State revenue dept tells Pune district administration to upload land allotment data
2
Pune: The state revenue department has directed the district administration to upload comprehensive records of govt land allotted to educational institutions and private entities as part of a transparency drive.
In a letter dated July 21, the department instructed both Pune and Solapur districts to upload the data on their respective websites by July 23. The matter is slated for review at a Public Accounts Committee (PAC) hearing on July 29.
While Solapur met the deadline, Pune sought additional time and is expected to upload the data in the coming days, a senior state revenue official told TOI. "Both districts were directed to ensure full disclosure on their websites.
We have received Solapur's report, and Pune's is awaited," the official said.

Pune resident deputy collector Jyoti Kadam confirmed that the process is underway. "The data will be uploaded shortly as per the requirement," she said. The data of the land bank that has been allotted will soon be up on the department's website, she said.
The department's directive follows repeated concerns over land allotted for public purposes being left idle or diverted for other use.

A 2018–19 Comptroller and Auditor General (CAG) report asked the state to make such data publicly accessible for audit and citizen scrutiny.
The transparency drive is grounded in a govt resolution (GR) issued on Nov 26, 2012, which directed all district collectors to upload land allotment orders, circulars, and agreements by March 2013. However, compliance across districts has remained patchy, the CAG report stated.
As per revenue department records, Mumbai city and Nagpur have uploaded data up to 2018–19, Pune has only done so till 2015, and Nashik, Thane, and Mumbai suburban are yet to upload any information, the letter stated.
PAC has consistently emphasised that making land allotment records public is key to ensuring that govt land is used as originally intended. Officials acknowledged multiple instances where land granted for education or social welfare was either left unused or repurposed in violation of allotment terms.
Activists have also highlighted the need for regular monitoring and public disclosure. "There have been violations recently, and the district administration has issued notices in several cases, however, no action was taken," said activist S Joshi.
In 2023, the district administration identified 102 institutions — educational, charitable, and otherwise —for alleged breaches of lease or occupancy terms tied to govt land. Of these, action was taken against 16 and the remaining was to be carried out. However, due to the elections last year, the administration did not carry out any action.
Over the past three decades, Pune district has allotted around 1,000 hectares of govt land on lease or occupancy terms to 1,480 institutions, making oversight and compliance monitoring a key concern.

Donald Trump's 25% tariff: India expects minimal impact; indicates agriculture, dairy, GM food no-go areas in trade deal talks
Experts widely view Trump's tariff move as a pressure tactic to get India to agree to US terms. The US decision to impose 25% tariffs will have minimal effect on India, sources told PTI. India is clear that duty exemptions for agricultural, dairy and genetically modified (GM) products in trade agreements is a no-go area, the report said, quoting sources. In the fiscal year 2024-25, trade between India and the US reached $131.8 billion, which includes $86.5 billion in exports and $45.3 billion in imports. A significant portion of Indian exports, including pharmaceutical and electronic items, already fall under the US exemption category and therefore would not incur duties, sources told PTI. "More than half of India's exports to the US (are expected) to remain unimpacted. Due to the Section 232 exemption of the US, only exports worth about $40 billion would be impacted with these tariffs," they added. India-US Trade Deal: Why Agri & Dairy Are Sticky Points Officials highlighted concerns regarding the US dairy sector's use of animal feed, noting that India has consistently refrained from offering duty concessions in this sector across all its trade agreements. Differences with India cannot be resolved overnight, key US official says as talks remain stuck
Differences between the U.S. and India cannot be resolved overnight to arrive at a trade deal, a senior U.S. official told reporters late on Thursday, citing geopolitical disagreements. WHY IT'S IMPORTANT President Donald Trump said on Wednesday Washington was still negotiating with India on trade after announcing earlier that day the U.S. would impose a 25% tariff on goods imported from the country starting on Friday. "You've seen the president express concern about, you know, membership in BRICS, purchases of Russian oil and that kind of thing." While saying there were constructive discussions with India, the official added: "These are complex relationships and complex issues, and so I don't think things can be resolved overnight with India." Live Events CONTEXT India has faced pressure from the West, including the U.S., to distance itself from Moscow after Russia invaded Ukraine in early 2022. New Delhi resisted that pressure, citing its longstanding ties with Russia and its economic needs. Trump has cast the BRICS group of developing nations - of which India is a key part - as hostile to the U.S. Those nations have dismissed that accusation and the group says it promotes the interests of its members and of developing countries at large. Trump has also drawn India's frustration by repeatedly taking credit for an India-Pakistan ceasefire that he announced on social media on May 10. The ceasefire halted days of hostilities between the nuclear armed Asian neighbors. India's position has been that New Delhi and Islamabad must resolve their issues directly without outside involvement. Trump has reached a trade deal with India's rival Pakistan.
