How to try and negotiate with Donald Trump

Since Donald Trump returned to the White House in January, it has been virtually impossible to keep up with all the extreme measures, incendiary rhetoric, personnel changes, policy reversals, and breaches of rules and norms, from intelligence leaks to defiance of court orders. That is by design: like European fascists in the twentieth century, Mr Trump knows that it is far easier to manipulate and suppress an overwhelmed, divided, and disoriented public than an informed, engaged, and assured one.
The relentless stream of declarations, policy U-turns, and legal violations confuses Mr Trump's opponents, making it difficult to devise a clear strategy for resisting him. And the flood of often-false or misleading information, combined with continued appeals to popular grievances, prevents Mr Trump's supporters from recognising that he is often actively working against their interests.
The international community, too, has been struggling to figure out how to respond to Mr Trump's behaviour, from his bombing of Iranian nuclear sites to his rejection of multilateral agreements. When it comes to tariffs, however, the path forward should be clear.
On April 2, Mr Trump announced "reciprocal" tariffs on countries running trade surpluses with the United States. But on April 9 -- less than 24 hours after the tariffs took effect -- he announced a 90-day "pause", during which affected countries were supposed to reach new trade deals with the US. True to form, the Trump administration has just moved the deadline again: now, countries apparently have until Aug 1.
Mr Trump's tariffs defy economic logic. A well-established theoretical framework, based on centuries of evidence, explains why international trade is fundamentally a win-win proposition: each country can produce and sell goods and services in the fields where it has a comparative advantage.
Many factors can contribute to that advantage, from demographics to natural-resource endowments to technological innovation. Japan is better equipped than most other countries to produce and export high-quality cars, thanks to decades of technological development and trust-building in foreign markets. When everyone is making the most of their comparative advantages, living standards rise everywhere. The Trump administration, however, treats trade like a zero-sum game: if other countries are benefiting, then the US must be losing. Mr Trump hopes that by weaponising tariffs, he will secure "victories" for US industry. The problem is that the added costs fall primarily on domestic importers and are then passed on to consumers. The result is reduced access to foreign goods, weaker domestic competition, and higher prices.
But Mr Trump either does not understand this, or simply does not care, and his supporters remain in thrall to his "Make America Great Again" myth-making. So, other countries feel considerable pressure to strike timely deals with his administration. They must resist that pressure. As game theory indicates, patience is crucial for finding cooperative solutions to seemingly intractable conflicts -- especially when the uncooperative party is showing impatience. Countries should also remain open to the possibility that trade negotiations can bring mutual benefits, particularly if their scope is broadened beyond industrial products, to include agricultural products and even security issues.
Trade talks between the US and Japan are a case in point. So far, bilateral negotiations have focused not only on automobiles but also on rice, an industry that Japan protects with tariffs and subsidies. But reports of excess production capacity suggest that these protections are not doing Japan much good. Add to that high prices, and Japan has good reason to liberalise the sector, quite apart from facilitating a trade agreement with the US.
Mr Trump's tactics have already motivated Europe to take responsibility for its own security. At last month's Nato summit, member countries committed to increasing their defence spending to 5% of GDP by 2035. Incorporating defence considerations into trade negotiations could prove constructive.
Japan's share of defence spending was affected by the US occupation policy after World War II, which was intended to prevent Japan from becoming a major military power again. Now confronted with the military might of neighbouring China and North Korea, and with new demands for increased defence spending from the US, the Japanese will need to consider the issue seriously.
None of this justifies Mr Trump's economically counterproductive, highly destabilising policies. But rather than become overwhelmed or distracted and end up striking unfavourable trade deals, countries must take their time, think strategically, and, where possible, bring mutually beneficial offers to the table. ©2025 Project Syndicate

Thailand is close to an agreement with the United States to lower a threatened 36% tariff on its exports ahead of the Aug 1 deadline, according to Finance Minister Pichai Chunhavajira, who expects trade talks to conclude within days. The Southeast Asian nation will submit additional clarifications and final details of its proposal to US trade officials in the coming days, Mr Pichai said on Tuesday. A deal is expected to be announced before the new tariff rate takes effect, as Thailand has already provided the Washington with 'almost everything' requested. 'We've completed more than 90% of the negotiation. Today or tomorrow should be the very final stretch. There's just a little bit left,' said Mr Pichai, who leads Thailand's team of trade negotiators. 'Some requests for explanations and asks came from their side, and I need to review those to make sure everything is truly complete.' Mr Pichai expects Thailand to get a new tariff rate that's in line with its neighbours. President Donald Trump previously has announced deals for 20% tariffs on Vietnamese goods and 19% for Indonesia. Bangkok has sweetened its offers to Washington in a last-stretch bid to lower the punitive tariff and minimise the impact on its export-reliant economy, which has lagged behind regional peers over the last decade. The US was Thailand's largest export market in 2024, accounting for 18% of total shipments. Thailand has offered to significantly increase purchases of US goods for which there is domestic demand — including agricultural products, liquefied natural gas and Boeing Co. aircraft — to reduce a trade surplus which stood at $46 billion last year. It has also pledged to invest more in the US, including in the Trump-backed Alaska gas project. Thai government has widened a list of US products that will be subject to zero tariffs to 90% of all items, up from over 60% previously, according to the Thai Chamber of Commerce, which advises Mr Pichai. The new offers could potentially help cut the trade surplus by 70% within three years and lead to balanced trade within five years, it said. When asked if the US had made new demands following last week's ministerial talks, Mr Pichai said: 'They're not exactly asking for more, but they do have a list of expectations — what the policies should look like and how certain issues are handled.' He added that the government is reviewing whether it can meet those expectations. Thailand's economic growth is already under strain due to the region's highest level of household debt and weak domestic consumption. A favourable trade deal would also help ease investor concerns amid political uncertainty. Prime Minister Paetongtarn Shinawatra was recently suspended by the court over alleged misconduct in managing a border dispute with Cambodia. Thailand's exports rose about 15% in the first five months of the year, driven largely by front-loading during the 90-day pause to allow tariff talks.

NEW YORK - Stephen Colbert had an unflinching message for US President Donald Trump in his first broadcast since his 'Late Show' was cancelled amid a political firestorm — 'the gloves are off.' Colbert, who addressed the cancellation of his show by a broadcaster that has been widely accused of seeking to curry favour with Trump for business reasons, came out swinging — telling Trump to 'go f*** yourself.' The Late Show, a storied US TV franchise dating back to 1993 when it was hosted by David Letterman, will go off the air in May 2026 following a surprise announcement by broadcaster CBS last week. The channel is part of Paramount, which is in the throes of an $8-billion takeover that requires approval by the Trump-controlled Federal Communications Commission. It pulled the plug three days after Colbert skewered CBS for settling a lawsuit with Trump. 'It's really awful that it's come to that in this country, where companies feel the need to obey in advance. It's really awful,' she told AFP. 'A plague on CBS' Colbert's lead guest Monday, acclaimed actress Sandra Oh, did not hold back, proclaiming a 'plague on CBS and Paramount' — the network on which Colbert's channel is broadcast and its media giant proprietor. Colbert's lip trembled as Oh paid tribute to his work speaking truth to power while staying funny. His other guest, actor Dave Franco, said he had loved Colbert's work in everything from 'The Daily Show' to 'The Colbert Report' and then 'The Late Show.' It was on The Daily Show, under the supervision of comic 'anchor' Jon Stewart, that Colbert perfected his alter-ego — a blowhard conservative reporter whose studied ignorance parodied actual right-wing broadcasters night after night. He moved up to a show of his own on the same network, Comedy Central, which was then part of Viacom and today is part of Paramount. Before long he took one of the most coveted chairs in US television — host of the CBS late-night slot. Colbert dropped his arrogant conservative persona and cultivated a reputation as one of the most trusted yet funniest figures on US television. Through the coronavirus pandemic he became a reassuring presence for millions, broadcasting from a spare room in his house and narrating the challenges he faced alongside his wife Evelyn. He also became an arch-critic of Trump, skewering the president for everything from his policies to his fondness for Hannibal Lecter. Skipping a promised question and answer session following the taping of Monday's show, Colbert told his studio audience that 'I was nervous coming out here.'

Time is running out. In less than two weeks, over 80,000 refugees on the Thai–Myanmar border will be left without food, health care, or protection. With US aid permanently cut, Thailand can no longer look away. The government must act before this humanitarian crisis spins out of control. These refugees, mostly ethnic Karen minorities fleeing war and persecution in Myanmar, have lived in limbo for over 40 years. Many were born in the camps, their hopes for resettlement long dashed, with nowhere else to go. The humanitarian crisis began with US President Donald Trump's executive order freezing all foreign aid for a 90-day review on Jan 20, immediately followed by a stop-work order for US-funded NGOs, including those serving nine refugee camps along the Thai-Myanmar border. Now, the cuts have become permanent. Even with US assistance, food and medicine were barely enough. Without it, how long can people endure hunger, illness, and despair? The Thai government must act before this desperate situation turns into a disaster. When the National Security Council meets this Thursday, it must go beyond temporary relief. A dignified and realistic solution is to allow them to work. With income, they can stand on their own feet, thus significantly reducing the burden on the government. To be fair, the government acted swiftly by providing emergency health care. But food aid is drying up. Other donors offer only minimal support. Without proper food or income, families face starvation or breaking the law by slipping out of the camps to find work. Let's be clear: these camps are no longer shelters. They are holding pens. People are locked in, barred from working or leaving. Thai is not even taught in the camps, making communication harder. Yet many are skilled and ready to contribute. Thailand has done better before. The country has hosted refugees from Myanmar, Laos, Cambodia, Vietnam, even China and Nepal. When repatriation proved impossible, Thailand gave them "displaced person" status with legal IDs, the right to work, and the chance to live with dignity. Reclassifying these refugees as migrant workers would be a mistake. That status limits them to manual labour, tight controls, and nearly no chance of changing jobs. The migrant worker label is neither fair nor productive. After all, refugees didn't migrate to find jobs, they were running away from a civil war. Their situation is different and deserves a different solution. One proposed solution is to classify them as "displaced persons from Myanmar". This is possible under the Immigration Act, allowing legal stay and work rights in jobs not reserved for Thai nationals. This term enables security agencies to monitor and manage the process properly. Many of these refugees are Karen, sharing cultural ties with Thai-Karen communities. Integration, especially in border areas, would not be difficult. Furthermore, only about 30,000 of these refugees are of working age. The labour market will have no problems absorbing the extra manpower. Without intervention, the risks are clear: illegal work, trafficking, and an increase in crime. These problems can be prevented if the government acts now. No one is asking the government to feed 80,000 mouths forever. People want the chance to stand on their own two feet. Give them that chance before it's too late.
