In Pakistan, the annual budget is seen as an opportunity for the government to express its economic priorities and development strategies. The current government has presented the fiscal year 2025–2026 budget at a critical juncture when the country is facing an economic crisis, rising debt, inflation, and a water emergency. This budget will not only impact the daily lives of the people but also determine the future direction of Pakistan. In this column, we compare the current budget with the previous two budgets (2023–2024 and 2024–2025), while also analyzing its potential effects on various social and economic classes. Comparative Analysis of Budgets 2023–2024, 2024–2025, and 2025–2026: In the 2023–2024 budget, the total size was PKR 14.5 trillion, with a revenue target of PKR 9.2 trillion. This increased to PKR 16 trillion in 2024–2025, with a revenue target of PKR 10.2 trillion. The 2025–2026 budget now stands at PKR 18.5 trillion, with a tax collection target of PKR 12 trillion. The fiscal deficit was 7.6 percent of GDP in 2023–2024, reduced to 6.9 percent in 2024–2025, but is expected to rise again to 7.2 percent in 2025–2026, which is an alarming indicator. The current account deficit stood at $2.8 billion in 2023–2024, which improved to USD 1.9 billion in 2024–2025. However, due to an expected increase in imports and a decline in exports, it is projected to reach USD 3.1 billion again in 2025–2026. Impacts on Different Social Classes: Lower-income Class: This year, PKR 400 billion has been allocated for the Ehsaas Program, up from PKR 360 billion last year. However, subsidies have been cut by 18 percent. The increase in electricity and gas prices will hit this class the hardest. Middle Class: New income tax slabs have been introduced for salaried individuals, increasing the burden on those earning over PKR 80,000 per month. There is no significant relief in educational expenses. Upper Class: Tax has been increased on purchase of luxury items, large houses, and expensive cars. However, no significant increase has been made in capital gains tax, keeping the investor class largely unaffected. New taxes and their impact: Federal Excise Duty (FED) increased on cigarettes, sugar, and soft drinks. A 2 percent rise in income tax on annual incomes above PKR 1.5 million. The 35 percent withholding tax on non-filers. A fixed tax scheme introduced for small traders. These tax measures will indirectly burden the poor and middle class, while the lack of expansion in direct taxation limits the pressure on the elite class. Trade deficit: The government expects the trade deficit to reach $28 billion in 2025–2026, higher than $25 billion in 2024–2025. The deficit is widening due to limited export growth and rising imports. Increased taxation instead of relief on industrial raw materials may worsen the situation. IMF pressure: Under the $3 billion IMF program, several tough measures have been adopted in the current budget, including: Cuts in energy subsidies, Increase in electricity tariffs, Implementation of an automated revenue collection system. Around 80% of the budget decisions align with IMF recommendations, drawing criticism that such moves could harm local industries and public welfare projects. Poverty and unemployment: The proportion of people living below the poverty line is expected to rise to 39 percent this fiscal year, up from 36 percent in 2024. Decreased job opportunities, additional burden on SMEs, and rising inflation may increase unemployment. Fuel, electricity, and water bills: A PKR 20 per liter increase in petroleum levy is expected after the budget. A 15 percent increase in electricity base tariffs has been proposed. PKR 85 billion has been allocated to tackle the water emergency, including the construction of dams, rainwater storage, and water recycling projects. Development vs. non-development expenditures: Development Budget: PKR 1.4 trillion (PKR 1.15 trillion in 2024–2025). Non-Development expenditures: PKR 6.5 trillion. 60 percent of the development budget is allocated at the federal level, while 40% is for the provinces. However, weak monitoring mechanisms limit its impact at the grassroots level. Foreign investment: The government has attempted to attract foreign investment through special economic zones and relaxed digital taxes. However, political instability and judicial uncertainty remain major hurdles for investors. Other key aspects of the budget: PKR 60 billion allocated for combating climate change. Extension of tax exemptions for the IT sector andPKR 50 billion allocated for youth skills development programs. Conclusion and recommendations: While the budget sets a direction for the economy, it reveals several gaps when matched against ground realities: Limited expansion of direct taxes leaves the wealthy class largely unaffected. The poor and middle class are likely to face more hardships. Greater transparency and monitoring are essential for effective development spending. The government must expand the tax net, curb corruption, and promote local industry and agriculture to build a sustainable economy. Punjab's debt stock rises Rs25bn YoY

LAHORE: The Punjab government's total debt stock has increased by Rs 25 billion, year-on-year increase of 1.5 percent, during the current fiscal year (FY). According to the Punjab Budget 2025-26 documents released on Monday, at the end of June 2025, Punjab's debt stock stood at Rs 1,710 billion, out of which Rs 1,709 billion was from external lenders, while Rs 1.29 billion was from domestic sources. Collectively, these loans represent 2.7 percent of Punjab's Gross State Domestic Product (GSDP). Moreover, Punjab's total debt stock surged from Rs 1,685 billion (reported in June 2024) to Rs 1,710 billion (reported in June 2025) in 12 months. However, the domestic loans showed a decline from Rs 1.7 billion (reported in June 2024) to Rs 1.29 billion, a decrease of 22.5 percent. In contrast, external loans witnessed a gain from Rs 1,683 billion (reported in June 2024) to Rs 1,709 billion (reported in June 2025); in dollars, it amounts to US $6.10 billion. The government's external debt primarily consists of concessional, long-term loans in foreign currency, acquired from various multilateral creditors like the World Bank, Asian Development Bank, Japan International Cooperation Agency and International Fund for Agricultural Development. Additionally, it includes loans from bilateral creditors such as China, Japan, and France. These funds are borrowed by the federal government and then channelled to the Punjab government. This debt can be categorised broadly into project loans, which are intended for long-term public infrastructure investments and programme loans, which provide medium-term budgetary support and are often tied to specific expenditure and/or policy reforms. The report highlighted that the government's external debt is derived mainly from two key sources: USD 4.81 billion from multilateral creditors, including the World Bank and the Asian Development Bank, as well as other sources; and US $1.29 billion from bilateral creditors, including China and other sources. These figures consist of the US dollar equivalent value of the outstanding debt (which is denominated in various currencies) at the end of the current Financial Year. The external debt was denominated mainly in US dollars (68 percent), followed by Special Drawing Rights (23 percent), Japanese Yen (5 percent) and other currencies (4 percent). As per the report, the agriculture, irrigation and livestock sector remained the major recipient of government borrowing, as its share constitutes 24 percent of the total outstanding followed by transport and communication 20 percent, education 19 percent, urban and community development at 17 percent, governance 11 percent, health 5 percent, energy 2 percent, tourism 1 percent, and industries and infrastructure 1 percent. ISLAMABAD: In a bold demonstration of Pakistan's commitment to digital assets and economic innovation, Minister for Finance and Revenue Senator Muhammad Aurangzeb chaired a high-level meeting. The meeting was attended by Minister of State for Crypto and Blockchain Bilal Bin Saqib and Michael Saylor, Executive Chairman of Strategy (formerly MicroStrategy) — the world's largest corporate holder of Bitcoin, said a press release issued by the Ministry of Finance on Sunday. The discussion focused on how Bitcoin can serve as a tool for sovereign reserves, monetary resilience, and driving Pakistan's long-term digital economic transformation. Pakistan Crypto Council reviews progress on digital assets regulatory framework Addressing the meeting, Muhammad Aurangzeb said that Pakistan aspires to lead the Global South in the development and adoption of digital assets, setting a benchmark for innovation, regulation, and inclusive growth in the digital economy. Speaking on the occasion Minister of State for Crypto and Blockchain Bilal Bin Saqib said that Pakistan has taken a historic step forward for strengthening the digital economy. 'Michael Saylor's insights and leadership have shaped how the world views Bitcoin as a sovereign-grade asset. In 5 years Mr Saylor transformed a mid-sized software firm into a $100+ billion company, purely through strategic vision, bold conviction, and disciplined execution. If private individuals can build that in the U.S.—why can't Pakistan, as a nation, do the same? We have the talent, the story, and the energy,' he added. Meanwhile during the meeting, Saylor praised Pakistan's efforts to take a forward-looking, innovation-friendly stance in the global digital economy and welcomed the opportunity to advise and support ongoing developments. 'Pakistan has many brilliant people. It also has commitment and clarity needed by businesses globally,' he added. Bitcoin is the strongest asset for long-term national resilience, he said, adding that emerging markets like Pakistan have a once-in-a generation opportunity to leapfrog into the future of finance. This strategic dialogue marks another milestone in Pakistan's effort to build a robust digital assets policy framework, attract global institutional interest, and position itself as a Web3 and Bitcoin-ready emerging market. Michael Saylor — whose Bitcoin thesis has shaped conversations at the White House, Capitol Hill, and leading US think tanks — has emerged as one of the most influential voices in global monetary strategy. His advocacy echoes the Trump-era vision of economic sovereignty, decentralization of financial power, and investment in long-term national strength through hard digital assets. Saylor's success story is unmatched. He is widely regarded as one of the most influential voices in Bitcoin's institutional adoption. Under his leadership, strategy transformed from a traditional enterprise software firm into the largest corporate holder of Bitcoin in the world. Since initiating its Bitcoin strategy in 2020, the company has acquired approximately 582,000 BTC, valued at over $62 billion as of June 2025. This aggressive accumulation strategy has driven strategy's market capitalization from $1.2 billion to over $105 billion, making it one of the top-performing tech stocks of the decade.
