit here. According to the report, Bihar is emerging as a unique opportunity for investors buoyed by rapid economic transformation, demographic advantage, and policy-driven dynamism. The state is one of the fastest-growing states in the country. In 2023-24, Bihar recorded a GSDP of Rs 8.54 lakh crore, growing at 14.4 per cent at current prices, surpassing India's growth rate of 12 per cent for the corresponding year, it said. This surge is the result of sustained structural improvements underpinned by policy reforms, expanding infrastructure and a deliberate pivot towards industrial growth. Traditionally known for its rich agricultural base, Bihar is now strategically shifting its focus towards agro-based industries, IT and IT-enabled services (ITES), textiles and leather sectors, manufacturing and healthcare among others, the report stated. In 2016, the state launched the Bihar Industrial Investment Promotion Policy for promoting industrial development in the region. The policy was further amended in 2020 and extended till 2025 to make it more investor-friendly, CII said in the report. The policy offers a wide range of incentives, including capital subsidies, power and rental rebates employment generation and skill training grants, SGST reimbursements and land subsidies. Besides, the state government has also been very proactive in terms of notifying policies for other emerging industries such as biofuel, logistics, startups, IT, tourism and exports among others, as per the report. In addition, the single-window system, digital land records, and pro-business reforms are enhancing the ease of doing business, while the Startup Bihar initiative is nurturing grassroots innovation, CII said in its report. Stating that Bihar's economy has several comparative advantages that underpin the target of $1 trillion by 2047, the report said, adding that the state is blessed with abundant natural resources, including fertile land, minerals, and water. These resources offer immense potential for various industries, such as agriculture, food processing, and manufacturing, it said. Moreover, the majority of the state remains a rural economy with a 12 per cent urbanisation compared to 35 per cent at the all-India level. This presents a huge economic opportunity for the state to plug in, it said, adding that this also would mean a growing consumer market. Also with nearly 58 per cent of the state's 12.7 crore residents under the age of 25, it has the youngest population among Indian states. This creates a vast, trainable, and cost-elective workforce -- critical for industries, the report added.
