AAP's free coaching scheme under scanner, L-G orders probe – ‘will have to account for every penny' says CM Rekha Gupta

Delhi's Lieutenant Governor VK Saxena has ordered a probe into alleged corruption in the free coaching scheme for the underprivileged launched by the previous Aam Aadmi Party government (AAP), Education Minister Ashish Sood said on Wednesday.
The decision was taken based on the recommendation of Chief Minister Rekha Gupta, who in a post on X said, 'Allegations of major financial irregularities have emerged in the 'Jai Bhim Mukhyamantri Pratibha Vikas Yojana' during 2020-21.'
Gupta alleged that while the scheme's official budget was ₹ 15 crore, the Arvind Kejriwal government cleared bills worth over ₹ 145 crore.
The scheme, launched in 2018, aimed to provide free coaching to SC, ST, OBC, EWS, and minority students at private coaching institutes for various competitive exams, including the UPSC, SSC, NEET, and CLAT.
The scheme was discontinued when the new government was formed in February this year.
Hitting back at the BJP-led government, the Aam Aadmi Party termed the ACB probe as "vendetta politics."
Addressing a press conference, Sood, flanked by SC/ST Welfare Minister Ravinder Indraj, alleged that during 2021-22, private coaching institutes submitted bills of ₹ 145 crore, despite minimal documentation and no proper verification of beneficiaries.
"Shockingly, the AAP government did not even ask for a list of students from these institutes before processing the bills," Sood said, adding that after the BJP government came to power, the institutes were asked to submit student details and a list of 13,000 students was received, he said.
According to him, verified records, however, showed only about 3,000 students receiving coaching under the scheme.
"There was such corruption by the previous AAP government that even Dr Ambedkar's soul would be pained," the minister said.
Indraj pointed out that the matter is already under judicial scrutiny and that the government's preliminary findings reveal that about 35 coaching centres failed to provide verified data for even 100 students.
He charged that when the COVID cases were going up and lakhs of families were struggling financially, leaders from the previous government, in alleged collusion with "coaching mafias," launched this scam.
Sood said the scheme was proposed to coach 4,900 students in 2018 and 2,071 in 2019. However, between July 2021 and August 2022, bills worth ₹ 145 crore were submitted.
"Surprisingly, instead of verifying the bills, the AAP government later took the coaching institutes to court over the payments," he added.
Sood said, "The average coaching cost is ₹ 1 lakh for IAS, ₹ 50,000 for MBA/CLAT, ₹ 30,000 for SSC/LIC, ₹ 25,000 for Group-C exams and ₹ 10,000 for interview preparation."
He added, "Even if we consider that all 3,000 verified students took IAS coaching, the maximum cost would be around ₹ 30 crore. How did it become ₹ 145 crore?"
Gupta, in her post, said the Aam Aadmi Party will have to account for every penny.
"Their politics has always been a show in the name of Dalits. But when it came to responsibility, they did not hesitate to rob them of their rights. Now their real face will be exposed," she alleged.
The AAP in a statement said the saffron party had "shut down a functioning model" of public services in education, health, and electricity, alleging it of indulging in vendetta politics.
"Check every brick in Delhi's schools, every needle in our Mohalla Clinics … But after you are done with your witch hunt, start doing some real work," the party said in the statement, urging the BJP to honour the public mandate and focus on governance.
The party alleged that civic issues such as power cuts, sewer overflows, and fee hikes in private schools have worsened under the BJP's watch.
"Six months have gone by, and not a single step has been taken to address the issues of ordinary citizens," it said.
The AAP flagged the BJP's yet-to-be ratified promise of ₹ 2,500 per month to them.
The AAP will have to account for every penny.
"They have turned 'Jahan Jhuggi Wahan Makaan' into 'Jahan Jhuggi Wahan Maidaan,'" it added.

PWD minister Parvesh Verma and other senior officials were also present. Delhi govt, in its statement, said that concerns were raised over the public works department's (PWD) "negligence" and the prolonged delays in the project. "The chief minister instructed senior officials to ensure its timely completion, noting that the payment was necessitated because the previous govt prevented the company from executing the work," the statement read. Officials, privy to the discussion in the meeting, said Gupta called the project "yet another example of corruption and negligence under the previous Aam Aadmi Party (AAP) govt". Responding to the allegations, AAP said the investigations launched by BJP govt were an "excuse" to avoid real work. While the elevated road was scheduled for completion in Oct 2017, it was repeatedly delayed and eventually went into arbitration. "The ruling favoured the contractor with an award of Rs 120 crore. When the payment was withheld, the company approached the high court, which, in May 2023, ordered the PWD to pay Rs 175 crore, including interest and GST. The sum was subsequently paid during the tenure of then PWD minister Atishi," govt said in the statement. Tired of too many ads? go ad free now Officials said the chief minister slammed the previous AAP govt for neither filing a review petition nor acting against the officers responsible for the arbitration award, adding that the payout hampered other PWD schemes. "She also disclosed that the contractor initially offered to settle the dispute for Rs 35 crore, but the proposal was ignored, resulting in the escalation of the matter to the high court," the statement read. The minister also noted the possibility of PWD officials being complicit in the irregularities and said their actions would also be scrutinised under the vigilance inquiry. She, however, added that the investigation would not hinder the project's progress and reiterated govt's commitment to completing it within the stipulated time frame. While the project was planned in 2011, the tender was floated in 2014. The 3.5 km-long elevated road was initially held due to the delays in acquiring land parcels along the Yamuna floodplain, which were under private control, and later for the want of permission to fell over 300 trees. Officials informed the chief minister that the project would gain pace soon, as the permission for the removal of trees was expected shortly. "The chief minister stressed that no further delays would be tolerated and assured adequate budgetary support to complete the project, which is expected to significantly ease traffic between south and east Delhi," govt statement read. Meanwhile, AAP in a statement said the BJP's "four-engine govt" failed to take a single meaningful step to address the concerns of ordinary citizens, despite being more than five months in power, and focused its energies on "delay, deflection, and distraction" by "flooding" the system with "raids, investigations, and baseless cases". "Jail whoever you want, file as many cases as you like — nothing will come of it, because there's nothing to find," AAP said, adding, "These investigations are not instruments of governance — they're excuses to avoid real work."

NEW DELHI: In a major relief to Mamata Banerjee government , the Supreme Court on Monday lifted the Calcutta HC stay on implementation of the new list of OBC sub-groups, including 80 belonging to the Muslim community, and said it is well settled that the Executive can notify such a list without passing a legislation. On June 17, the HC had stayed the new OBC List entitling to quota benefits 140 sub-groups under OBC-A and OBC-B categories. The earlier list, which was struck down by HC, had 113 OBC sub-groups, with 77 from the Muslim community and 36 from others. The appeal of the Bengal govt challenging the quashing of the earlier list is still pending before the SC. Appearing for the state, senior advocate Kapil Sibal said the stay has put the govt in a piquant position as it faces the task of recruiting 40,000 teachers and preparing a roster. A bench of Chief Justice B R Gavai and Justices K Vinod Chandran and N V Najaria said, "Prima facie the HC order is erroneous. A 9-judge constitution bench of the SC has settled the law and ruled that List of sub-groups for availing quota can be notified by the Executive without a legislation". On a petition by one Amal Chandra Das challenging the new OBC list, an HC bench of Justices Tapabrata Chakraborty and Rajasekhar Mantha had on June 17 directed that executive notifications issued between May 8 and June 13 about OBC categories will not go into effect till July 31. The SC bench said: "How the HC stay the notification without giving reasons? It is in the teeth of a constitution bench judgment of the SC. If you all agree, we can request the HC chief justice to assign the matter to a special bench, other than the judges who heard the matter, and decide the issue on merits". Appearing for the petitioners, senior advocates Ranjit Kumar and Guru Krishna Kumar said the HC has not imposed any stay on the implementation of OBC reservations based on the list existing prior to 2010, which had 66 sub-groups. "It is the state which has enacted legislation laying down the procedure for inclusion and exclusion of sub-groups from OBC List. Once the procedure is laid down in law, it must be followed scrupulously, which the govt didn't, thus, inviting a stay from the HC," they said. "The state law mandates that the State Backward Class Commission is to be consulted, which was not done by the state. No survey was undertaken to identify the sub-groups which should be included. What they did was to reintroduce the list of sub-groups whose inclusion was quashed by the HC earlier," they held. Sibal, on the other hand, said a survey was done and 76 new sub-groups were added to the earlier list. The petitioner had not challenged the survey done for this purpose, he said.

Instead, the court said it would hold daily hearings to enable an expeditious ruling on the issue. To EC's argument that Aadhaar was not a conclusive proof of identity, the court asked which single document gave conclusive proof and told the commission to accept Aadhaar along with EPIC for verifying a voter's credentials. The court in its July 10 order had said, "It would be in the interests of justice if the EC also considers the following three documents such as 1) Aadhaar card; 2) EPIC issued by EC, and 3) Ration card, as these documents would satisfy most of the voters." Senior advocate Gopal Sankaranarayanan, arguing on behalf of petitioners, told a bench of Justices Surya Kant and Joymalya Bagchi that the EC is still not considering these three documents to authenticate the voters and could lead to mass exclusion of names of persons from voters list. For EC, senior advocate Rakesh Dwivedi and Maninder Singh told the SC that the commission had difficulty in accepting ration cards as proof of voters because of large-scale irregularities found earlier. "The revision forms given to people are pre-filled with their EPIC numbers. Since EPIC is not a conclusive proof, the voters must show some other document to authenticate names on the voter list." So, proceed with (SIR while accepting) Aadhaar and EPIC' When Dwivedi raised the apprehension that Aadhaar too could be forged, the bench said the EC can prosecute individuals who attempt to authenticate their names as voters by providing forged documents. 'An exercise of this nature cannot be for en masse exclusion. It should aim for en masse inclusion,' the bench said. Sankaranarayanan said till the time the issue about documents relating to SIR is decided by the SC on adjudication of the petitions, the EC should not proceed with the exercise. Justice Kant-led bench said, 'The earlier order is clear – there cannot be any interim order in this case.' The senior counsel persisted for maintenance of status quo or clarification that SIR would be subject to outcome of petitions in SC. The bench said if it agreed with petitioners, then it had power to quash SIR. 'We need to hear the petitions as expeditiously as possible. Counsel for petitioners must give by Tuesday a schedule detailing the time to be taken by each counsel. We will hear it on a day-to-day basis,' it said.
