Guan Eng questions bonuses of up to six months' salary for PDC staff
GEORGE TOWN: A backbencher has called on the Penang government to explain why its financial position has deteriorated to the extent that the Consolidated Revenue Account, which stood at RM1.15 billion in 2019, had declined by nearly RM1.1 billion over the past five years, as of the end of last year.
Lim Guan Eng (DAP - Air Putih) said this suggested a financial deficit resulting from consecutive years of overspending, totalling almost RM1.1 billion.
"Could detailed figures be provided on how this money was spent? Efforts by the state government to increase revenue and reduce expenditure are certainly welcome.
"However, they must not negatively impact financial aid to the people or further burden them," he said during his speech debating the motion of thanks for Yang Dipertua Negeri Tun Ramli Ngah Talib's address at the opening of the sitting last Friday.
Lim said that one of the financial constraints was the state government's debt to the Penang Development Corporation (PDC), which exceeded RM300 million.
He said that Chief Minister Chow Kon Yeow had previously said that, as of 2023, the state government owed nothing to PDC.
"Suddenly, in less than two years, the state owes PDC hundreds of millions? Why was inaccurate information provided to the state assembly?" he asked.
Lim said that PDC had set a lower re-tender price for the 226.2ha of land at Byram/Changkat compared to the original tender. The land was sold through direct negotiation to UMECH Construction Sdn Bhd for RM646 million.
However, following public criticism, the direct sale was cancelled and replaced with an open tender. The highest bid during the open tender came in at RM818 million from a consortium led by IJM Properties Sdn Bhd, a subsidiary of a listed company.
This open tender price of RM818 million was RM172 million, or 27 per cent, higher than the direct negotiation price of RM646 million.
Lim stressed that the RM818 million was urgently needed, given the state government's current financial constraints.
"For reasons that remain unclear, this tender offer was rejected and cancelled, and the land was re-tendered. It is understood that the new re-tender price is lower than RM818 million. Is this true, and can we be assured that the sale price under the new re-tender will exceed RM818 million?"
Another controversy surrounding PDC involved the road expansion project from Jalan Perusahaan to Jalan Tok Kangar in Seberang Perai Tengah, valued at RM21.6 million.
This project, which commenced on Aug 1, 2019, was supposed to be completed by July 31, 2021. However, it has been delayed and is now expected to be completed only by the end of next year.
"What actions are being taken to ensure such delays do not happen again, including addressing cost increases, claims for compensation from the contractor, and holding the responsible PDC officers accountable?" Lim said.
He also highlighted reports of a six-month bonus being paid to PDC staff — the highest among all government agencies.
"Who received this six-month bonus? And is this fair, considering the controversies surrounding PDC?" he added,

PAS dep. president fumes at DAP for seeking cops' immunity from offensive Razman clown caricature
THE war of words between PAS and DAP over a clown caricature deemed offensive to Perak state opposition leader Razman Zakaria has escalated with the Islamist party's deputy president Datuk Seri Tuan Ibrahim Tuan Man calling on the latter to allow space for the police to conduct its probe into the matter. This came about as DAP Socialist Youth chief Woo Kah Leong is currently under police investigation over a social media post that depicted Razman who was the former Perak PAS commissioner as a clown riding a unicycle on a tightrope with the caption 'Raja Fitnah' (literally, 'King of Slanders'). Woo who is also the first term Pasir Bedamar state assemblyman had on April 1 uploaded the caricature in a Facebook (FB) post alongside a reference to the various instances of Razman having to apologise to Pakatan Harapan (PH) leaders over various accusations he had made against them. In his defence of Razman, Tuan Ibrahim has hit out at Pahang DAP state assemblyman for Bilut, Lee Chin Chen, who was reported by Malaysiakini as having urged the police to stop their investigation against Woo. Alluding to Prime Minister Datuk Seri Anwar Ibrahim himself seeking the much-criticised immunity from the civil suit filed by his former research assistant Muhammed Yusoff Rawther, the PAS lawmaker described Lee's call as an extreme action which disrespects the legal process. 'This is as if they (DAP) have the power to prevent civil servants from carrying out the duties entrusted to them,' he rebuked in a FB post. 'The reasoning that the caricature is a form of satirical artistic expression that conveys criticism is superficial. Art should not be tainted with insulting messages, especially if it comes from a government exco against his political opponent. 'He shouldn't have interfered in police investigations because this country upholds the separation of powers between the executive, legislative and judicial.' In his defence over the clown caricature of Razman, Woo chided the Gunung Semanggol state assemblyman for resorting to lodge a police report instead of explaining or counter his argument with argument or to even apologise for his slew of slanders. 'Asking the police to investigate merely because of the satirical nature of the caricature is the true appearance of a Perikatan Nasional (PN) politician who is thin-skinned (berhati tisu) and easily offended (koyak),' chided the Perak state EXCO for Domestic Trade, Cooperatives, Consumer Affairs & Chinese New Villages. Recall that one of Razman's latest slander was by having mistaken Youth and Sports Minister Hannah Yeoh as the daughter of YTL Corp's late founder Tan Sri Yeoh Tiong Lay. Why is a non-Muslim DAP rep allowed to poke his nose in the running of Islamic affairs?
MUSLIMS seem to be divided over the recent 'open-minded' move by the Negeri Sembilan Islamic Religious Council (MAINS) to include non-Muslim politicians in its Islamic affairs briefing. This came about as a pro-opposition netizen questioned the presence of the state's Industry and Non-Muslim Affairs Committee chairman Teo Kok Seong (not to be mistaken for his controversial academician namesake) at the briefing on grounds that 'matters pertaining to Islamic affairs should shield be left to Muslims to manage by themselves'. 'Such action is incorrect and should be questioned,' he penned on X in reaction to a photo bearing the caption 'There is a DAP representative in the MAINS meeting as an observer'. 'The attendance was in line with the directive and consent of the Negeri Sembilan ruler Tuanku Muhriz Tuanku Munawir aimed at providing exposure and deepening understanding of Islamic administration in the state,' read the statemen by MAINS. The council further noted that it had previously conducted a similar briefing with all state assembly members – including non-Muslims from both government and opposition – on Oct 8 last year. This approach reflects its commitment to progressive and inclusive Islamic governance, according to the council. Many Madani government backers ticked of the poster for his narrow mindset, alluding to the point that Tuanku Muhriz as the Negeri Sembilan ruler had consented the move given Teo's attendance would further enhance the understanding of non-Muslims on the state's Islamic administration. Moreover, the poster was either oblivious or had y chosen to ignore to ignore the fact that MAINS had clarified on the matter on May 27 which is two days prior to his social media post. As one commenter aptly put it, though there was a non-Muslim presence in the briefing, 'it's the Muslims who eventually make decisions on Islamic matters'. This is when it became obvious that the issue here is not about non-Muslims sitting in the briefing or interfering in the administration of Islamic affairs but merely a tool by the pro-PAS faction to demonise DAP. To counter the grouses of a pro-opposition commenter as to why 'only Muslins are busy inviting non-Muslims to gatherings/conferences related to Islam when the same is not reciprocated by non-Muslims', one rational Muslim furnished the following cheeky response: 'How is this possible when some radical Muslims have even demanded that the Christian cross at churches be removed.
