Charting the sustainable fiscal and economic agenda
PETALING JAYA: The government's priority will continue to be placed on addressing leakages and enhancing efficiency through measures such as the phased implementation of the e-invoicing system moving forward.
The Fiscal Policy Committee (FPC) stated that these efforts underscored the government's resolve to build a fairer, more resilient and sustainable fiscal framework that supports long-term economic growth and the well-being of the rakyat.
The FPC convened yesterday to provide a comprehensive review of Malaysia's current economic developments, assess key external and domestic challenges, as well as analyse short and medium-term fiscal projections as outlined in the Public Finance and Fiscal Responsibility Act 2023 (FRA).
Prime Minister Datuk Seri Anwar Ibrahim, who chaired the meeting, stressed that the role of the FPC in shaping a balanced path between fiscal sustainability and economic growth is central to the government's commitment to sound fiscal governance, ensuring that the needs of the rakyat and businesses are met without compromising long-term stability.
He also noted that as the Madani government embarks on the 13th Malaysia Plan, fiscal space must be optimised to deliver public investments that materially transform the economy (Raise the Ceiling) and improve the rakyat's quality of life (Raise the Floor).
'The Madani government remains committed to pursuing fiscal sustainability while ensuring that growth momentum is preserved, particularly in light of current global developments.
'The Malaysian economy has continued to demonstrate resilience, expanding by 4.4% in the first half of 2025, while the unemployment rate eased to a decade low of 3%. In 2025, Malaysia's economy is expected to grow between 4% and 4.8%, underpinned by strong domestic demand, moderate inflation, and a stable labour market,' he said in a statement yesterday.
Anwar noted these outcomes were realised in tandem with the government's fiscal consolidation efforts, with the successful reduction of the fiscal deficit from 5.5% of gross domestic product in 2022 to 4.1% in 2024.
'The FPC meeting today reaffirmed the government's commitment to reducing the 3.8% fiscal deficit target for 2025 and subsequently achieving a deficit of 3% or below in the medium term,' he added.

Proton's electric vehicle plant to start production in September

Located in the high-tech Tanjung Malim compound in Perak, the plant is now 90.4 per cent complete and equipment installation is at 83.5 per cent, with overall progress at 86.9 per cent. Advertisement Once completed, the new plant would produce multiple models from the Global Modular Architecture (GMA) platform, Proton said in a statement today. Production will kick off with the Proton 7, the first-ever EV from a Malaysian automotive brand, followed by the Proton 5, Malaysia's most anticipated entry-level EV, which is currently being showcased to the public on a nationwide tour. From an initial planned capacity of 20,000 units, the plant could ramp up production to 45,000 units per annum, based on sales demand in Malaysia and overseas markets. To support the ramp-up before launch, the plant's immediate hiring focus is on critical operational and technical roles. To-date, it has hired 30 non-executives, aiming to fully train these key personnel before the full-scale production begins mid-September. The plant would eventually lead to the creation of over 200 new jobs, specialising in EV industrialisation and technical services. Meanwhile, as part of its partnership with Proton, the Zhejiang Geely Holding Group (Geely) has provided technical guidance on production systems, helped with equipment selection, and deployed experts to assist with installation and trial runs. Geely has also facilitated overseas training for Proton staff and ensured that the plant aligns with global EV manufacturing standards. Proton's head of Manufacturing Engineering, Wan Yousry Mohamed said the plant is a symbol of Proton's transformation and the group's unwavering commitment to a sustainable, high-tech future. 'We are also laying the foundation for Malaysia's leadership in the regional EV landscape by strategically expanding our EV offerings into new overseas markets. 'This is a monumental step for the company and for the nation, and we are excited to see our first Malaysian-made EVs to roll off the line and onto our roads,' he said.

Billions spent but armed forces assets outdated: PM
PETALING JAYA: Billions have been spent on defence, yet Malaysia is still deploying ships from 1976 – a failure Prime Minister Datuk Seri Anwar Ibrahim says is due to flawed procurement practices weakened by political interference and over-reliance on private agents. He said Malaysia must cut its dependence on intermediaries and instead prioritise government-to-government agreements which provide greater accountability and help avoid political or personal interests. Speaking in Parliament yesterday, Anwar said the wasteful spending of the past had left the armed forces struggling with outdated equipment. 'Even ships from 1976 are still in service because we do not have enough vessels. Imagine that. Billions spent, but ships are lacking. 'Back then, I was still at Kamunting, and yet those ships are still being deployed today because there are no other ships available. This is a lesson for us.' Anwar said future procurements must involve proper negotiations, strict cost scrutiny and expert evaluation. The outcry over outdated assets has reached the highest level, with His Majesty Sultan Ibrahim, King of Malaysia warning against putting servicemen in 'flying coffins'. Speaking at the Rejimen Gerak Khas 60th anniversary parade last week, the King reminded the Defence Ministry not to repeat past procurement blunders, citing the ill-fated Skyhawk aircraft deal, and urged greater transparency to prevent middlemen from inflating costs. Anwar said Malaysia's defence budget had risen from RM3 billion in 2020 to RM5 billion in 2024 in response to mounting geopolitical threats. He cited the military build-up by the Philippines and the United States in southern Philippines, reportedly triggered by Chinese activity in the South China Sea. On internal security concerns, Anwar cited recent incidents, including of a syndicate involving senior Malaysian Armed Forces officers leaking operational information. He said the Malaysian Anti-Corruption Commission (MACC) uncovered bribery ranging from RM30,000 to RM50,000 per trip in that case. 'These are serious national security issues which I am treating with utmost priority. A comprehensive investigation into alleged leaks within the military's intelligence apparatus is already underway. 'If there are groups, akin to cartels, profiting by selling confidential information, this is a grave matter for the nation. 'Let a preliminary investigation be carried out. I have already briefed the Royal Malaysian Air Force chief and the relevant parties, including the Intelligence Division director. 'I am awaiting the initial report but we will not cover up anything. If we begin compromising on breaches within our intelligence apparatus, it would be disastrous for the country.' Separately, Anwar addressed corruption allegations involving Sabah state assemblymen. Responding to Beluran MP Datuk Seri Ronald Kiandee's question on why only two out of eight individuals implicated were charged, Anwar said MACC would only proceed with cases that are 'substantive in facts and law'. He said video or voice recordings alone are insufficient without corroborative evidence. He added that according to MACC, those who were charged are the ones against whom it is confident there is sufficient evidence and legal basis, not mere hearsay.

99 Speed Mart outlook to stay positive in 2H25
PETALING JAYA: Analysts have raised their target prices (TPs) on 99 Speed Mart Retail Holdings Bhd as its first half ended June 30, 2025 (1H25) results either met or beat projections across research houses. RHB Research, which maintained a 'buy' call on the home-grown mini market chain retailer, lifted its TP to RM2.81 from RM2.45 after a 1H25 net profit of RM296.39mil from 99 Speed Mart came in at 51% of both its and consensus full-year forecasts, driven by stronger-than-expected margins. The research house expects earnings momentum to strengthen in 2H25 on the back of robust margins and extended operating hours (opening at 9am instead of 10am) introduced in July, which have seen 'encouraging response'. Post-results, it raised earnings estimates on the retailer for the financial year ending Dec 31, 2025 (FY25), FY26 and FY27 by 3%, 3% and 2%, respectively. RHB Research said opportunities in underserved regions will continue to support outlet expansion and scale, fuelling a three-year earnings compound annual growth rate of 10%. It also noted 99 Speed Mart's domestic-centric and resilient profile, which should appeal to investors amid uncertainties from the US tariff policy. '99 Speed Mart is well-positioned to benefit from the rising disposable income of lower income groups and downtrading trends from elevated inflationary pressures, given its extensive store network and consumer preference for mini-markets,' it said. 'We believe earnings growth over a longer term will also be sustained by 99 Speed Mart's strategies to expand its addressable markets.' CIMB Research also kept its 'buy' call and raised its TP to RM2.80 a share from RM2.60. It expects earnings resilience in 2H25 despite weaker consumer sentiment, supported by new store openings, stronger demand for daily necessities, extended operating hours and government handouts under the Sumbangan Asas Rahmah (Sara) scheme. CIMB Research said its revised TP of RM2.80 is now based on 35 times FY26 price-to-earnings (PE) versus 33 times previously. 'Our revised multiple reflects a 20% premium (up from 10% previously) to the current weighted average PE of large Malaysian consumer caps (29.1 times), justified by stronger earnings growth prospects, 99 Holdings' positioning as a key beneficiary of consumer downtrading and government cash assistance schemes, and its entrenched leadership in Malaysia's mini-market retail segment,' it said. Meanwhile, Hong Leong Investment Bank (HLIB) Research reiterated its 'buy' call on 99 Speed Mart with an unchanged TP of RM2.98, based on 45 times FY25 PE. The research house said it remains upbeat on the group's outlook, underpinned by consistent execution and structural growth drivers. '99 Speed Mart continues to deliver steady top and bottom line expansion, anchored by its aggressive store rollout strategy, with at least 250 new outlets targeted in 2025 and an imminent 3,000 outlet milestone,' it said. HLIB Research added that extended hours and recent promotional campaigns should 'further entrench its value-for-money positioning and reinforce customer stickiness, particularly among cost-conscious households.' On the macro front, the research house expects private consumption to remain resilient, supported by rising disposable incomes from wage adjustments and enhanced fiscal support. Notably, it pointed to the RM100 Sara credit programme, which now extends beyond the B40 segment, as a meaningful near-term catalyst for retail spending. 'Taken together, we believe 99 Speed Mart is well positioned to capture incremental wallet share, leveraging both its expansive footprint and value led proposition,' it said. 'We like 99 Speed Mart due to its strong market presence and extensive store network, with competitive pricing that is well-positioned to drive stable and recurring revenue.'
