IMF report highlights Saudi Arabia's workforce transformation, strong non-oil growth

Saudi Arabia is transforming its labor market and projecting strong non-oil growth amid growing global uncertainty through increased employment, workforce participation and inclusive markets, according to a 2025 report released by the International Monetary Fund (IMF). Key achievements Among the most notable achievements highlighted in the IMF report were: Unemployment among Saudi nationals dropped to 7 percent by the fourth quarter of 2024 — surpassing the original Vision 2030 target ahead of schedule. The government has since revised the goal to 5 percent. Female labor force participation remains at a record 36 percent, marking a doubling over the past five years. Youth and female unemployment have halved in four years, showcasing the inclusive impact of ongoing reforms. Saudi employment in the private sector grew by 12 percent on average in 2024, with sustained growth into 2025. Wage premiums are rising for Saudi workers, especially in high-skilled roles, signalling greater returns on education and training. A spokesperson for the Saudi Ministry of Human Resources and Social Development said in a statement that the IMF report 'confirms that our labor market strategy is delivering results at scale.' He added: 'Unemployment is falling, private sector opportunities are growing, and female participation in the workforce has reached historic highs. The structural transformation underway is real — and it is delivering tangible benefits to citizens across the Kingdom.' The IMF report in particular noted progress in areas such as training programs, flexible work models, and access to affordable childcare as major contributors to increasing productivity and participation. It highlighted Saudi Arabia's strategic shift from job quantity to quality with a growing emphasis on job-matching, aligning education with market needs, and fostering high-skill employment. Looking ahead The latest IMF report comes as Saudi Arabia continues its Vision 2030 transformation. With unemployment targets already surpassed and a renewed focus on sustainable, high-quality job creation, the Kingdom is positioned to continue driving inclusive economic growth in the years ahead.

Saudi Arabia enables free Nusuk app access without data usage

Saudi Gazette report MAKKAH — The Ministry of Hajj and Umrah has activated full access to the Nusuk application without consuming mobile data, in collaboration with Saudi telecom operators STC, Mobily, and Zain, in a move aimed at easing pilgrims' journeys and enhancing the digital experience for Hajj and Umrah services. Ministry spokesperson Dr. Ghassan Al-Nouaimi said the initiative allows SIM card users in the Kingdom — citizens, residents, and visitors — to use all Nusuk services without an active data plan or internet connection. This includes issuing permits, making reservations, and accessing other digital services offered by the app, marking a significant step in enabling pilgrims and visitors to move between services seamlessly. Core services available without data usage include issuing permits for Al-Rawdah Al-Sharifah, booking Haramain High-Speed Railway tickets, navigating with Nusuk Maps, using the AI-powered 'Nusuk AI' assistant, and submitting inquiries or reports. Nusuk CEO Eng. Ahmed Al-Maiman said the collaboration is a major boost to the digital experience for pilgrims and visitors, facilitating their journey for Hajj, Umrah, or visits to Al-Rawdah Al-Sharifah. He noted that the initiative also enhances crowd management, enables instant access to essential information, reduces the number of lost visitors, and speeds up permit verification processes. The Ministry said the move is part of its commitment to advancing digital transformation in Hajj and Umrah services, building a fully integrated technical infrastructure that caters to diverse user needs and ensures easy, barrier-free access to services.

ADES expects 13% ROI, $1.1B liabilities from Shelf Drilling acquisition deal: CEO

Mohamed Farouk, CEO of ADES Holding Co., said the acquisition of Shelf Drilling Ltd. is expected to generate a 13% return on investment (ROI) over a seven-year redemption period, if the merger goes through as per the approved plan. He told Al Arabiya TV that Shelf Drilling's net liabilities amounted to $1.1 billion, financed at a 10% cost, which will be reduced by approximately 3.5%, thus recording estimated annual savings of $40 million in financing expenses and boosting the efficiency of the group's post-acquisition financial structure. Farouk also indicated that ADES expects to generate immediate revenues ranging between $450-900 million upon deal completion. These gains are bound to contribute 33-44% of operating earnings before interest, taxes, and depreciation, requiring no high working capital. He added that ADES operations currently record an annual operating rate of about $350 million, excluding the expected savings from the Shelf Drilling acquisition deal. The Saudi-listed company, according to CEO, is committed to distributing a target 60% of its 2026 profits to shareholders, in line with its dividend policy and drive towards enhancing ROI. At present, ADES is active in 19 countries across four different continents, catering to a diversified market base, with an eye to expand into new regions after the Shelf Drilling takeover. According to Argaam data, ADES International Holding Ltd., a subsidiary of ADES Holding, signed an agreement to acquire all issued and outstanding shares of Shelf Drilling, through a cash merger governed by the laws of the Cayman Islands. Under the deal, Shelf Drilling will remain a surviving entity. The transaction, slated to be closed in Q4 2025, is valued at approximately SAR 1.42 billion ($379 million).
