PAGASA warned affected areas of possible heavy rainfall, severe winds combined with the effects of the Southwest Monsoon, risks of storm surges, and rough sea conditions.
A gale warning was raised over the northern seaboard of Northern Luzon.

EDCA sites activated as relief hubs amid Crising, Habagat
The Enhanced Defense Cooperation Agreement (EDCA) sites with the United States will now act as "relief efforts hubs" amid the impact of Tropical Cyclone Crising and the Southwest Monsoon or Habagat. In a statement on Tuesday, Armed Forces of the Philippines (AFP) chief General Romeo Brawner Jr. said he has ordered the activation of the EDCA sites as forward operating hubs for humanitarian aid. 'I have ordered our Unified Commands and Major Services to activate these sites as primary hubs for humanitarian assistance and disaster relief operations,' Brawner said. 'This activation includes the strategic prepositioning of our rescue assets and the consolidation of relief goods, which we are undertaking in close partnership with the DSWD to ensure a synchronized, whole-of-nation effort,' he added. Brawner made the move following the direct instruction of President Ferdinand 'Bongbong' Marcos Jr. through Defense Secretary Gilberto Teodoro Jr. According to him, the activation of EDCA sites will speed up the delivery of assistance to the victims. US Indo-Pacific Command The AFP is coordinating with the US Indo-Pacific Command on the use of the EDCA sites for the relief efforts. 'We are in close coordination with the US Indo-Pacific Command to ensure seamless interoperability as we utilize these shared facilities and other transportation and airlift assets for this vital purpose,' Brawner said. 'The AFP is leveraging every available advantage, including our strong alliances and strategic infrastructure, to fulfill our most sacred mandate: to serve and protect our people. The use of EDCA sites is not just a logistical decision; it is a commitment to bringing aid and comfort to our kababayans with all possible speed and efficiency,' he added. Six people were reported dead due to Crising, Habagat, and the low pressure area (LPA), the National Disaster Risk Reduction and Management Council (NDRRMC) said Tuesday. A total of 1,266,322 persons or 362,465 families were affected by the bad weather in all regions in the country except for Eastern Visayas. DILG to mayors: Impose forced evacuation if necessary amid Habagat
The Department of the Interior and Local Government (DILG) on Tuesday urged concerned mayors to implement forced evacuation when necessary to ensure the safety of their residents from the impact of the Southwest Monsoon or Habagat. In a statement, Interior Secretary Jonvic Remulla also asked local government units (LGUs) to prioritize vulnerable groups such as children, the elderly, and persons with disabilities. The LGUs have to coordinate with their respective Regional Disaster Risk Reduction and Management Councils and the Department of Social Welfare and Development (DSWD) for relief distribution from the national government, he added. Remulla reminded concerned mayors to always observe Operation L!STO Protocols to guide them on critical measures and actions to take in response to the impact of the bad weather. The Interior and Local Government Secretary also called on all affected residents to heed the advice of local authorities and promptly relocate to designated evacuation centers or safe areas. Citing a weather advisory from PAGASA, the DILG said the Habagat will bring moderate to intense rains of up to 200 mm within the next few days in several areas in Ilocos Region, Central Luzon, Metro Manila, Calabarzon, Mimaropa, Bicol, Western Visayas, and the Negros Island Region. The DILG warned of possible flooding areas that are urbanized, low-lying, and near rivers. Landslides may also happen in moderate to highly susceptible areas, it added. DOH: Obey evacuation protocols, ensure safe drinking water
The Department of Health (DOH) on Tuesday reminded the public to follow evacuation protocols and ensure the cleanliness of their drinking water amid inclement weather due to the Southwest Monsoon or Habagat. DOH spokesperson Assistant Secretary Albert Domingo advised the public to evacuate, if needed, upon instruction of authorities and to take note of rescue hotlines for emergencies. "Kapag sinabi ng kapitan, mayor, o gobernador na evacuate, lumikas na po para makaiwas sa sakuna. Tandaan ang rescue hotlines: 911 sa national, 1555 sa DOH," he said. (When the barangay captain, mayor, or governor orders an evacuation, please evacuate to prevent disasters from happening. Remember the rescue hotlines, 911 for national, 1555 for DOH.) Domingo also urged the public to be mindful of their drinking water during these times, regardless if they are at home or in evacuation centers. The Health official said boiling water for up to two minutes or using chlorine tables will help sterilize drinking water. In the event that they were affected by flooding, the public was advised to wash any part of their bodies that was submerged in floodwater, and to consult the nearest local health center for free medicine. Meanwhile, evacuees were reminded to always wash their hands and wear face masks. Weather service PAGASA has monitored three Low Pressure Areas (LPAs) inside and outside the Philippine Area of Responsibility (PAR). One of the LPAs located near Central Luzon has a high chance of developing into a tropical depression within the next 24 hours, while another LPA in Batanes has a medium chance of becoming a tropical depression in the next 24 hours. A red rainfall warning was also issued for Metro Manila, Bataan, and some parts of Cavite at 8 a.m. Areas under a red rainfall warning may experience serious flooding in flood-prone areas.
