
How the Army is cutting costs and rethinking policy to move faster on new tech
In western Louisiana, a Black Hawk helicopter ride away from the Fort Johnson military base, sits a vast complex of wilderness that the U.S. Army uses to train soldiers for combat.
The expanse, what the Joint Readiness Training Center's calls the "Box," stretches 242,000 acres. It was there that the 1st Brigade of the 101st Airborne Division recently completed a two-week rotation and that the service's top military official, U.S. Army Chief of Staff Gen. Randy George, paid servicemembers a visit.
"We immerse our units in the training that's here. We have a professional opposing force that also has the latest technology, and this is where we learn, adapt and transform," George told CNBC. "This is our fourth brigade that we have basically brought through here and we are completely changing the technology that they're using, how they're organized, and then how they operate."
The 1st Brigade is a new type of military unit: a "transformation in contact" (TIC) brigade. The Army stood up the concept a year ago, and this one represents the most modern to date, equipped with artificial intelligence-enabled platforms, SpaceX Starlink internet connectivity, retrofitted autonomous vehicles and nearly 400 drones.
"What makes this one unique is the scale," said Trevor Voelkel, commander of the 101st Airborne Division's 1st Brigade Combat Team. "The technology has improved, and we're trying to maintain pace with that."
George, whose military career spans four decades, said the Army is on the cusp of a "paradigm shift," ushered in by TIC brigades.
Last month, America's oldest military branch unveiled the Army Transformation Initiative in what is expected to be its biggest restructuring in at least a generation.
Greenlit by Defense Secretary Pete Hegseth, and spearheaded by both George and his civilian counterpart, Army Secretary Daniel Driscoll, the initiative enables the Army to trim some jobs and reposition others. It also calls for shifting more defense dollars to products that can be made quickly and cheaply as battlefields become more autonomous and as "exquisite weapons systems" like tanks and aircraft that cost millions to make have proven to be vulnerable to drone strikes.
Part of the reimaging is an effort to expand beyond the rigid, years-long acquisition process that has defined defense procurement and helped perpetuate legacy programs — whether services like the Army want to continue investing in them or not.
"We know our formations want to move faster, and we are trying to get the whole system to move much more rapidly," said George. "A big part of that is stop buying the things that we know are not going to be as effective on the battlefield so that we can infuse our formations with the things that really will be."
Army leadership has talked about improvements to bureaucratic processes for years, but it's been slow going. What makes this initiative potentially different is an extended continuing resolution coupled with a flurry of presidential executive orders — and the existence of the Department of Government Efficiency that could help a deeper cultural shift take root.
"There's just so much change happening inside the Army, inside the [Defense] Department that wouldn't have been possible a couple years ago," said Katherine Boyle, a general partner at investment firm Andreessen Horowitz, who cofounded the firm's American Dynamism practice and has invested in startups like Anduril.
"To see that culture of change, and that culture of DOGE-ing oneself, of cuts, of making sure that you're spending money in the right way, of innovation really hitting different agencies, I think, it's in some ways very hopeful for people who are building new technologies who want to work with the government," Boyle said in a recent interview with CNBC.
In the Box, the TIC brigade soldiers were supplied with 40 new technologies from 10 different companies — many of them not traditional defense contractors. Engineers and executives from the companies were embedded alongside the soldiers to troubleshoot issues and ensure changes could be communicated back to production lines in real time.
Take Skydio, the largest commercial drone maker outside of China, which sells products to the Army. Its drone wasn't flying the full range advertised during testing in the Box.
"We were able to discover that it wasn't some crazy electromagnetic issue. It was actually an issue in the settings where the drone was set on low power," said Mark Valentine, president of Skydio's global government business. "So instead of going through weeks of trying to understand how that happened, within 24 hours, we were able to identify the default setting was low power, set it on high power, and that solved the problem."
Then there's the example of autonomous vehicles.
The Army has a fleet of 100,000 Humvees acquired and sustained over decades. The service needs new capabilities, and General Motors is manufacturing new infantry squad vehicles (ISV) based off a modified Chevy Colorado.
Driscoll asked why commercial self-driving tech couldn't be adapted for military vehicles, and in 10 days startup Applied Intuition had retrofitted a GM ISV to be autonomous and to the Box it went, according to Applied Intuition cofounder and CEO Qasar Younis.
"I think we can move faster than we are," George said. "Our troops can handle the move. They can go fast and so what we've got to do is break down all the bureaucracy … to make sure that we're moving at the speed that we need to for them."
"Nobody's still using the VCR. We don't need to continue to buy a VCR just because somebody sells it," he said. "We need to have the latest technology that's on the battlefield."

The manufacturer has prevailed in some cases. It is appealing two recent multimillion-dollar verdicts against it, in Pennsylvania and Georgia. George Abrahams a U.S. Army veteran and painting contractor in Philadelphia who won his case, said he had holstered his P320, put it in the pocket of his athletic pants and zipped it up before going downstairs. "All I did was come down the stairway and there was a loud explosion, and then the excruciating pain and bleeding,' he told The Associated Press in 2022. He said the bullet tore through his right thigh. The company, which employs over 2,000 people in a state with permissive gun laws, says the P320 has internal safety mechanisms and 'has undergone the most rigorous testing and evaluation of any firearm, by military and law enforcement agencies around the world." It says the problem is user error or incompatible holsters, not the design. 'Do you want people to be able to sue car manufacturers because they sell cars that don't have air conditioning?' state Rep. Terry Roy, a Republican from Deerfield, told the House during debate in May. Opponents criticized the bill as a special exemption in liability law that has never been granted to any other New Hampshire company. 'I think there is a difference between helping out a large employer and creating an exemption that actually hurts people and doesn't give them their day in court,' state Rep. David Meuse, a Democrat from Portsmouth, said in an interview. His district covers Newington, where Sig Sauer is headquartered. A 2005 federal law gives the gun industry broad legal immunity. The measure took effect once Republican Gov. Kelly Ayotte signed it on May 23. Legislators said it doesn't apply to the current lawsuits. However, lawyers for Sig Sauer mentioned it as part of their argument to dismiss the March case or break up and transfer the claims of 22 plaintiffs to court districts where they live. A hearing on the matter is set for July 21. Ayotte's office did not respond to an AP request seeking comment, but it told The Keene Sentinel that she's 'proud to protect New Hampshire companies that create thousands of good-paying jobs from frivolous lawsuits.' 'Out-of-state trial lawyers looking to make money will not find a venue in New Hampshire,' Ayotte's office said in an emailed statement to the newspaper. Robert Zimmerman, the plaintiffs' lead attorney in Pennsylvania, said the goal of the lawsuits is to get the weapon's design changed so that it's safe for the people who use it. New Hampshire was the chosen location because federal rules allow lawsuits against a company in its home state, Zimmerman said. Those lawsuits have been assigned to one federal judge in Concord. Tech execs are joining the Army — no grueling boot camp required
Four top tech execs from OpenAI, Meta, and Palantir have just joined the US Army — no obstacle courses, shouted orders, or grueling marches required. The Army Reserve has commissioned these senior tech leaders to serve as mid-level officers, skipping tradition to pursue transformation. The newcomers won't attend any current version of the military's most basic and ingrained rite of passage— boot camp. Instead, they'll be ushered in through express training Army leaders are still hashing out, said Col. Dave Butler, a spokesman to the Chief of Staff of the Army, in a phone interview with Business Insider. "They'll do marksmanship training, physical training, they'll learn the Army rank structure and history, and uniforms," Butler explained. Of the boot camp-lite plans, "you could think of it as a pilot," he said, adding that the new soldiers are a part of the Army's larger effort to rapidly modernize. The execs — Shyam Sankar, chief technology officer for Palantir; Andrew Bosworth, chief technology officer of Meta; Kevin Weil, chief product officer at OpenAI; and Bob McGrew, advisor at Thinking Machines Lab and former chief research officer for OpenAI — are joining the Army as lieutenant colonels, according to an Army press statement as part of an effort to turbocharge tech innovation and adoption. The service's decision to allow the four to skip "direct commissioning" boot camp, a shortened version of regular officer boot camp, is unusual, though not without historical precedence, Butler said. "The Army has allowed the direct commission of civilians since 1861 to bring experts with critically needed skills into the force," he wrote in an email to BI. William Atterbury, the president of the American Railway Association, received a direct commission into the Army in 1917 and served as the director-general of transportation for Allied Expeditionary Forces in France. Other notable examples include the president of the Columbia Gas and Electric Corporation of New York, Edward Reynolds, who commissioned as an Army colonel to serve as chief of the Medical Supply Service during World War II, and General Motors leader, William Knudsen, who direct commissioned as a lieutenant general and became the director of production for the War Department. The new tech lieutenant colonels will have to adhere to Army standards, Butler said, and will be expected to perform the service's annual fitness test to stay in good standing. They will spend around two weeks per year working, roughly the minimum required for military reservists. The name of their unit, "Detachment 201" is named for the "201" status code generated when a new resource is created for Hyper Text Transfer Protocols in internet coding, Butler explained. "In this role they will work on targeted projects to help guide rapid and scalable tech solutions to complex problems," read an Army press release. "By bringing private-sector know-how into uniform, Det. 201 is supercharging efforts like the Army Transformation Initiative, which aims to make the force leaner, smarter, and more lethal." Lethality, a vague Pentagon buzzword, has been at the heart of the massive modernization and transformation effort the Army is undergoing to build a force that is capable of fighting and winning 21st-century conflicts. The Army isn't currently planning a second wave of direct commission industry leaders and still has to get these new additions through an express version of basic training, though more similar iterations are expected down the road, Butler said, noting increased interest from other private sector leaders. It is common for the services to bring aboard officers at mid-level ranks — the vast majority of military officers join as second lieutenants, or at the rank of O-1. Historically, chaplains, veterinarians, and medical providers have been allowed to join the Army at slightly higher ranks. Other recent initiatives allow for a wider variety of commissions for highly skilled civilian workers from tech and cyber sectors, in some cases up to the rank of colonel, one level below a general.
