
TOI Dialogues - Infrastructure Chapter: UP's path to future-ready growth; experts stress need for skill development
As part of its ongoing initiative 'Driving India's Growth One Dialogue at a Time,' Times of India hosted the latest edition of its flagship event, TOI Dialogues – Infrastructure Chapter in Lucknow.
The e-conclave brought together key voices from government and industry to deliberate on
Uttar Pradesh
's developmental strides in infrastructure, employment and investment.
The event focused on Uttar Pradesh's transformational journey, with particular emphasis on roads, smart cities, green energy and industrial growth. The second panel discussion was on the theme 'Creating a Future-Ready Uttar Pradesh by Connecting Infrastructure, Industry, and Human Capital' and was moderated by Sanjay Bhatnagar.

Amit Mohan Prasad: MSMEs as growth engines:
Opening the discussion, Amit Mohan Prasad emphasized Uttar Pradesh's emergence as a top investment destination due to factors such as improved law and order, progressive industrial policies and a large consumer base.
Highlighting the CM Yuva program, he explained the state's flagship scheme aims to support one lakh micro enterprises annually over the next decade.
'MSMEs are the biggest employment generators, contributing 30% to GDP, 60% to employment and 45% to exports,' he noted.
Pulkit Khare: Skilling for the future:
Pulkit Khare stressed the critical link between infrastructure and human capital, noting that without the right skill sets, physical infrastructure loses its value. He revealed that only 70% of graduates in UP are considered industry-ready, with national figures even lower.
The initiative lead by him is providing free training programs in emerging domains like AI and IT to bridge the gap. 'Any kind of physical infrastructure is incomplete if we don't have proper human infrastructure,' he added.
Shashank Chaudhary: Changing perceptions of UP:
Shashank Chaudhary addressed the evolving investor sentiment, pointing out that UP was once seen as an agrarian state, plagued with concerns over governance and infrastructure. However, initiatives like expressway networks, upcoming airports and electronic manufacturing parks have redefined investor confidence.
'Today, investors appreciate the scale of development. Those who've started operations in UP are running them successfully,' he stated.
Rahul Ahluwalia: UP must compete globally:
Rahul Ahluwalia offered a broader perspective on ease of doing business, arguing that UP must now aim to compete with countries like China and Vietnam, not just Indian states.
'UP has gone from being one of the most restrictive states to one of the most liberal in terms of business reforms,' he observed.
Vineet Rai: A time for introspection:
Concluding the discussion, Vineet Rai acknowledged that basic infrastructural needs have been met, but the state must now focus on raising per capita GDP and achieving the aspiration of becoming a $1 trillion economy.
He stressed the need for joint action by the government and private sector, saying, 'The ecosystem in UP at this point of time needs a critical introspection of itself.'

Defence production hits record Rs 1.5 lakh crore, private firms' share up
Synopsis India's defence production has surpassed ₹1.5 lakh crore, marking a significant milestone fueled by increased private sector participation. The defence minister highlighted an 18% growth in FY 2024-25, showcasing the strengthening of India's defence industrial base. Defence exports also saw a surge, reaching ₹23,622 crore, reflecting a 12% increase over the previous year. PTI Indian defence production has crossed the ₹1.5 lakh crore mark, with private companies increasing their share in production and export of military systems, defence minister Rajnath Singh said on Saturday. Lauding the collective effort that led to an all-time high figure of defence production worth ₹1,50,590 crore, Singh said that the milestone is a clear indicator of India's strengthening defence industrial base. Officials said that in the 2024-25 FY, there has been an 18% growth over the previous fiscal's output of ₹1.27 lakh crore, and a 90% increase since FY 2019-20, when the figure was ₹79,071 crore. The numbers have been achieved as the government has gone on overdrive to promote Indian companies to enter the sector and has initiated programs like Emergency Procurement (EPs) that have given orders to a large number of startups and smaller companies as well. Defence Public Sector Undertakings (DPSUs) and other PSUs accounted for around 77% of total production, while the private sector contributed 23%. The share of the private sector has been steadily rising, from 21% in FY 2023-24 to 23% in FY 2024-25, and is expected to go up exponentially in the coming years as several big projects have been opened up to competitive bidding. Dozens of companies, from backgrounds as diverse as automobile component manufacturing to civil works have entered the defence manufacturing sector as opportunities grow."Both public and private segments of the industry have demonstrated consistent year-on-year growth, attributed to far-reaching policy reforms, enhanced ease of doing business, and a strategic focus on indigenisation over the past decade," officials said. There has been a surge in defence exports as well, with the figure growing to ₹23,622 crore in FY 2024-25, a 12% growth over the previous year.

GVMC to complete 24X7 water project by Dec 31
Visakhapatnam: The Greater Visakhapatnam Municipal Corporation (GVMC) has targeted Dec 31 as the deadline for the completion of the ongoing 24x7 potable water supply project in north-west part of Visakhapatnam city, funded by the Asian Development Bank (ADB). Although the project is already operational in the Madhavadhara, Muralinagar, and Marripalem areas, providing around 5,000 potable water connections, some work remains pending and must be completed to ensure an uninterrupted water supply to the public. GVMC commissioner Ketan Garg, accompanied by water supply department engineers, inspected and reviewed the progress of the project in the Visakhapatnam north-west sector of Madhavadhara, under Zone-V. During this review, the commissioner directed the GVMC superintending engineer KVN Ravi to ensure that all pending work is immediately completed by the contractor. He clearly set the deadline for full completion as Dec 31. The commissioner said that bills should be prepared for existing customers based on their actual water consumption. EC delists 5 parties in state
1 2 Ranchi: The Election Commission (EC) has removed five registered unrecognised political parties (RUPP) from its list in Jharkhand after they failed to meet the regulation provided under the Representation of People (RP) Act, 1951. The office of Jharkhand chief electoral officer (CEO) K Ravi Kumar on Saturday said Bharat Vikas Morcha of Deoghar, Bhartiya Janmukti Party and Manav Mukti Party of Palamu, Navjawan Sangharsh Morcha of Garwah and Rashtriya Mazdoor Kisan Prajatantrik Party of Ranchi were removed from the list. "If a registered party does not fight elections for six years then it would be removed from the EC list. Besides, political parties have to inform the EC about the changes in their name, address and office bearers without delay to the EC, under the RP Act," the CEO's office said in a statement. The EC, had in June sent a list of 345 RUPPs, including seven of Jharkhand, to CEOs across the country for compliance of rules. Jharkhand CEO issued show cause notices to the RUPPs and provided them opportunity to present their argument. Out of seven RUPPs of Jharkhand, Jansadharan Party and the Jharkhand Vikas Dal presented their sides before the CEO. Based on the recommendation of the CEOs, the EC has removed 334 RUPPs from the list. These political parties cannot take benefits of the Income Tax Act and the election symbols (reservation and allotment) order under the RP Act.
