
Gallant Commission: Over 1,800 contracts awarded on the sidelines of SAAQclic project

Over 1,800 contracts have been signed as part of the Société de l'assurance automobile du Québec (SAAQ)'s digital transformation, excluding the main contract signed with the consortium.
This was revealed on Monday morning at the Gallant Commission, which is investigating the failures of the Crown corporation's IT project, known as the Carrefour des services affaires (CASA) and encompassing the SAAQclic platform.
A lawyer for the commission, Charlotte Deslauriers-Goulet, presented the contractual timeline behind the SAAQ's technological modernization.
She indicated that at least 1,879 contracts, which she describes as 'satellite' contracts, have been signed over the past 10 years.
These are 'all contracts that are evolving or have evolved on the periphery' of the $458.4-million framework contract signed in 2017 with the alliance formed by SAP (owned by IBM) and LGS, said Deslauriers-Goulet.
The list may include strategic consulting mandates awarded in 2015, before the tender process was launched, as well as technical support during the project's development.
'Some of these satellite contracts were concluded fairly recently. This is because they include contracts aimed at ensuring that CASA eventually comes into being or that help to rectify the problematic situation that arose when the online platform was launched, which the media have dubbed the 'SAAQclic fiasco,'' said the lawyer.
The commission does not yet know the total value of these 'satellite' contracts, which are in addition to the initial budget of $458.4 million and the additional expenses of $153.7 million related to the contract with the alliance.
'But we know that we are talking about a considerable amount,' said Deslauriers-Goulet.
The commission is continuing to analyze this list of contracts, which was provided by the SAAQ itself. The commission has also been unable to identify 'with certainty' all the co-contractors involved, but some have dealt directly with members of the consortium, said Deslauriers-Goulet.
It should be noted that the SAAQ's technological modernization project could cost at least $1.1 billion by 2027, which is $500 million more than expected, according to the Auditor General's (AG) calculations.
It is possible that the AG took some of these 'satellite contracts' into account in its estimate, but without knowing their number.

Taking Porsche's new Toronto-area driver's playground for a test-drive
Speed demons and Porsche fans rejoice: the company is opening a sprawling automotive playground just east of Toronto where drivers can go wild without fear of seeing cops in the rearview mirror. Porsche Experience Centre (PEC) Toronto, the brand's 10th such centre in the world and first in Canada, will open its doors on June 18. When it does, drivers who feel the need (the need for speed) will be able to sample the company's wares, putting pedal to metal, burning rubber and drifting around on a series of purpose-built tracks, for a fee. Prices range from $140 for demo laps riding shotgun with a professional driver behind the wheel – an experience not for the faint of stomach – to 90-minute test-drives in the latest Porsche models. Prices for the latter start at $850 for the Macan SUV and climb up to $1,700 for a turn behind the wheel of the Holy-Grail 911 GT3. Alternatively, if you purchase certain Porsche models – the 911 sports car range starts at an eye-watering $160,000 – the company is kind enough to throw in a 90-minute Experience Centre session for free. While it may seem ludicrous, Porsche is charging money for test-drives – which, yes are typically free at your local dealership – bear in mind your dealership doesn't have a two-kilometre handling track that mimics famous circuits including California's Laguna Seca and Germany's Nürburgring, nor does your dealership have a drag strip or (my personal favourite) a low-grip handling track that mimics the feel of driving on ice. There's also a cadre of professional instructors who offer driving tips and help you help Porsche by keeping its cars from becoming too cozy with the guardrails. Ahead of the official opening, Porsche invited a small group of reporters and social media influencers to experience the Porsche Experience. The main building is suitably posh, albeit situated in an industrial part of Pickering, Ont. The coffee is excellent, the cars are fast and the driving instructors are very, very brave to ride shotgun with everybody. The main circuit is a thrilling rollercoaster ride and so narrow it makes overtaking on Monaco's Formula One street circuit look easy. Porsche, however, rightly points out this is not technically a racetrack. There should be no non-consensual overtaking. Winning is bringing the car back in one piece with a silly grin on your face. The whole place is like Disneyland for drivers. And, like Disneyland, Porsche's playground is meant to instill a love of the brand and sell some merchandize; not Mickey Mouse hats – although Porsche does sell hats if you want them – but expensive sports cars and luxury SUVs. Trevor Arthur, chief executive officer of Porsche Cars Canada, said the company's investment in the Experience Centre isn't just about fostering existing customer relationships, but introducing new people to the brand and seeing their smiles as they come out of the cars. 'We want to spark that dream [of Porsche ownership] right now and foster it for years to come,' he told me on a visit to the Centre in late May. For dreamers not yet old enough to drive, there's a 'Sim Lab,' a room filled with high-end racing simulators. The Experience Centre is intended to be a family-friendly space, Arthur said. If you want to hold your wedding here, they can do that too, he added. Arthur wouldn't say how many additional sales PEC Toronto will drive; emphasizing that this is a long-term play. 'It's hard to monetize it specifically, but it does have a business case,' Arthur said. 'And, I think with our intentions and plans to fill this up with corporate bookings, with retail bookings, with special events, I think over all it's a win.' Clearly Porsche's executives in Germany think so too. Since the first Experience Centre opened in England in 2008, the company has opened nine more around the world. The 11th is set to open in Singapore in 2027. Ten years ago it might have been a little harder to justify one in Toronto, but the time is right, Arthur said. Canada now ranks as a major luxury car market and a top-10 market globally for Porsche. 'Yes, it's a significant investment into the market,' Arthur said of PEC. 'But I think you have to look back historically. If you take a look at our travel experiences, our ice experiences, our track experiences, I think that's really what justifies the need for this.' The Ice Experience pop-up every winter in Quebec is consistently sold out, he said. Personally, after spending 45 minutes flinging a $200,000 Porsche 911 GTS around the handling circuit and low-grip track in a manner that would've landed me in prison (and rightly so) had I done it on regular roads, my own need for speed has been satiated, for now. Spending $1,200 to drive a 911 like some Ken Block wannabe for 90 minutes at a time might actually be a better financial decision than selling an organ or two to own a $200,000 Porsche 911 and pay for gas, tires, insurance and maintenance. Besides, even if you own one, you can't have this much fun in a sports car on the road, not even close. The Porsche Experience Centre may have cured not only my need for speed, but also my need to own a sports car. Oops.

Kananaskis golf course getting ready for G7, possible Trump visit

The pro shop was open. Aznar had told Robinson, general manager of the Kananaskis Country Golf Club in Alberta's Rocky Mountains, that he wanted to visit the shop. True to his word, Robinson walked over to the two world leaders on a patio and interrupted their conversation. 'What was probably only 10 seconds felt like 10 minutes,' Robinson recalled of the G8 leaders' summit in 2002 in Kananaskis. He said the pair paused their discussion, and Bush waved over British prime minister Tony Blair. The four then talked about golf, running, the mountains, as the other leaders, including Russian President Vladimir Putin, chatted ahead of a dinner at the golf club. 'I'm like, somebody pinch me. It's really happening,' Robinson said. Twenty-three years later, Robinson is again teeing up to possibly host some of the world's most powerful people for the G7 leaders' summit in Kananaskis set for June 15-17. The golf club is included in the tightly controlled perimeter that will be closed to public access during the summit and is one of two primary locations the leaders could use. The summit is being hosted by the Pomeroy Kananaskis Mountain Lodge, a short drive from the course. There's speculation U.S. President Donald Trump, with his known affection for golf, could tee off on the scenic course that sits at the foot of Mount Kidd. Trump even owns Kananaskis Country Golf Club merchandise. Prime Minister Mark Carney gifted the president a hat and gear from the club during his first White House visit in early May. Requests for comment to the White House and the Prime Minister's Office about whether Trump or Carney would get in a golf game at the summit were not returned. The summit's itinerary hasn't been shared publicly. And if history informs Robinson's expectations, any activities involving leaders at the course would be spontaneous. Robinson remembers one afternoon in 2002, when he mentioned to Jean Chrétien, touring the club before an upcoming dinner, that it was a shame the prime minister didn't have time to play. '(Chrétien) says, 'Who says I don't have time?' And he starts taking off his tie and jacket,' said Robinson, mimicking Chrétien's French accent. Chrétien hit two clean shots on his way to the putting green, said Robinson. But on the third shot, a short chip to get on the green, the prime minister accidentally nicked a divot out of the grass before making contact with the ball. 'Before the ball even stops rolling, he reaches into his pocket, drops another one, hits that nicely onto the green,' Robinson said. 'And then he looks at me and says, 'I call that a Clinton.'' Chrétien, after dropping the reference to former U.S. president Bill Clinton, played three more holes before getting back to work, said Robinson. He added that several interactions he had with Bush were personal highlights of the summit. It was a year after the Sept. 11, 2001, terrorist attacks. U.S. staffers asked Robinson to draw up a five-kilometre loop the president could run the next morning. When Bush arrived early the next day in his sneakers, he asked if a woman at the club dressed in athletic gear would jog with him, said Robinson. 'Now I'm filming the two of them walking up. And president Bush says to me, 'You set me up with an Olympic runner.'' Months later, Robinson received a manila envelope in the mail from the White House with a letter signed by Bush thanking him for the stay and a photo of the two of them talking on the club patio. This year, Robinson said he'll be on the course waiting to help, but isn't expecting a 2002 repeat. 'You hope that there's any opportunity to have some similar and memorable experiences,' he said while standing at a tee box overlooking the 16th hole on the course. 'If they happen, great. Montreal hopes to repair damaged reputation during Grand Prix weekend

The city says it's taking steps to improve access to the Formula 1 site on a man-made island and to reduce congestion during the event, which begins June 13. The Montreal fire department also says it's working with restaurant owners to ensure they're ready for the influx of tourists. Fire inspectors caused an uproar last year when they abruptly ordered some restaurants to close their patios on one of the busiest evenings of the year. The 2024 Grand Prix weekend was also marred by flooding at the race site, traffic headaches and miscommunication. City officials are concerned this year about the possible impact of a transit strike that will affect bus and metro service before and after the event.
