Water war escalates: Delhi accuses Punjab of choking supply, AAP hits back

Delhi's water minister Parvesh Verma on Tuesday launched a scathing attack on the Aam Aadmi Party (AAP)-led Punjab government, accusing it of engineering a 'conspiracy' to choke the Capital's water supply in retaliation for AAP's defeat in the February assembly polls. 'They are punishing the people of Delhi for voting them out,' Verma alleged, claiming the city's water share had been steadily slashed over five consecutive days — from 88 cusecs on May 1 to 130 cusecs by May 5 — amounting to a total shortfall of 463 cusecs. 'It's a deliberate act — dirty politics over water. The Punjab government is using water as a weapon against Delhi residents,' Verma said at a press conference.
According to Verma, the supply from the Bhakra Beas Management Board (BBMB) — which provides water to Haryana and, in turn, to Delhi — has seen a sharp decline -- it was 88 cusecs less on May 1; 119 cusecs less on May 2; 71 cusecs on May 3, 55 cusecs on May 4, and a peak deficit of 130 cusecs on May 5.
'This is not just an interstate issue. It is a threat to the federal spirit of our democracy and a direct assault on basic human rights,' he said, appealing to the Centre and the BBMB to intervene urgently.
The Delhi BJP, meanwhile, intensified its offensive, with MPs and MLAs submitting a memorandum to lieutenant governor VK Saxena, accusing the Punjab government of engineering an 'artificial water crisis'. They also staged a protest outside former chief minister Arvind Kejriwal's residence.
'Arvind Kejriwal is now blocking Delhi's rightful share of water through Punjab, and the Punjab government is conspiring to leave Delhi thirsty during peak summer,' said Delhi BJP president Virendra Sachdeva at the protest. 'Kejriwal and his party have not yet accepted their defeat in Delhi, and as revenge, they are punishing the people of Delhi. Kejriwal is now acting like the enemy of Delhi, and his actions of blocking water place him in alignment with Pakistan.'
AAP hit back, calling the charges baseless. Leader of the opposition and AAP leaer Atishi said the BJP was deflecting attention from its own failures.
'Delhi receives water from only two rivers — the Yamuna, through the Munak Canal, and the Ganga, through the Upper Ganga Canal. Neither of these flows from Punjab. Therefore, Punjab cannot stop Delhi's water. Please stop lying to the people of Delhi,' she said.
As per the Economic Survey 2024, Delhi sources its water as follows: 389MGD from the Yamuna, 253MGD from the Ganga, and 221MGD from the Ravi-Beas via Bhakra storage. The water from Bhakra reaches Delhi through Ropar Headworks, Bhakra Canal and Narwana Branch, which merges with the Western Yamuna Canal (WJC). The WJC carries water both from the Yamuna's Hathnikund Barrage and Bhakra's supply.

Shiromani Akali Dal (SAD) president Sukhbir Singh Badal on Monday condemned the Aam Aadmi Party (AAP) government for 'selling government bonds to finance the acquisition of 24,000 acres of fertile farm land' adjoining the city. Terming the exercise as needless, he alleged that the government was doing so to fill its own coffers. He said the move was a multi-hundred crore scam. While talking to newsmen here, the SAD president said, 'While the taxpayer will pay exorbitant interest on the ₹1,000 crore being borrowed to fund the land acquisition, the AAP will use the acquisition process to make money. It is promising change of land use in back dates to property dealers and land sharks in exchange for bribes.' Asserting this was the reason why the chief minister had turned a blind eye to the plight of thousands of farmers whose fertile lands would be 'snatched', Sukhbir said, 'The SAD is committed to saving this farm land. We are also committed to exposing this scam and bringing those responsible for these corrupt practices to book once the SAD forms the government in the state.' Asserting that the AAP government was bankrupting the state, the SAD chief said, 'The state's debt has crossed ₹4 lakh crore. Out of this, ₹1 lakh crore has been borrowed by the AAP government in the last three years. At this rate, the debt burden will increase by another ₹50,000 crore by the time the tenure of this government ends.' He said despite such big borrowings, the AAP government had nothing to show by way of development. 'Look around. Do you see any development work? In fact, the condition of roads, lights and sewerage is in its worst ever phase. All development work from bridges, flyovers to extension of the road network has been done during the previous SAD governments.' 'The social benefits have been drastically reduced or completely stopped, be it the aata daal or the Shagun scheme,' he added. CM Bhagwant Mann has already asserted that the government is not resorting to forceful acquisition of land but seeking the consent of farmers for sustainable urban development projects.

With the Ludhiana West byelection scheduled for June 19, political temperatures have soared as the Aam Aadmi Party (AAP) and the Bharatiya Janata Party (BJP) have entered into a fierce war of words, accusing each other of shielding drug peddlers and failing to curb the state's drug menace. The latest salvo was fired by BJP state general secretary Anil Sarin and district president Rajnish Dhiman, who held a press conference in Ludhiana on Monday. Hitting back at earlier accusations from AAP MP Malwinder Singh Kang, Sarin accused the AAP government of being directly responsible for the ongoing drug crisis in Punjab. 'The AAP government is hand-in-glove with drug suppliers. Their much-publicised 'Yudh Nashian Virudh' campaign has failed to arrest even a single major drug supplier,' Sarin alleged. He claimed that the real reason the drug trade continues unchecked is because some AAP leaders are allegedly offering protection to those involved in it. Referring to a recent incident in Ajnala on May 28, Sarin said two men were arrested with 50 gms of heroin—an amount that qualifies as a commercial quantity. He accused AAP cabinet minister Kuldeep Singh Dhaliwal of intervening in the case by visiting the police station and instructing the police to send the youths to a drug rehabilitation centre instead of proceeding with legal action. 'Who gave Dhaliwal the authority to interfere with police work when an FIR was already registered?' asked Sarin, demanding the minister's resignation. In response, Dhaliwal strongly refuted the BJP leader's allegations, calling them 'false, fabricated, and politically motivated.' He said that he had every right to ensure that drug addicts—especially the youth—get a chance at recovery instead of being criminalised without proper investigation. Dhaliwal clarified that out of the six-seven people arrested from Lakhowal village, two were reportedly drug users and not dealers. Villagers had approached him, claiming the duo had been wrongly arrested. One of them had just returned from a rehabilitation centre. He said he contacted the local SHO, requested a fair probe, and advised that if the boys were users, they should be sent for treatment. The SHO later sent the two to a rehabilitation centre, while those actually involved in drug peddling were booked under relevant charges. The minister also hit back at the BJP and Shiromani Akali Dal (SAD), saying they had no moral ground to speak on the issue of drugs, given the massive drug problem that spiralled during their regime. Dhaliwal revealed that his own family had suffered from the crisis—his 32-year-old nephew died of a drug overdose in 2013. 'The pain of drugs is not theoretical for me. It is deeply personal. That's why I returned to India to fight this menace,' he said emotionally.

Senior Aam Aadmi Party (AAP) leader and former Delhi deputy chief minister Manish Sisodia on Monday skipped a summons issued by the Delhi government's anti-corruption branch (ACB) in connection with alleged irregularities in the construction of classrooms in government schools. He cited prior commitments and sought a fresh date, officials said. A senior ACB officer said Sisodia informed the agency via email that he could not appear due to a prescheduled engagement. 'We will issuing fresh summons to Manish Sisodia on Tuesday with a new date, which can either be Friday this week, or Monday next week,' said an ACB official asking not to be named. The questioning gains significance after former PWD minister Satyendar Jain, interrogated by the ACB on Friday, reportedly shifted responsibility to the education department—then headed by Sisodia—for several decisions made during implementation of the project. The project, aimed at expanding classroom capacity in government-run schools, has come under scrutiny over alleged inflated costs, procedural lapses, and post-tender cost escalations. 'Jain was asked 28 key questions. He could give satisfactory responses to only six. For the rest, he either evaded answers or blamed the education department and the Arvind Kejriwal-led cabinet. Based on those responses, we will question Sisodia. If needed, both will be called in together for cross-examination,' the officer said. The case, registered on April 30, involves alleged financial and procedural irregularities in the construction of over 12,700 semi-permanent classrooms during the previous AAP government's tenure. The probe was initiated following multiple complaints, including from BJP leaders. According to the ACB, the average cost of construction per classroom was ₹24.86 lakh—nearly five times the estimated market rate of ₹5 lakh. Officials said the use of semi-permanent structures (SPS), which typically have a 30-year lifespan, lacked financial justification, especially when compared to reinforced concrete buildings with a 75-year lifespan. Joint commissioner of police and ACB chief Madhur Verma said contracts originally worth ₹860 crore were escalated to ₹2,892 crore, with ₹205 crore attributed to 'richer specifications'—a term used to describe unexplained and non-transparent upgrades. 'The cost per square foot for SPS classrooms was ₹2,292—comparable to that of permanent model schools,' he said. The agency also flagged the appointment of consultants and architects without following due procedure, in violation of Central Vigilance Commission (CVC) and CPWD norms. Work worth ₹42.5 crore was carried out in five schools without inviting fresh tenders. A critical report by the CVC's Chief Technical Examiner (CTE), issued in February 2020, highlighting violations and cost inflations due to post-award alterations, was reportedly withheld for nearly three years. Records of the expenditure finance committee for 2015–16 noted that the project was to be completed by June 2016 within the sanctioned budget, with no provision for cost escalation. However, significant delays and deviations were later recorded. The ACB summons to Sisodia stated: 'Allegations have been levelled against several then-government functionaries, including you by name, in the case FIR. Accordingly, your presence is required for examination, including recording of your statement and clarification on certain material facts relevant to the investigation… You are also directed to submit a written submission, along with any supporting documents pertaining to the matter. Non-compliance with this notice may attract legal proceedings against you as per law.' The FIR, registered under Section 13(1) of the Prevention of Corruption Act and IPC Sections 409 (criminal breach of trust) and 120-B (criminal conspiracy), names both Sisodia and Jain, among others. 'With approval under Section 17-A of the Prevention of Corruption Act from the competent authority, the ACB has registered FIR No. 31/2025. A detailed investigation is now underway to establish the role and culpability of the two former ministers, as well as government officials and contractors involved in the project,' Verma said.
