Jordan: New foundations for granting citizenship to investors 'qualitative' step towards modernisation — economists

AMMAN — Economists said in regards to "linking" the new foundations for granting citizenship to the size of the actual investment and the number of jobs confirms the importance of the industry as a development lever.
In interviews with the Jordan News Agency, Petra, the economists stressed the need to address some challenges to ensure effective implementation and achieve the desired development returns.
The Council of Ministers on Thursday approved new foundations for granting citizenship and residency to investors, in a step aimed at enhancing the business environment and attracting long-term quality investments.
Economists pointed out that the "existence" of an integrated programme, including citizenship, and temporary and permanent residency, according to the size and type of investment, will give Jordan a "competitive" advantage in the region, especially in light of the similar facilities provided by competing countries.
Quality investments
President of the Jordanian Expatriate Businessmen and Women Association (Tawasul) Fadi Majali said that this decision is a 'strategic' step in line with global trends aimed at attracting high-quality investments and encouraging sustainable investment.
Majali praised the government's focus on linking citizenship grants to "tangible" production and "direct" employment of Jordanian citizens, which enhances the direct economic impact of any new investment or expansion.
He pointed out that the "optimal" impact of this decision requires a structured framework designed to attract "long-term" foreign investments.
Majali added that the development of "clear criteria" for permanent residency programmes is essential, which gives legal and moral "stability" to the investors and their families, and is a "flexible" alternative for those who do not wish to obtain citizenship directly or do not meet its requirements.
Representative of Leather and Knitting Industries Sector at the Jordan Chamber of Industry (JCI) Ihab Qadri noted that this trend comes in line with national aspirations towards economic modernistion, and is a message of confidence that the Kingdom is open to real investment based on partnership, employment and joint growth.
Sustainability
Director General of the Jordanian Businessmen Association Tariq Hijazi said that the new foundations and their aspects are generally positive.
He considered that the most important characteristic of the foundations is the inclusion of new and previous investors for the issuance of the foundations, which encouraged to ensure the "continuation" of existing projects and limit their liquidation in the event of new investments.
In addition to linking the granting of citizenship to a period that achieves the guarantee of the continuation of investment for a period of three years is logical, as this period gives an indication of the success and continuity of the project or not.
Hijazi stressed the necessity of designating an official reference authority responsible for monitoring and auditing investors' compliance with the conditions.
This can be achieved by establishing a unit within the Ministry of Investment that will oversee these nationality-linked investments for three years through regulatory systems, a practice already implemented in several countries worldwide.
Partnership of private and public sectors
For his part, investment expert Mohammed Qaryouti stressed that the new foundations illustrate the "actual" translation of the partnership between the public and private sectors.
He added that the financial market of any country is the "direct mirror" of regulated economic activities because there are several regulations governing it based on globally accepted principles, and the investor does not need much to assess the feasibility of this activity.
They can also monitor and track their investment in traded stocks moment by moment from anywhere in the world, he said.
Stock market
The privileges offered to investors who wish to obtain Jordanian citizenship through purchasing stocks were introduced, along with supporting privileges in terms of concentration ratio, trading possibility, and the prohibition of profit withdrawal during the first three years.
Qaryouti said: "Important productive economic sectors are added to it as stipulated by these instructions because they are developmental projects whose investment value increases over time.'
He added that these sectors have a long economic cycle, and each milestone they surpass in their operations increases their investment value, such as warehouses for medicines and pharmaceutical materials, medical and surgical devices and equipment, and their supplies, as well as food logistics services, storage, and large warehouses.

Etihad Airways reported strong growth in June 2025, flying 1.8m passengers, a 16 per cent year-on-year increase, as it continues its strategic network expansion and strengthens its position as the fastest-growing airline in the Middle East. The airline's passenger load factor reached 88 per cent, up from 86 per cent in June 2024, highlighting Etihad's success in managing capacity while maintaining robust demand across its routes. The airline's operating fleet now comprises 101 aircraft, supporting its expanding network and ongoing service enhancements. Etihad passenger growth During the first half of 2025, Etihad welcomed 10.2m travellers on board, reflecting a 17 percent rise from the same period in 2024. Dubai real estate transactions jump 23% in H1 2025 as market enters ‘stabilisation phase'

Dubai's residential real estate market continued its strong trajectory in the first half of 2025, with transaction volumes increasing 23 per cent year-on-year to 91,897 sales across both secondary and off-plan markets, according to a new report from Espace Real Estate. The first half of the year saw robust activity, buoyed by sustained demand for both off-plan and ready properties. While overall transaction volumes remained strong, a closer look at community-level data indicates that the market is now entering a stabilisation phase of the cycle, according to Espace analysis. Dubai real estate In many of Dubai's most established communities, slightly lower levels of transactional activity were recorded. However, both rental and capital values continued to rise, highlighting a shift toward long-term residency. John Lyons, Managing Director at Espace Real Estate, said: 'In H1 2025 the Dubai residential real estate market continues to demonstrate remarkable resilience and growth. Transaction volumes remained robust, buoyed by sustained demand for both off-plan and ready properties'. Off-plan transactions accounted for 59 per cent of all residential activity in H1 2025, a slight decrease from 61 per cent during the same period last year, the report noted. As of H1 2025, 17,013 off-plan units were completed, reflecting a notable increase in available rental stock. This new supply is contributing to a moderation of rental price growth across the wider market, particularly in newly handed-over communities. The report notes a shift in resident behaviour, with a growing number of people now viewing Dubai as a long-term home rather than a short-term expat base. This evolution is supporting greater stability in the market and contributing to more measured, sustainable growth. The luxury segment experienced particularly strong performance, with properties priced above AED20m ($5.4m) recording the largest increase in transaction activity both year-on-year and compared to H2 2024. This reinforces the ongoing trend of Dubai continuing to attract global wealth. Notably, changes to the so-called 'non-dom' tax regulations in the UK have prompted many ultra-wealthy UK residents to relocate to Dubai. Villa and townhouse communities recorded a clear divergence from the apartment segment in terms of price appreciation. Of the 20 villa and townhouse communities tracked in this report, 19 saw price increases, with the average rise standing at 19 per cent. The limited supply within this segment continues to drive price growth. Average selling prices increased in 10 out of the 11 apartment communities tracked, although at a more moderate pace than H1 2024. The average increase was 8 per cent in H1 2025 compared to 17 per cent during the same period last year, suggesting a more moderated pace of growth in this segment. Rental activity has slightly declined in the communities tracked in the report, largely due to greater availability across the market. While prices have continued to rise, the handover of new communities is helping to balance demand with supply, keeping rental price increases from accelerating further. At Espace Real Estate, buyer activity continues to highlight Dubai's strong global appeal, with demand driven by a broad mix of international buyers. While the UK has long remained the top source of investors, there is growing interest from across Europe, North America and Asia Pacific. This trend reflects Dubai's rising status as a long-term home for wealthy global citizens. As market conditions evolve, the report suggests the current moderation may ultimately contribute to more sustainable long-term growth for Dubai's property sector.
