Pakistan plans to save $17bn by removing high-cost energy projects under revised IGCEP

The government intends to save Rs4,743 billion (USD17 billion) by excluding 7,967MW of high-cost energy projects and adjusting project completion timelines under the upcoming Indicative Generation Capacity Expansion Plan (IGCEP) 2024-2034, the Prime Minister's Office (PMO) said on Thursday.
According to a press release issued by the PMO, the decision was made during a meeting chaired by Prime Minister Shehbaz Sharif in Islamabad to discuss the reduction of electricity tariffs and implementing sustainable reforms in the energy sector, focusing on the IGCEP.
Under the IGCEP, the government aims to prioritise local resources and alternative energy sources like solar, nuclear, and hydropower over imported fuels, which is expected to save Pakistan several billion dollars in foreign exchange reserves.
The government also aims to gradually phase out capacity payments to power generation companies, added the statement.
During the meeting, PM Shehbaz noted that after a recent reduction of approximately Rs7.50 per unit in electricity rates, the government is committed to pursuing an effective strategy for sustainable energy sector reforms to provide further relief to the public.
Small renewable energy projects in IGCEP: HEPA seeks PM's support for inclusion
The prime minister directed relevant authorities to expedite the completion of key projects, including the Diamer Bhasha Dam, to ensure effective systems for energy production and water storage in the country.
'Any delay in the completion of energy projects is unacceptable,' he emphasised.
The prime minister also announced that a free market for electricity generation will be established in the near future. 'The creation of this market will enable competitive power supply, leading to more sustainable electricity availability and further reduction in tariffs,' PM Shehbaz was quoted as saying in the statement.
During the meeting, the prime minister was briefed on ongoing reforms in the energy sector.
Upon the PM's instruction, a re-evaluation of the IGCEP revealed that there was room for further improvement. The Task Force subsequently revised the plan to better align with ground realities and future needs.
The briefing added that for the next ten years, the IGCEP paves the way for power projects to be awarded through competitive bidding and electricity to be sold at the lowest possible price.
The meeting was attended by Minister for Power Sardar Awais Leghari, Minister for Economic Affairs Ahad Khan Cheema, Minister for Information Attaullah Tarar, Minister for Petroleum Ali Pervaiz Malik, and senior officials from relevant institutions.

Government to offer electric bikes on two-year instalment plan

Federal government has announced a major initiative to promote electric vehicles by offering 116,000 electric bikes on a two-year instalment plan. This move aims to reduce reliance on petrol and diesel vehicles, encouraging the use of eco-friendly alternatives and supporting sustainable transportation across the country. Sources indicate that the subsidy and installment scheme for electric bikes is in its final stages of preparation. Prime Minister Shehbaz Sharif is expected to unveil the new electric vehicle (EV) policy on Independence Day. The scheme is being developed with the collaboration of the State Bank and the Bank Association. It will offer a subsidy of PKR 50,000 for each electric bike and rickshaw. The scheme will be available to individuals aged 18 to 65 years. Read More: E-bike revolution: a road yet to be taken The price of each electric bike is estimated to be around PKR 250,000, with the subsidy reducing the upfront cost. The remaining amount, over PKR 200,000, will be payable in installments. According to sources, 17 companies have successfully obtained licenses to manufacture electric bikes under the scheme. The policy aims to have 30% of vehicles in the country be electric by 2030. To ensure the success of the EV policy, the government will provide subsidies worth PKR 100 billion over the next five years. The breakdown of this subsidy includes PKR 9 billion for the current fiscal year, PKR 19 billion for 2027, PKR 24 billion for 2028, and over PKR 26 billion for 2029. For 2030, approximately PKR 23 billion will be allocated. By 2030, the policy targets the production of 2.213 million electric vehicles. The goal for 2040 is to have 90% of vehicles be electric, with the target for a fully zero-emission vehicle fleet set for 2060. The promotion of electric vehicles is expected to reduce the cost of imported fuel and eliminate environmental pollution caused by traditional vehicles.

PBF urges PM to address artificial control of exchange rate

KARACHI: The Pakistan Business Forum (PBF) has strongly urged the Prime Minister Shehbaz Sharif to address the artificial control of the exchange rate, asserting that the current dollar rate is being kept artificially high. Economic indicators suggested that the fair value of the dollar should be around PKR 260. PBF Chief Organiser, Ahmad Jawad called on the Prime Minister Shehbaz Sharif to take immediate notice of this situation. 'A correction of even PKR 20 in the rupee's value could significantly reduce both public debt and inflation,' Jawad stated. He emphasized that historically, Pakistan has failed to restore the rupee after depreciation, creating long-term instability. Even the Current Account Surplus ('CAS') of $2,106 million during the Jul-June period of FY25, compared to a Current Account Deficit of $2,072 million in the same period of FY24. The Forum noted that the current exchange rate of PKR 283 per dollar is unsustainable for the economy. Meaningful economic relief, they stressed, can only be achieved if the rupee is stabilized. Jawad also pointed out that inflation has dropped to 4% and the Consumer Price Index (CPI) is down to 3%, making the current interest rate of 11% unjustifiable. PBF has urged that the upcoming monetary policy, scheduled for July 30, should bring the interest rate down to at least 9%. The Forum also revealed that the government is paying 11% interest on domestic debt totalling PKR 50 trillion; 5–6% higher than the current inflation rate. This discrepancy imposes an annual burden of approximately PKR 3 trillion on the national exchequer, which could otherwise be used for public welfare and infrastructure development. Lower interest rates would also boost Pakistan's export potential in global markets, the Forum stated. The IMF itself recommends that interest rates be kept closer to the prevailing inflation rate. PBF further stressed the need to diversify Pakistan's export base beyond textiles, advocating for the exploration of new industries and markets. Additionally, the Forum urged the State Bank of Pakistan to ensure access to credit for the business community in Balochistan in the upcoming monetary policy. Jawad concluded by expressing concern over the growing frustration among the business community, citing a lack of attention to the challenges faced by productive sectors. He expressed hope that the Monetary Policy Committee will adopt a growth-friendly and pragmatic approach in its meeting on July 30th. Copyright Business Recorder, 2025

Minister orders Ogra to review gas firms' revenue needs

ISLAMABAD: Minister for Petroleum Division, Ali Pervaiz Malik, has directed the Oil and Gas Regulatory Authority (Ogra) to review every component of the revenue requirements of the Sui gas companies. The aim is to reduce gas prices and address the growing circular debt issue, sources told Business Recorder. The circular debt in the petroleum sector has reached approximately Rs 2.8 trillion. The government, under Prime Minister Shehbaz Sharif is working to resolve this issue in consultation with the International Monetary Fund (IMF). An initial plan has been drafted to mitigate the gas circular debt without placing an additional burden on consumers. To tackle core challenges in the gas sector — including circular debt, LNG tariffs, unaccounted-for gas (UFG) losses, and the rising share of LNG in the national gas mix—the government has established four specialized panels. Consumers lack protection: Ogra failing to act against gas companies: PAC report The petroleum minister, who also chairs the main committee, is overseeing the sub-committees tasked with preparing final recommendations for the highest level of government. In a recent meeting, a senior Joint Secretary from the Cabinet Division read out the composition and Terms of Reference (ToRs) of the four sub-committees. Dr Fakhray Alam Irfan, Secretary of the Power Division and head of the sub-committee on LNG demand synchronization, reported that he chaired a meeting on July 21, 2025. The meeting included representatives from PSO, SNGPL, and CPPA. The Power Division presented a report on the forecasting and management of RLNG demand in the power sector. Dr Irfan pointed out that one of the main issues discussed was the parking of NPD (Net Present Deficit) claims under LNG contracts due to reduced power offtake and the must-run status of RLNG-based power plants. He acknowledged that while the power sector has mostly consumed gas according to firm demand, occasional shortfalls in RLNG lifting occur due to fluctuating power demand caused by weather, generation mix, and system constraints. He added that the pipeline storage limitations raised by the Petroleum Division are valid. To address this, he stressed the need for accurate demand forecasting and improved coordination between NPCC and SNGPL, except in unforeseen circumstances. He also recommended that the Finance Division be consulted on the NPD issue. It was noted that the sub-committee on circular debt mitigation has not yet convened. However, the Additional Secretary (Policy) provided an update on the sub-committee for LNG tariff rationalisation, which met on July 19, 2025. Representatives from all companies across the LNG/RLNG supply chain participated. The meeting covered detailed discussions on various RLNG pricing components. Suggestions were made for reducing or revisiting charges such as terminal fees by PQA, customs duty, FED, Sindh Cess, and company/importer margins. The sub-committee is currently reviewing these cost elements, and formal recommendations will follow. Meanwhile, Ogra Chairman, Masroor Khan who leads the sub-committee on domestic gas tariff efficiency and transparency reported that their meeting on July 21, 2025, was attended by representatives from the Sui companies, KPMG, and the Petroleum Division. The focus was on enhancing operational efficiency and reducing UFG. He noted that the companies are making progress in lowering UFG levels in accordance with benchmarks set by the Ogra. He also provided an update on efforts to review the Return on Asset (ROA) formula for Sui companies. Although the Ogra has made several attempts to hire a consultant, the process has so far been unsuccessful. Recently, the Ogra issued an Expression of Interest (EoI) to potential consultancy firms, and the selection process is expected to conclude soon. Minister Ali Pervaiz Malik emphasized the Ogra must complete its review of each component of the Sui companies' revenue requirements within the next few weeks. Copyright Business Recorder, 2025
