Pahalgam Attack: J&K Assembly adopts resolution, pays tributes to victims, commends people for display of unity

Jammu, Apr 28 (UNI) Jammu and Kashmir Legislative Assembly on Monday in a one-day special session passed a resolution expressing profound shock and anguish over the April 22 barbaric terror attack on civilians at Pahalgam.
Reading the resolution in the House, Deputy Chief Minister Surinder Kumar Choudhary said, "This House expresses its profound shock and anguish at the barbaric and inhumane attack perpetrated on innocent civilians at Pahalgam on 22nd April, 2025 and resolves that: This House unequivocally condemns the heinous, cowardly act that resulted in the loss of innocent lives. Such acts of terror are a direct assault on the ethos of Kashmiriyat, the values enshrined in our Constitution, and the spirit of unity, peace, and harmony that have long characterised Jammu and Kashmir and our nation.
"This House stands in full solidarity with the victims and their families. We extend our deepest condolences to those who have suffered irreparable loss and affirm our collective resolve to share in their grief and support them in their hour of need," read the resolution.
He further read that the House salutes the supreme sacrifice of Shaheed Syed Adil Hussain Shah, who, while bravely attempting to save tourists, laid down his life. His courage and selflessness embody the true spirit of Kashmir and shall serve as an enduring inspiration for future generations.
This House commends the people of Jammu and Kashmir for their extraordinary display of unity, compassion, and resilience in the aftermath of the attack, he read further, stating that the peaceful demonstrations across towns and villages and the spontaneous outpouring of moral and material support towards tourists reaffirm the people's steadfast commitment to peace, communal harmony, and the rule of law.
"This House endorses the diplomatic measures announced by the Union Government on 23rd April 2025, after the meeting of the Cabinet Committee on Security," he read.
He further said, "This House is mindful of the sinister design behind the selective targeting of the victims of this attack. It appeals to all sections of society and, in particular, the media to not fall victim to this sinister plot by irresponsibly inflaming passions. The need to remain united in the face of this attempted division cannot be overemphasised."
This House earnestly appeals to the governments of all states and union territories of India to ensure the safety, dignity, and well-being of Kashmiri students and citizens residing or travelling outside Jammu and Kashmir and to take all necessary measures to prevent any incidents of harassment, discrimination, or intimidation.
This House calls upon all political parties, religious and community leaders, youth organisations, civil society groups, and media houses across the nation to maintain calm, reject violence and divisive rhetoric, and work collectively to uphold peace, unity, and constitutional values, read the Deputy Chief Minister.
The resolution further stated, "The Legislative Assembly of Jammu and Kashmir reaffirms its unwavering commitment to foster an environment of peace, development, and inclusive prosperity for all its citizens and to resolutely defeat the nefarious designs of those who seek to disturb the communal harmony and progress of the nation and of Jammu and Kashmir."
The House, however, also extended solidarity with the fallen victims of Pahalgam terror attack and observed two minutes' silence when the business started earlier.

Lok Sabha, Rajya Sabha adjourned till 2 pm amid opposition protest over SIR

The Lok Sabha was on Monday adjourned till 2 pm due to vociferous protests by opposition parties demanding a discussion on the Special Intensive Revision (SIR) of Bihar electoral rolls and other issues. When the House met at 11 am after the weekend break, opposition MPs, including those from the Congress, were on their feet, raising slogans and holding placards. Initially, Speaker Om Birla tried to continue the business of the House -- Question Hour -- by allowing members to ask questions related to the Ministry of Environment and Forests amid the din. After about 10 minutes, Birla said the opposition members have been "systematically disrupting" the proceedings of the House for 14 days with their protests. "This is against the rules and regulations and against the democratic process. People elected you as their representatives to raise their issues and to fulfil their hopes and aspirations, but you are only protesting," he said. "People of the country are watching you," he said and adjourned the House till 2 pm. The opposition has been demanding a discussion on the SIR exercise initiated by the Election Commission ahead of the Bihar assembly elections due later this year. Barring discussions on Operation Sindoor in both Houses, Parliament has seen little business ever since the Monsoon session began on July 21 due to repeated adjournments initially due to the opposition's demand for a discussion on Operation Sindoor and then for a discussion on SIR. Rajya Sabha was also adjourned till post-lunch session within minutes of start of proceedings, as Opposition MPs continued to raise the alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls in Bihar. Soon after listed officials papers were laid on the table of the House, slogan shouting Opposition MPs moved into aisles and the well of the House, leading to adjournment of proceedings till 2 pm. Deputy Chairman Harivansh rejected 29 notices that invoked Rule 267, which allows suspension of listed business to discuss matters being raised by them. As Opposition MPs shouted slogans over what they allege as 'vote chori' (electoral theft) being done through SIR, Harivansh asked listed Zero Hour, where matters of public importance are raised by members, to be taken up. With Opposition MPs unrelenting, Harivansh adjourned the proceedings till 2 pm.

SIR continues to rock Rajya Sabha, proceedings adjourned till 2 pm

New Delhi, Rajya Sabha proceedings on Monday were adjourned till the post-lunch session within minutes of assembly, as Opposition MPs continued to raise the alleged irregularities in the Special Intensive Revision of electoral rolls in Bihar. SIR continues to rock Rajya Sabha, proceedings adjourned till 2 pm Soon after listed official papers were laid on the table of the House, slogan shouting Opposition MPs moved into aisles and well of the House raising the issue of SIR, leading to proceedings being adjourned till 2 pm. Deputy Chairman Harivansh rejected 29 notices that invoked Rule 267, which allows suspension of listed business to discuss matters being raised in them. Without indicating the subject, he said the notices were received on five different subjects. As many as 11 notices, he said, did not contain a motion drawn in proper terms to obtain a decision of the House. "Remaining 18 notices seek discussion on a matter which is sub judice and these notices also do not contain proper motion as per the requirement of Rule 267," he said, adding he had last week stated that there are restrictions on discussing matters that are before the courts. The Supreme Court is hearing petitions filed against SIR. "The sub judice principle was included in rules of procedure for avoiding any undue influence of any discussion in Parliament on a case pending in a court," he said. He went on to state that Rule 238 prohibits discussion on a person in high authority except on a substantive motion. "Additionally there are precedence and relevant ruling to say that Rule 267 can be used to raise issues which are rarest of rare in nature. Since none of the notices are in adherence to the requirements of the rules, I am not admitting any of the notices." Opposition MPs reacted to the ruling with slogan shouting and moving into ailes and well of the House. As opposition MPs shouted slogans over what they allege as 'vote chori' being done through SIR, Harivansh asked listed Zero Hour, where matters of public importance are raised by members, to be taken up. He said Zero Hour and Question Hour are member's time. In the current Monsoon Session of Parliament, Rajya Sabha had the opportunity to take up 210 Zero Hour mentions, 210 starred questions and 210 special mentions so far, he said. "However, due to continuous disruptions, we have been able to take up only 14 starred questions, five Zero Hour submissions and 17 special mentions. Because of the disruptions, we have lost 62 hours and 25 minutes of the session so far," he said, asking Zero Hour to be taken up. With opposition MPs unrelenting, Harivansh adjourned the proceedings till 2 pm. Earlier, Harivansh said some members raised objections to certain observations by the chair regarding rule 267 at the last sitting on August 8. "I wish to clarify that it was not intended to offend any honorable member. I leave it to the wisdom of honorable members to comply with the rules and directions imparted by the Chair on this subject and that the precious time of the House is not lost."
