
MU will stick to rulebook for awarding honorary doctorates
There are eligibility criteria listed under Section 69 of the Karnataka University Act, 2000, to select an individual for the degree. With these repeated incidents bringing disrepute, the university, in its recent syndicate meeting, planned to adhere to the rulebook to reduce further embarrassment.
"The reputation of Mangalore University came under serious scrutiny after receiving backlash from associations and individuals on social media and print media," said advocate Suresh Kumar B Navoor, a syndicate member.
"To address this recurring lapse of selecting candidates without adhering to proper guidelines, I raised the issue at the last syndicate meeting. Several members, including myself, strongly voiced that this practice must end.
Honorary doctorates should be awarded strictly to deserving individuals as per the rulebook. If no suitable candidate is found, the convocation can proceed without conferring any honorary degree, a practice that has been followed in the past and can be adopted again going forward," he said.
A total of 11 applications from aspirants were received in the last convocation for honorary causa.
Another syndicate member alleged that applications are first discussed and shortlisted at the syndicate meeting. However, this time no such protocol was followed. The senior university officials directly approached the governor, who is also the chancellor of the university, and finalised three names. In the process, the syndicate body, the highest decision-making body of the university, was kept in the dark about the process.
The KUA 2000 was not followed.
PL Dharma, vice-chancellor of MU, said that they are trying to make the entire process more transparent from next time. Besides, the syndicate body of the university had asked to furnish details of individuals who received honorary causa in the past, and we have given them. "It is also not necessary that we have to award honorary doctorates in every convocation," he said.

MU issues physical marks cards to graduates
Mangaluru: Mangalore University has fulfilled the long-pending demand for physical marks cards for candidates who graduated under the National Education Policy-2020, where marks cards were issued digitally. PL Dharma, vice-chancellor, and H Devendrappa, registrar (evaluation), said that after obtaining special permission from the higher education department and with the support of UT Khader, speaker of assembly, the university has met the demand for issuing physical marks cards. This announcement was made during the first general academic council meeting held on Friday. Dharma stated that marks cards were already sent to the respective colleges. A total of 13,517 marks cards for undergraduate students out of over 18,000 candidates were printed and issued. In the postgraduate section, a total of 1,637 marks cards were printed and issued. "Close to 5,000 undergraduate marks cards have not been issued due to errors in the data. We are trying to rectify this and issue them at the earliest. The data received from UUCMS contains errors," said Dharma, adding that the university is not charging for the issuance of mark cards. The issuance of physical marks cards will bring much-needed relief to graduates who faced inconvenience due to the digitally issued ones. Dharma mentioned that many graduates complained as they were unable to secure jobs or pursue higher education abroad. During the meeting, the revised syllabus of various courses, autonomous status for Mahatma Gandhi College, Udupi, revised sitting fees, travel allowances, and other allowances for syndicate members and officials were discussed. The cash-strapped university has increased the syndicate member sitting fee from Rs 5,000 to Rs 8,000. Internal probe under progress for Belapu Mangalore University allegedly diverted about Rs 8.5 crore funds sanctioned for the development of the PG centre in Belapu in Udupi district. Instead of utilising the funds for the project, the university used them for an international hostel and other activities, violating the govt order. Dharma said that an internal inquiry in this regard is in progress. One report has already been submitted. "We still need at least Rs 12 crore to complete the Belapu project and have already spent about Rs 38.3 crore. We have planned to start unique courses, including one related to marine and coastal security," he said.

ED attaches Congress MLA's assets worth Rs 1.32 crore in Kolar milk union job scam
The Enforcement Directorate (ED) on Thursday said it has attached assets worth Rs 1.32 crore belonging to Karnataka Congress legislator KY Nanjegowda in connection with alleged irregularities in the 2023 recruitment process of the Kolar-Chikkaballapur District Cooperative Milk Producers Union Ltd (KOMUL).Nanjegowda, who represents the Malur constituency in Kolar district, also serves as the chairman of KOMUL. According to the ED, the recruitment process conducted by KOMUL involved a written examination and an interview but was 'manipulated' in exchange for money and political federal agency alleged that the recruitment committee, headed by Nanjegowda along with KOMUL Managing Director KN Gopala Murthy, colluded with other directors to favour certain less meritorious candidates while depriving deserving ones. The ED issued a provisional order under the Prevention of Money Laundering Act to attach the Rs 1.32 crore worth of assets belonging to Nanjegowda. The probe stems from searches conducted by the ED in January in a separate case involving the alleged illegal allotment of government land worth Rs 150 crore linked to Nanjegowda and those searches, the ED claims to have recovered both original and tampered Optical Mark Recognition (OMR) answer sheets, WhatsApp messages from political figures recommending certain candidates, and communications forwarded by Nanjegowda and other directors to KOMUL agency also alleged that procedural lapses were found in the entire KOMUL recruitment process and even at Mangalore University, suggesting attempts to conceal the ED further stated that admissions made by KOMUL directors and staff, Mangalore University Registrar Nagendra Prasad, and some selected candidates revealed what it called a 'mega scam' in the 2023 recruitment to the agency, a sum of Rs 1.56 crore was generated as proceeds of crime through manipulation of both the written and interview stages of recruitment in return for monetary gains from the candidates, who were promised was identified as the 'principal architect' of the alleged scam, having used his position as KOMUL chairman to control the overall recruitment process. The ED said evidence indicates that he led efforts to fix the number of 'reserved' seats, plan the collection of bribes, and direct the tampering of OMR sheets and interview scores to benefit certain recommended or paying agency alleged that the MLA personally enriched himself by Rs 80 lakh from the total proceeds of the alleged scam. The ED has referred the matter to the Karnataka Lokayukta Police and also filed a complaint before the special court for trial of Member of Parliament and Member of Legislative Assembly cases.- Ends IN THIS STORY#Karnataka

ED attaches assets of Cong MLA in KOMUL recruitment ‘scam'
New Delhi: Assets worth Rs 1.32 crore of Congress MLA K Y Nanjegowda have been attached in a case related to alleged irregularities in the recruitment for the Kolar-Chikkaballapur District Cooperative Milk Producers Union Ltd (KOMUL) in 2023, the Enforcement Directorate said on Thursday. Nanjegowda, the MLA from Malur seat in Kolar district, is the chairman of KOMUL. The ED said the recruitment process was held by KOMUL and it consisted of a written exam and interview. It was 'manipulated' in lieu of money and/or recommendation of political persons, the federal probe agency said. The recruitment committee, led by Nanjegowda along with KN Gopala Murthy (KOMUL MD), conspired with other directors in the organisation and hatched a plan which resulted into favouring of certain less meritorious candidates and deprivation of the deserving candidates, the ED alleged. A provisional order has been issued under the Prevention of Money Laundering Act (PMLA) to attach Rs 1.32-crore assets of Nanjegowda, it said. The ED probe began in these alleged irregularities after it conducted raids in January against Nanjegowda and some others in a different case related to 'illegal' allotment of government land worth Rs 150 crore. The agency made a reference of the alleged irregularities in KOMUL hiring to the Karnataka Lokayukta Police and also filed a complaint before the special court for trial of MP/MLA cases. The agency said it seized OMR sheets, both original and tampered, WhatsApp messages received from politicians recommending certain candidates and forwarded by Nanjegowda, and other directors to the staff of KOMUL, during the searches. It claimed 'procedural lapses' were observed in the entire recruitment process at KOMUL and also at the Mangalore University indicating efforts to hide irregularities. The agency also claimed that admission by the directors and staff of KOMUL, Mangalore University Registrar Nagendra Prasad and certain candidates who were accommodated in the examination, has unearthed a 'mega scam' in KOMUL recruitment during 2023. A sum of Rs 1,56,50,000 was generated as 'proceeds of crime' by manipulating the recruitment process both during the written exam and interview stages, in lieu of monetary benefit accepted from the candidates assuring them their selection in KOMUL, it said. Nanjegowda emerged as the 'principal architect' of the 'scam', leveraging his role as Chairman of KOMUL to control the overall recruitment, the ED said. Statements and evidence indicate that he played a 'leading' role in fixing the number of 'reserved' seats, orchestrating how bribes would be collected and directing the manipulation of written exam OMR sheets and interview scores to ensure recommended or paying candidates were selected, the agency claimed. The MLA 'illegally' enriched himself to the tune of Rs 80 lakh (out of the total proceeds of Rs 1.56 crore), the ED alleged.
