Rare earths are finally a household name
The space has made mainstream headlines this year
Australian players are leveraging off a strong push by the US and other governments
Interest in the rare earths space has never been stronger, as the West ramps up its efforts to secure supply.
Rowena Smith, managing director of Australian Strategic Materials, which is developing the Dubbo rare earths project in New South Wales, said the vulnerability of the rare earths supply chain had been known for a long time.
'The awareness has been there, but what we didn't see was action,' she told reporters on the sidelines of Diggers and Dealers in Kalgoorlie last week.
'We saw a lot of talk, a lot of awareness, of people feeling they still had time before they needed to actually do anything, and what has happened with Liberation Day and then China's response of putting restrictions on rare earths is that it's moved that from talk to action – and action with urgency.
'We're seeing that with government. We're seeing it with the magnet producers. We're seeing that with the end markets.
'And the end markets are the car manufacturers, the robotics manufacturers, the defence industries, and they are realising that they are unacceptably vulnerable to supply chain disruption, and they need to have some redundancy in their supply chain, so it's really sped up the discussions.'
Hitting the mainstream
Rare earths burst into the mainstream media at the start of the year when US President Donald Trump announced plans to purchase Greenland, partially to access its mineral endowment.
Trump also signed an executive order which pledged to make the US 'the leading producer and processor of non-fuel minerals, including rare earth minerals', which sparked retaliatory export controls by China.
In late April, the US signed a deal with Ukraine that would give the US access to Ukraine's mineral resources in exchange for establishing an investment fund to rebuild Ukraine.
At the G7 meeting in June, rare earths was also a major agenda item, with the seven countries involved in the group establishing a Critical Minerals Action Plan.
On Sunday night, Australia's 60 Minutes program ran a piece on Energy Transition Minerals' Kvanefjeld rare earths project after sending a crew and reporter to Greenland, helping to spark a run up in its share price ahead of a retraction from the company about statements around the in-ground vale of its resource.
Just yesterday, the BBC ran a piece based on a visit to Iluka Resources' government-backed Eneabba rare earths refinery in Western Australia. All this attention has not gone unnoticed by junior companies previously confined to the margins.
Victory Metals managing director Brendan Clark told Stockhead that rare earths' day in the sun had been a long time coming.
'I've lived and breathed this for quite a few years now, so I kind of knew it was inevitable,' he said.
'I don't think there's been any commodity before that has … received as much attention from government, where they're willing to, like Iluka, fund up to $1.8 billion in some way or form to develop these projects.
'If you're a base metals project, you've got to go out there and find the money yourself.
'These rare earth projects, you're just getting money thrown at you from multiple governments and multiple sources, so it's actually a whole different ballpark and the promotion is certainly getting a lot easier than when I started out a few years ago.'
More than a US story
While the US' moves have been a big focus, including its deal to take equity in domestic producer MP Materials, rare earths leaders say the interest is coming from everywhere.
In April, Victory received a letter of interest from the Export-Import Bank of the United States for up to US$190 million in project financing support for its North Stanmore heavy rare earths, scandium and hafnium Project in Western Australia. Two months later, it received a US$10 million loan from Saudi Arabia's sovereign wealth fund Sanabil Investments.
'There's a lot of interest coming out of France, the Middle East – it's pretty much everywhere,' Clark said.
'We've got funding opportunities from all over the world, and it's just a matter of us, at the moment, being very strategic about our next steps.
'But in my view, it's pay to play. We're not going to enter into free deals with anyone – if you want our offtake, there's going to be some contribution to developing this project, which is really great for shareholder value, because it just means less dilution.'
The Australian government has announced a plan to establish a $1.2 billion critical minerals strategic reserve, which is expected to include rare earths, though Clark has his doubts.
'I just think they're going to be under a great amount of pressure to be able to even secure that kind of supply, unless they do some creative business, because there's so much demand coming from outside of Australia,' he said.
Meanwhile, Smith has been spending a lot of time on the road this year to capitalise on the interest.
She's been to the US four times, while her team has made another two trips, and she's in South Korea this week.
'We're seeing very strong engagement, so I think it's not just the US who are reacting,' she said.
'I think all of this noise has meant that Korean manufacturers are saying, 'okay, where am I going to get my materials from?' And they're thinking much more proactively about moving up that supply chain, and similarly, we're seeing movement from Japan.
'I think we're seeing everybody moving at the moment. Some are moving faster than others, and I think the challenge for Australia will be keeping pace.'
Heavy interest
Clark says the key differentiator for Victory was North Stanmore's heavy rare earths.
On Monday, Victory updated the resource estimate for North Stanmore, reporting heavy rare earth oxide to total rare earth oxide ratios of up to 83%, which Clark described as 'unheard of'.
'There's no one else in Australia that's publicly listed, or in the world, that has the same scale as us in a clay system with the same ratios of heavy earths,' he said.
He said the prices for heavy rare earths outside of China were finally moving.
'Things like yttrium, that was the ugly duckling and I think the least valuable heavy earth at about US$7 or US$8 a kilogram, you're starting to see some non-Chinese prices now for yttrium at US$50 a kilogram,' Clark said.
'So that is a game changer, because the market was so manipulated and brokers and the industry were just following what weren't real prices, and that was the Chinese prices.'
ASM is already producing a small quantity of heavy rare earths from its Korean Metals Plant and achieved its first sales last month.
Smith said developing the heavy rare earths side of the business was important and noted that US government-backed MP only produced a very small quantity of heavies.
' going to have to work with allied nations to be able to source it, so I think particularly for heavy rare earths, you are going to see investment flowing offshore,' she said.

Legal Practice Board of WA faces parliamentary inquiry amid 'detailed list' of complaints
The tables will be turned on WA's legal watchdog as it faces a parliamentary inquiry into longstanding concerns about its operations. The Legal Practice Board of WA (LPBWA) is the independent regulator for the state's legal profession, deciding who is admitted to practice law, issuing annual practising certificates and resolving complaints about lawyers' conduct. But the LPBWA itself has been the subject of complaints for years, according to the profession's peak body. "Concerns about the board's governance and processes have been building for some time," Law Society CEO Kate Wellington told the ABC. "We appreciate the nature of the board's regulatory role. The board's purpose is public protection. "The legal profession, too, serves a public purpose and it is important that its ability to fulfil that purpose is not hindered by barriers to effective practice." Late last month, the Law Society said it presented a report to the board "based on feedback shared with us in a profession-wide survey, which pointed to delays, service challenges and problematic regulatory processes". The chair of state parliament's Public Administration Committee, which will probe the LPBWA, said the survey contributed to the committee's decision to open its inquiry. "People were talking about the timeliness of responses, the manner of interactions, a lot of technical issues around applications," Labor MP Kate Doust said. "It's quite a detailed list. "We were quite surprised at the nature of the responses in the survey and certainly the number of responses to the survey." Ms Doust said given the role the Legal Practice Board played in WA's legal system, the committee felt it necessary to investigate those complaints. "You want to make sure that people have got appropriate access and timely responses to the matters they have to deal with, their engagement with the board," she said. "There just seemed to be a fairly high rate of dissatisfaction with their engagement." The board's annual report for 2023-24 showed it failed to meet many of its time-based key performance indicators — for example, while it aimed to resolve 80 per cent of "consumer matters" within 90 days, it did so in just 42 per cent of cases. It also aimed to resolve 80 per cent of the "highest complexity significant investigations" within a year, but only met that timeframe 40 per cent of the time. The only time-based targets that were on track related to internal reviews of decisions. The committee is now calling for submissions to inform its wide-ranging investigation into "the operation and effectiveness" of the board. "This inquiry will give those impacted an opportunity to voice their concerns without fear," Ms Wellington said. In a statement, the board's executive director welcomed the opportunity to engage with the committee. "These are matters we take seriously. "Over the past 12 months the board has commenced a number of internal reforms aimed at improving service delivery, streamlining regulatory approvals and enhancing stakeholder engagement. "The board remains committed to maintaining the trust of the public, the legal profession and government." In May the LPBWA was hacked, resulting in "limited corporate correspondence" being taken, which it said included "minimal contact information" and "bank account details for the board and a very small number of third parties who have been directly notified". It forced the organisation to take some of its systems online and process lawyers' practising certificates manually.

'Urgent' bans on abusive childcare workers to take up to 12 months, says attorney-general
Loopholes allowing child abusers to "shop around" childcare centres may not be closed for another year, the attorney-general has conceded, ahead of a meeting of ministers on Friday. Attorney-General Michelle Rowland said child abusers were "clearly shopping around" to exploit gaps in Australia's patchwork police check system for the sector. She said creating a system to make sure workers "banned in one" state were "banned in all" would be the immediate and urgent concern of Friday's meeting of ministers. But she conceded it may not be in place for another 12 months. "It's a long time when you consider the fact of the fragmentation we have here, the complex IT systems that need to be done, but also different states have different laws and regulations here," Ms Rowland told the ABC. The nation's attorneys-general will meet on Friday, a month after revelations of another case of alleged widespread child abuse by a Melbourne childcare worker. Joshua Dale Brown faces more than 70 offences linked to a childcare centre in Point Cook, in Melbourne's south-west. Ms Rowland said Australians would be startled to learn that Australia's police check systems, which operate at a state level, do not have measures to ensure that if a childcare worker is banned in one state the ban automatically extends to every state. She said establishing information sharing to fix that would be today's "urgent" priority". "I would like to think this is something that is certainly capable of being done within certainly the next 12 months," Ms Rowland said. "If we can have a better sense of that following today's meeting, that would be a good thing. A National Working With Children Check system was one of the key recommendations from the Royal Commission into Institutional Responses to Child Sex Abuse, made a decade ago. Ms Rowland acknowledged that change had not happened "quickly enough" due to a patchwork federal system where responsibilities sat with different ministers, IT systems were not compatible, funding sources differed and states each had different information standards. But she said Labor had begun work on changes last term in the wake of charges against Australia's worst paedophile, Ashley Paul Griffith, in 2022. Ms Rowland said a dedicated unit had been established within her department to ensure outcomes were met. Attorneys-general will also consider near-term changes to establish continuous monitoring and sharing capabilities at Friday's meeting, as well as longer term measures to lift the bar for workers to be excluded.

Plans for Canberra school expansion changed after data shows enrolments won't surge as predicted
A school community has voiced dismay after the ACT government walked back its pre-election promise to deliver a $50 million school expansion. The government told Majura Primary School in Canberra's Inner North it would instead get a $20 million modernisation project owing to fewer projected enrolments. There are now questions being raised over how the government determines the likely demand on a school. Majura Primary P&C convener Rachael Brown said the government had initially told the school, which has about 670 primary students, it would grow to about 1,000. That number was then "drastically" revised down to about 700. "When we asked questions about the modelling, we weren't able to get any details," Dr Brown said. "We're very frustrated." She said the children complained they had nowhere to play and the school felt overcrowded. "Earlier this year, our kindergarten children had to have their health checks in our preschool's office because there's no spare room at our school," Dr Brown said. "Multiple classrooms were above the safe standard for heating and cooling in summer. "And some of those students, including my own child, ended up doing their school work in the principal's office because there was nowhere else for them to do their work. "None of the classes are above the student-to-teacher ratio but the actual space in the room is significantly less than [the ACT Education Directorate's] own standards are for a new school. "It's just completely unacceptable." Education Minister Yvette Berry said the school's expansion plans were based on pre-COVID projections that suggested a boom in enrolments. In making "informed guess work", she said the government used demographers, immigration figures and Australian Bureau of Statistics birthing data, as well as other sources. She said enrolment projections were revised down before the last election. Despite that, the government promised the $50 million expansion for Majura Primary School in its re-election campaign. She said the directorate and Infrastructure Canberra were consulting with the school about what their modernisation project might look like. And while demand in the priority enrolment areas of some schools is projected to drop, that's not the case across the board. Ms Berry said Shirley Smith High School in East Gungahlin was expected to see growth. The $30 million reduction in promised funding for Majura Primary raised concerns among other school communities expecting investments. Ms Berry has sought to allay those fears, reiterating a previous promise to "upgrade and modernise" Lyneham High School's hall. She also said Charnwood Dunlop School would still get a new playground. "I understand people thinking that things will all happen in the [first year's budget] but that's not possible." She said her pre-election promise to invest $150 million in projects across government schools would happen, including $30 million for heating and cooling upgrades. Independent MLA Thomas Emerson, whose electorate includes Majura Primary School, said he had written to Ms Berry seeking more information about how enrolment projections come about. He said he wondered whether there was less demand on public schools because people were seeing more value in Canberra's independent institutions. "I'm a bit concerned that we've not seen sufficient investment in school infrastructure in a timely way and that might be contributing to reduced enrolment numbers," Mr Emerson said. "I've spoken with parents who have children at Majura Primary and other schools … who are really conflicted. "They really believe in public education, but they have the means to make a different choice and they don't know what to do.
