Marcoleta says basis of impeachment complaint vs VP Sara 'wrong'

Senator-elect Rodante Marcoleta on Saturday said he is 'prepared' for the impeachment trial of Vice President Sara Duterte, which is expected to start on July 30.
However, Marcoleta stated that it should be discussed whether the impeachment process should go forward or not, as he believes the complaint's foundation was flawed.
'Preparado ako talaga…Pag-debatehan muna natin kung talagang kinakailangan matuloy o hindi,' Marcoleta, an ally of the Dutertes, told reporters.
(I am prepared...We have to debate first whether it should push through or not.)
'Nakita ko kasi kung paano nila inilatag. Mali ang batayan, mali ang proseso,' said Marcoleta, an outgoing congressman who took part in the House investigation into the vice president's confidential funds, whose alleged misuse was cited in the impeachment complaint filed by the House of Representatives.
(I saw how the proponents prepared the complaint. The basis was wrong. The process was wrong.)
He did not elaborate.
Marcoleta, who will sit as one of the 24 senator-judges in Duterte's impeachment trial, was officially proclaimed by the Commission on Elections (Comelec) as one of the 12 winning senatorial candidates in the 2025 midterm elections.
A conviction needs 16 votes, or two-thirds of the senator-judges. To be acquitted, Duterte needs nine.
Evidence
Senator-elect Christopher Lawrence 'Bong' Go said he is 'willing' to join the impeachment trial as he waits for the evidence to be presented by the prosecution and the defense.
'Being part of the 19th Congress and being part of the 20th Congress, I'm willing to participate. Ang importante dito katotohanan. Kung walang ebidensya, wala (What is important here is the truth. If there is no evidence, then you cannot convict someone),' Go said.
Go, a known Duterte ally, topped the senatorial race in Eleksyon 2025 with 27,121,073 votes.
Earlier, Senate President Francis 'Chiz' Escudero released an initial timetable for procedures related to the impeachment trial of Duterte, setting the tentative start of the trial on July 30.
Should Escudero's timeline be followed, the Articles of Impeachment will be presented on June 2 or upon the resumption of sessions, and the impeachment court will be convened the following day.
The House of Representatives impeached Duterte on February 5, with over 200 lawmakers endorsing the complaint. The Articles of Impeachment were transmitted to the Senate the same day, but the upper chamber adjourned without addressing the case.
Meanwhile, Duterte has filed a petition before the Supreme Court challenging the validity of the impeachment complaint.
Lawyers from Mindanao and other groups have also asked the SC to stop the trial, calling the complaint defective.
Another petition filed by lawyer Catalino Generillo Jr. seeks to compel the Senate to convene as an impeachment court immediately. — VBL, GMA Integrated News

The Office of the Vice President (OVP) is willing to assist distressed Overseas Filipino Workers (OFWs) who choose to return to the Philippines instead of continuing to work abroad, Vice President Sara Duterte said in a statement. Duterte made the remark during her visit last week to the Filipino community in Kuwait. She left the country on Friday. She shared that their helper at home chose to return to the Philippines because her employer did not provide her with meals. 'Huwag ninyong ipagpalit ang inyong pagkatao, ang inyong dignidad bilang isang tao. Kasi yung treatment o pakikitungo na ganyan ay hindi makatao,' the Vice President said during her speech before a group of OFWs. REUTERS/Eloisa Lopez The House of Representatives will "yield" its probe on an allegedly anomalous project if, during the course of its investigation, a member of the lower chamber is found to be involved, according to Bicol Saro party-list Rep. Terry Ridon. At a news forum on Saturday in Quezon City, Ridon said that if a member of the House is named during the probe, they 'will immediately recuse [the investigation] and yield it to, whether to an independent third party probe, if it will be formed, or to an executive led probe to make sure that there will be no conflict of interest or cover-up in the course of the tri-committee [hearings].' The House panel on Public Accounts chairman, however, clarified that the tri-com will not suspend its entire probe but will only 'recuse on a particular inquiry on a particular project if a name of a legislator came up.' 'For example, in project A, in the course of it there will be a whistleblower who will say, 'Congressman A took kickbacks from that project.' Obviously we will ask him [congressman] to explain and as soon as he gets to explain we will recuse and then endorse to the third party probe if it gets to be created or to the executive led probe,' explained Ridon. Ridon, who chairs the House Committee on Public Accounts which was tasked to investigate the anomalies on flood control projects, said his panel along with the committees on Public Works and Good Government are now awaiting the plenary's green light to begin the inquiry. 'This is not a personality led investigation, it is a project led investigation… We are going to do it on a project by project basis,' the lawmaker said at a news forum on Saturday in Quezon City. 'It's not a witch hunt, we have to be able to afford due process to anyone… Again, it should be on a project to project inquiry,' he said. With this, The lawmaker also said Baguio City Mayor Benjamin Magalong is welcome to submit his information on anomalous projects once the tri-com hearings commence. Magalong earlier said he was waiting to be called to Congress after he said there were lawmakers receiving payoffs from infrastructure projects, including flood control programs. The mayor's statement came after Ridon challenged him to show proof, which will back up his claims that some congressmen are supposedly receiving 30% to 40% kickbacks in government projects. President Ferdinand ''Bongbong'' Marcos Jr. earlier disclosed that 20% of the total P545 billion budget of flood control projects was awarded to only 15 contractors. 'This is another disturbing assessment, statistic: 20% of the entire P545 billion budget napunta lang sa 15 na contractor.
