Many state visits are empty, symbolic acts that have little to no policy content or lasting significance. But every now and then, such a visit changes the shape of international relations. Could French President Emmanuel Macron's recently concluded trip to London be one of them? Macron's three-day trip, the first state visit to the United Kingdom by a European Union head of state since Brexit in 2020, had plenty of pomp and pageantry. But it also focused on policy and politics, which reflects a profound shift in the UK's circumstances since leaving the EU.
During the upheaval of the Brexit psychodrama, there was little interest in constructive exchange, and the UK's relationship with Europe remained defined by its lurching departure from the bloc. But nearly a decade on, Donald Trump is back in the White House and has launched a trade war on the world. Russian President Vladimir Putin has shredded the European security order. And Chinese President Xi Jinping has resorted to threats of economic coercion – a striking reversal from the 'golden era' of UK-China relations proclaimed in 2015.
Even more dramatic, perhaps, are the changes in the EU. The big policy initiatives launched during Macron's UK visit reflect the forces that are turning the bloc on its head.
First, the EU is moving from a peace project to a war union. For most of its existence, the EU sought peace through economic integration. But Putin's war of Ukraine in 2022 reoriented the bloc towards security – a goal that has taken on greater urgency since Trump cast doubt on the United States' commitment to collective security on the continent.
There is broad support for this new orientation. According to a recent opinion poll conducted by the European Council on Foreign Relations, many Europeans favour increased defence spending, conscription and the development of a European or national nuclear deterrent.
Against this backdrop, Macron and British Prime Minister Keir Starmer took a bold first step towards establishing an independent nuclear deterrent with the Northwood Declaration, in which they agreed that 'there is no extreme threat to Europe that would not prompt a response by our two nations.' A second major change is the development of 'securonomics.' The EU economy is under pressure from Trump's tariffs and China's export restrictions on magnets and critical minerals. EU policymakers now talk of de-risking, diversifying and deepening the single market, rather than pursuing free-trade agreements. While the UK has made it clear that it will not rejoin the single market or the customs union, the question is whether it can persuade the EU that it can be counted on to help the bloc achieve its new trade goals, or whether it will be given unfriendly treatment because it is seen as posing a risk to those objectives.
Domestic politics in Europe has also undergone a rapid transformation. It has been fascinating to watch Macron – once a poster boy for liberal universalism – reinvent himself as a champion of secure borders and protectionism, while taking a tougher stance on crime. This volte-face has seen mainstream European politicians shift focus towards defending national sovereignty – from Russia, China, Trump, and migration – while they try to contain populist parties such as Marine Le Pen's National Rally and Alternative für Deutschland. That is the backdrop for the ground-breaking deal that Starmer and Macron signed on migration returns.
Starmer's approach to Europe is a marked improvement from that of former Conservative prime ministers Boris Johnson (who compared the EU to Napoleon and Hitler) and Liz Truss (who questioned whether Macron was a friend or a foe). Starmer has proved himself, particularly with his deft diplomacy on Ukraine, to be a reliable partner and stakeholder, regaining the trust of EU institutions and member states. One senior German policymaker told me how impressed he was by the UK filling the leadership vacuum created by Trump's disregard for Ukraine.
In other words, the UK is widely seen in Europe as being 'part of the team' again. The EU-UK summit in May provided a clear framework for deepening the relationship, not least through a Security and Defence Partnership that paves the way for British participation in European defence programmes.
But the UK government has remained far too cautious in other areas. Most notably, Starmer has been careful not to cross the Labour Party's self-imposed red lines: no freedom of movement, no customs union and no single market. Future historians may well wonder why Starmer did not aim higher.
The changing international environment offers Starmer a clear opportunity to redraw Europe's political map, which would establish him as one of Britain's most consequential leaders. But to do so, Starmer must convince British voters that today's Europe is a different creature from the one they imagine: a defence community that is more focused on safeguarding the continent than on transcending the nation-state. And he must explain how the UK can help build this new European security order, so long as it banishes the Brexit mindset.
As a post-liberal Europe emerges, Britain must stop clinging to the past and seize the chance to shape the continent's future in a way that advances its interests. That requires acknowledging that both the EU and the UK have entered a new era. Copyright: Project Syndicate, 2025

The chief executive of James Henderson — a British-American global asset management group headquartered in London — Ali Dibadj, has said international investors are 'starting to take notice' of investment opportunities in the UK, adding to the growing chorus of senior finance executives who are bullish about British assets. The company offers a range of financial products to individuals, intermediary advisors and institutional investors globally, under the trade name Janus Henderson — the groups holding company. 'There is an enormous opportunity, not just for investors to invest in the UK, but to open up the UK to investors around the world'. Dibadj said. 'The UK has a stable political backdrop and has solid foundations for growth — a UK consumer that is in real wage growth and has built up savings since Covid, businesses that have been conservative in their borrowings and banks that have re-built their balance sheets since the global financial crisis'. Dibadj, who joined Janus Henderson in 2022 from Alliance Bernstein, added that a likely lower interest rate environment in the UK and a stock market that trades at a 'significant valuation discount' to those elsewhere in the world were among other reasons to be optimistic. 'A stable political backdrop and a modestly growing economy at a very reasonable valuation is a solid place to be', said the 50-year-old. 'International investors are starting to take notice and there has been an uptick in inflows to UK equities from overseas'. UK-focused funds have posted considerable outflows following Brexit and several bouts of political upheaval, but the pace of withdrawals has slowed in recent months. Data from Calastone showed net outflows of £449m from UK equity funds in May were down to half the monthly average for the past three years. However, equity funds have only recorded one month of positive flows in the past four years. New York-based Dibadj is the latest high-profile investment executive to single out potential investment opportunities in the UK. In May, BlackRock CEO Larry Fink said that the world's largest asset manager had been increasing investment in 'undervalued' UK assets. Fink said the $11.6m asset manager had added to its UK positions 'across the board' and claimed some of the negativity shown towards British companies 'was probably not warranted'. 'I have more confidence in the UK economy today than I did a year ago', Fink said. The 72-year-old pointed to the growth agenda fostered by the UK government. He highlighted in particular that the Competition and Markets Authority has sped up its decision-making. 'I don't know what's changed it but it's a good change', Fink said. JPMorgan chief Jamie Dimon also recently backed the government's approach. He told Financial Times in April that 'there's much to like' about Labour's pro-growth agenda. Other investment leaders are pointing to renewed interest in European assets amidst uncertainty following the introduction of trade tariffs by US president Donald Trump. Growth minded: Dibadj praised the UK government for 'real conviction' in pushing through market reforms that aim to spur growth and investment, such as the recent Mansion House Accord. This saw several of the UK's largest pension providers commit to allocating at least 10 per cent of their defined contribution assets to private markets by 2030. At least half of those asset will go to investments in the UK. 'There is a growth-minded government that has shown it will take action, a catalyst to kick start investment,' said Dibadj. 'That, combined with the opportunity that existing valuations present, are what makes the UK such an attractive proposition moving forward'.

The UK on Wednesday sanctioned more than two dozen people, groups, and suppliers from China, the Middle East, and the Balkans accused of helping to smuggle migrants across the Channel, in what it called a "landmark" first use of new powers. The move comes as Britain's government faces growing domestic pressure to stem the migrant arrivals on small boats from northern France, as numbers hit record levels this year. The asset freezes and travel bans announced target individuals and entities "driving irregular migration to the UK", and include four "gangs" and "gangland bosses" operating in the Balkans, the Foreign Office said. They also hit a small boat supplier in China, so-called "hawala" money movers in the Middle East, and seven alleged people-smugglers linked to Iraq. Foreign Secretary David Lammy called it "a landmark moment in the government's work to tackle organised immigration crime," impacting the UK. "From Europe to Asia, we are taking the fight to the people-smugglers who enable irregular migration, targeting them wherever they are in the world," he added."My message to the gangs who callously risk vulnerable lives for profit is this: we know who you are, and we will work with our partners around the world to hold you to account." - 'Terrorising refugees' -Prime Minister Keir Starmer took power a year ago, promising to curb the journeys by "smashing the gangs" facilitating the crossings, but has struggled to deliver on the pledge. Nearly 24,000 migrants have made the perilous journey across the Channel so far in 2025, the highest ever tally at this point in a year. The issue has become politically perilous in the UK, blamed for helping to fuel the rise of the far-right and violence at anti-migrant demonstrations. Protests have erupted sporadically outside hotels believed to house asylum-seekers, with a recent demonstration outside one in Epping, east of London, descending into clashes that injured eight police officers. The riots sparked by the Southport attacks in July 2024 also saw suspected asylum-seeker hotels attacked and anti-migrant sentiment on display. Wednesday's designations represent the UK's first use of its new "Global Irregular Migration Sanctions Regime".It claims the regime is a "world first", empowering the Foreign Office to target foreign financiers and companies as well as individuals allegedly involved in facilitating people-smuggling to the UK. In all, it sanctioned 20 individuals, four gangs -- two Balkan groups and two of North African origin operating in the Balkans -- as well as the Chinese company. Among those facing curbs was Bledar Lala, described as an Albanian controlling "the 'Belgium operations' of an organised criminal group" involved in the crossings. The UK also targeted Alen Basil, a former police translator it accused of now leading a large smuggling network in Serbia, "terrorising refugees, with the aid of corrupt policemen". - 'Far-fetched' -London hit alleged "gangland boss" Mohammed Tetwani with sanctions, noting he was dubbed the "King of Horgos" over his brutal running of a migrant camp in the Serbian town Horgos. Tetwani leads the Tetwani people-smuggling gang, which the UK branded "one of the Balkans' most violent" and accused of holding migrants for ransom and sexually abusing women unable to pay the fees demanded. The sanctioned company in China -- Weihai Yamar Outdoor Product Co -- has advertised its small boats online "explicitly for people-smuggling," according to the Foreign Office. Tom Keatinge, of the Royal United Services Institute (RUSI), said the sanctions were "a new front in the UK's efforts to control a business model that brings profit to the enablers" and misery to victims. However, I would caution against overpromising," he told AFP. "Talk of freezing assets and using sanctions to 'smash the gangs' seems far-fetched and remains to be seen."History suggests that such assertions hold governments hostage to fortune."
