DK Shivakumar seeks Rs 1.5 lakh-crore central aid for Bengaluru infra push

Bengaluru: Karnataka deputy chief minister DK Shivakumar has sought central funding support of Rs 1.5lakh-crore for a series of major infrastructure projects, which he said are aimed at transforming Bengaluru into a "global city".
He submitted the proposal to Prime Minister Narendra Modi Sunday. In his letter, Shivakumar highlighted Bengaluru's role as India's largest technology and innovation hub, contributing Rs 4.5lakh-crore annually.
"Contributing substantially to the national GDP and hosting India's largest IT/ITES base, global investments, research institutions, and skilled talent, Bengaluru drives the country's economy and innovation.
However, rapid urbanisation has created urgent challenges in mobility, water supply, waste management, drainage, housing, and overall infrastructure," his letter read.

According to Shivakumar, the construction of urban tunnels, Bengaluru Business Corridor, integrated solid waste management plants, elevated roads along Metro lines, flyovers, additional drinking water projects, new roads over storm water drains, and Regional Rapid Transit System (RRTS) will require an estimated investment of Rs 1.5lakh-crore.

"I request the govt of India to extend funding support to Bengaluru on par with Delhi, enabling the city to emerge as a truly global metropolis," his letter read.
Eight priority projects in proposal:
■ Urban tunnels and elevated corridors: Two strategic underground tunnels and elevated expressways on key former national highway corridors, along with elevated roads on arterial routes, at a combined cost of Rs 56,780 crore.
■ Peripheral Ring Road: A 73km, 8-lane road under PPP model to divert heavy vehicles and ease congestion, estimated at Rs 27,000 crore.
■ Integrated solid waste management plants: Four large facilities with composting, recycling, and waste-to-energy units, requiring Rs 3,200 crore, for which a 30% viability gap funding support is sought.
■ Metro rail extensions: Additional 128km of corridors connecting peripheral and satellite towns, pending Centre's approvals.
■ Double-decker elevated roads: 40.6km of roadways along Metro viaducts in Phase III, at Rs 8,916 crore.
■ Buffer area roads: 300km of roads along stormwater drain buffer zones at Rs 3,000 crore.
■ Additional Cauvery water supply: Phase VI of the scheme to bring 500 MLD more water by 2028, at Rs 6,939 crore.
■ Rapid Rail Transit System: Five corridors connecting Bengaluru with Mysuru, Kanakapura, Tumakuru, Chikkaballapur, and Kolar, modelled on the Delhi–Meerut RRTS.

While the total number of ITRs declaring a total income between Rs 25 lakh and Rs 50 lakh stood at 25,216 during the assessment year (AY) 2020-21, the figure shot up to 60,830 in AY 2024-25. In fact, the state saw a steady increase in the last five years when it comes to people earning over Rs 25 lakh per annum (LPA). "For me, the pandemic came as a boon. From hardly Rs 10 LPA, my package increased to over Rs 25 lakh as I switched jobs four times in five years," said Sai K, a software professional. "This comes as no surprise as many IT employees switched companies during the pandemic with at least a 30% hike. With year-on-year hikes afterwards, their package would easily cross the Rs 25 lakh mark," he added. A few pointed out that there are quite a few who moonlighted during Covid-19 as they were working remotely and added that they are continuing to file inflated returns to ensure that there is no mismatch in their income in the last few years. Along with IT professionals, people from other sectors such as pharma also received good hikes in the last few years. An increase in risk appetite post-pandemic, awareness about investment opportunities, and an increase in real estate prices, among others, are also attributed as other factors that contributed to the increase in the income of individuals. "Definitely, real estate would be a factor that contributed to the increase in income. Also, many are starting their own businesses as they are willing to take risks and are running successful businesses. This could be because of an increase in risk appetite and also an increase in the number of districts," said K Laxminarayana, an economics professor, adding that those in the health and education sectors have also started earning good money in the last few years. As per the data tabled in Lok Sabha, the increase was about 100% in the same category as the ITR filers in the said bracket increased from 4,03,363 in 2020 to 8,42,147 in 2025 across the country. Chennai: Even as about 1,500 sanitary workers abstained from work protesting waste management privatisation, the Greater Chennai Corporation's private contractor for Royapuram and Thiru Vi Ka Nagar zones directly recruited 1,700 workers to restart work. Out of the 3,800 slots, GCC has now reserved 2,000 slots for the protesting workers, and only 300 of them have rejoined, with the rest continuing to abstain from work. Still, 1,800 slots are vacant. The govt has informally instructed the contractor not to hire more people but to wait for the protestors to come back. However, the contractor—Chennai Enviro—told TOI that they are only paid based on manpower deployment as one of their key performance indicators. "If they don't join, we will have to fill vacancies soon," said Parisutham Vedamuthu, project head of Chennai Enviro. "We still have key neighbourhoods of George Town, Central, and Egmore to cover. We will wait for a few days, and if people don't join, we will hire more people under the National Urban Livelihood Mission scheme for daily wages," Vedamuthu said. Regarding failed negotiations with protestors and fears over migrant workers being hired, municipal administration and water supply department minister K N Nehru said he spoke to the unions for four days straight. "The contractor won't recruit any migrant workers. The CM has told us to resolve this amicably," he said. Meanwhile, the contractor has scaled up operations with 310 battery vehicles to collect waste in three shifts. "We are doing manual and mechanical sweeping, and secondary transportation. 1 2 Ahmedabad: India's first fully indigenous commercial earth observation (EO) satellite constellation is taking shape, and Ahmedabad is playing a starring role. PierSight Space, a spacetech firm from the city, has joined a four-member private consortium selected by Indian National Space Promotion and Authorisation Centre (IN-SPACe), under the department of space, to build and operate the network. The Rs 1,200 crore project, under a pioneering public-private partnership (EO-PPP) model, will deploy 12 satellites equipped with synthetic aperture radar (SAR) for round-the-clock imaging in all weather. The consortium is led by PixxelSpace India and also includes Satsure Analytics India and Dhruva Space. Officials of IN-SPACe, headquartered in Ahmedabad, said that for the first time in India's space history, a private grouping will fund, design, build, and operate such a system, with the constellation expected to be launched over the next five years. The resulting EO data will serve critical sectors including climate change monitoring, disaster management, agriculture, infrastructure, marine surveillance, national security, and urban planning, said experts.
