The Council has approved new rules based on Decree-Law No. (2) of 2025 that focus on human resources in Sharjah. These changes aim to create clear and effective guidelines for managing and developing the workforce. The goal is to enhance the work environment, clarify the roles and responsibilities of employees in government jobs, and promote efficiency, fairness, and job security in alignment with the government's goals for the emirate.
The executive regulations outline the procedures for how employees and government agencies interact and manage their work relationships. These regulations encompass a comprehensive set of rules and guidelines that address various administrative topics. In total, there are nine main sections, 130 articles detailing specific points, 33 tables for easy reference, and 30 forms and applications that employees may need to use.

They establish guidelines for various committees that oversee these processes, as well as rules governing bonuses, incentives, and benefits. There are also details about how promotions work and how to resolve any workplace status issues.
Additionally, the regulations outline rules for working hours, leave policies, and expectations for workplace behavior. They specify when disciplinary actions can be taken and the circumstances under which an employee may be terminated. Finally, there are some concluding points that wrap up the regulations.
The Council has approved new rules to enhance the efficiency of the Sharjah Government. GCC's total GDP at constant prices exceeds $456bln
MUSCAT: The Gross Domestic Product (GDP) at constant prices for the Gulf Cooperation Council (GCC) countries increased by 3.3% by the end of the fourth quarter of 2024, reaching USD 456.3 billion, compared to USD 442.3 billion during the same period in 2023. According to the latest statistics issued by the Statistical Centre for the Cooperation Council for the Arab States of the Gulf (GCC STAT), the contribution of non-oil activities to the GCC's real GDP at the end of Q4 2024 amounted to 70.6%, while oil activities accounted for 29.4%. The real GDP of the GCC countries in Q4 2024 recorded a quarterly growth of 1%, compared to USD 452.2 billion in Q3 2024.

Nigeria: Shippers Council prevents repatriation of $33mln questionable Forex claims at seaports
The Executive Secretary/CEO of the Nigerian Shippers' Council (NSC), Dr. Akutah Pius Ukeyima, on Thursday reiterated the pivotal role of shipping and maritime trade in Nigeria's economic growth and diversification strategy, emphasising the need to shift from oil dependency to harnessing the country's vast maritime potential. Speaking in Lagos on Thursday at the 26th Annual General Meeting and Post AGM-Talk of the International Chamber of Commerce (ICC) Nigeria, Dr. Akutah who was represented by the Director, Trade Services of the agency, Ms. Adaora Nwonu, stated that in 2024 alone, the Council helped prevent the repatriation of about N52 billion in questionable foreign exchange claims through its Economic Regulatory Portal (ERP), thus strengthening the national economy and promoting cost predictability. According to the NSC Boss, 'The theme of today's gathering, 'Shipping and Maritime Trade: The Backbone of International Trade,' is not only apt, but pertinent as it underscores the vital role maritime trade plays in facilitating global commerce and sustaining economic growth across nations. 'According to the United Nations Conference on Trade and Development (UNCTAD), more than 80 per cent of global trade by volume moves by sea. For Nigeria, with our vast coastline and maritime potential, shipping is not just a trade tool, it is a national development platform.' Dr. Akutah added that over 11.1 billion metric tonnes of goods were shipped globally in 2023, emphasising the sector's influence on job creation, industrial zones, and ease of doing business. He commended the Federal Government for creating the Ministry of Marine and Blue Economy, with a vision to unlock ocean-based resources and position shipping as a non-oil growth driver. 'Modern ports are the new factories,' Dr. Akutah declared, underlining the importance of port modernisation, inland connectivity, and digital innovation. He also said that the NSC's achievements include the prevention of ₦52 billion in questionable forex claims, the resolution of over ₦2 billion in cargo disputes, and the promotion of inland dry ports to expand trade access. 'We are championing reforms that reduce delays, eliminate inefficiencies, and simplify processes. Key interventions include leading the National Single Window (NSW) implementation; Monitoring port performance; Driving process harmonisation through the Nigerian Ports Process Manual (NPPM); and collaborating with other MDAs to entrench Standard 'The Council evaluates freight rates, terminal charges, and demurrage claims to ensure economic reasonableness. In 2024 alone, we helped prevent the repatriation of about N52 billion in questionable foreign exchange claims through our Economic Regulatory Portal (ERP), thus strengthening the national economy and promoting cost predictability. 'Our Alternative Dispute Resolution (ADR) mechanism provides a transparent, time-efficient, and non-adversarial platform to resolve complaints between port users and service providers. 'In 2024, our intervention led to the recovery of over N2 billion for shippers and cargo owners,' Dr. Akutah added. On regional trade, he noted that maritime infrastructure is key to realising the promise of the African Continental Free Trade Area (AfCFTA). 'Intra-African trade currently accounts for less than 18 per cent of the continent's total trade. However, the implementation of the African Continental Free Trade Area (AfCFTA), with a market size of 1.4 billion people and a combined GDP of $3.4 trillion, is poised to change that and maritime transport will be the lifeline of AfCFTA's success. 'Nigeria must position itself as the regional hub for transshipment, logistics, and trade facilitation. To do this, we must: Modernise our ports and customs processes; Promote multimodal connectivity from seaports to industrial clusters and border posts; Harmonise tariffs and documentation with neighbouring economies; and Reduce barriers that hinder our exports and transit traffic. 'The Nigerian Shippers' Council is actively supporting these objectives through: Advocacy for seamless cargo corridors; Facilitation of stakeholder compliance with regional trade rules; and promotion of trade infrastructure that benefits landlocked countries and regional trade.' Dr. Akutah concluded by calling on the ICC Nigeria and stakeholders to join forces in building a globally competitive shipping sector, describing the Council's approach to regulation as one of empowerment, transparency, and protection. 'Let us build a maritime system that serves not only Nigeria's present needs, but secures its future as a global trade player,' he urged. US SEC rolls out ‘Project Crypto' to rewrite rules for digital assets
US Securities and Exchange Commission Chair Paul Atkins has announced 'Project Crypto,' an initiative to modernize the agency for the digital finance age and establish clear regulations for digital assets in the United States. Atkins said Project Crypto was in direct response to recommendations in a recent report by the President's Working Group on Digital Assets. Atkins proposed easing licensing rules to allow for multiple asset classes or instruments to be offered by brokerages under a single license, while also creating a clear market structure separating commodities, which most cryptocurrencies fall under, from securities. Regulatory exemptions or grace periods should be afforded to early-stage crypto projects, initial coin offerings, and decentralized software to allow these projects enough room to innovate, without crushing them under the weight of litigation or fear of reprisal by the SEC, Atkins said. Additionally, the SEC chair said crypto business shouldn't be forced to establish decentralized autonomous organizations (DAOs) to avoid regulation. He also said the right to self-custody must be protected by law. Atkins wrote: Many of the Commission's legacy rules and regulations do not make sense in the twenty-first century — let alone for on-chain markets. The Commission must revamp its rulebook so that regulatory moats do not hinder progress and competition, from both new entrants and incumbents, to the detriment of Main Street.' Outfitting the SEC for internet capital markets and onchain finance has been a stated goal of the new SEC chair and a way to cement US leadership in crypto. SEC fully embraces regulatory shift with Atkins at the helm Since Atkins became head of the SEC, the commission has shifted its posture toward the crypto industry by ending so-called regulation by enforcement, making pro-crypto regulations a priority and approving several crypto exchange-traded fund (ETF) applications. In May, the SEC released guidance clarifying that income earned from staking on proof-of-stake blockchains does not qualify as a securities transaction because the income is through providing validation services. The agency also approved in-kind creations and redemptions for crypto ETFs in July. This long-sought feature primarily affects how large institutions move assets in and out of the funds. The recommendations outlined in the recent White House report, titled 'Strengthening American Leadership in Digital Financial Technology,' included establishing a clear market structure, interdepartmental coordination between agencies, stablecoin policy, countering illicit finance, banking regulations and taxation.
