
Can Europe Re-Arm In Time To Stop Russia?

Last month the EU launched its Defence WhitePaper, which sets out how the bloc will defend itself, primarily in the face of Russian aggression and a possible withdrawal of the US from Europe.
The report was launched by the relatively new EU defence and space commissioner Andrius Kubilius, who was twice prime minister of Lithuania – a country very much in the cross-hairs of Russia. The report coincided with the approval by the Bundestag of a waiver of the German debt brake for defence spending, above 1% of GDP) and follows the announcement of potentially Eur 800bn in funding for European defence infrastructure.
Politically the report is careful to state that NATO remains the organisation to provide defence coordination across Europe, but practically the report focuses on building out common EU defence capabilities (heavy transport aircraft, radar and signals) and in particular seven capabilities 'gaps' are flagged – such as air defence and space infrastructure as it relates to satellites, intelligence gathering and communications.
Oddly for an EU document, the onus for implementation is delegated back to national defence chiefs – and the EU defence industry (in terms of equipment led solutions), and in proposing collective arms purchases across EU countries. The report is not perhaps sufficiently detailed on the potential relaxation of merger/anti-trust rules to help build scale, labour market issues, talent recruitment and innovation – though these topics are perhaps slightly beyond its scope.
The report flags a range of defence threats – from the Arctic to the Middle East and is vocal on the threats posed by China to the world order. Behind the scenes there were some efforts to name and shame counties like Spain that are perceived not to invest sufficiently in their defence (Spain and Italy had objected to the 'Re-arm' titling of the initiative).
A few sources have flagged to us how individual states are now re-examining procurement and training relations with the DoD and American weapons suppliers US given the new approach by the Trump administration to Europe. Also, one focus of negative feedback was the apparent prohibition on arms purchases from the UK (with EU funding), a messaging error some thought harsh in the light of UK/EU defence cooperation.
The EU defence White Paper stands out in comparison to policy papers in other fields in the sense that – it has strong political backing, capital and is pragmatic in implementation. In that sense it is an echo with some of the financial remedies applied to the euro-zone economy in 2012.
My understanding is that much of the report (begun last November) was written before the Munich Security Conference, and as such the language does not reflect the EU view on recent pronouncements from the White House. However, while the assessment is a complete one it also highlights the near-term vulnerability of the EU.

Ukrainian President Volodymyr Zelensky said Ukrainian officials understand Russian leader Vladimir Putin 'much better' than President Trump, who has repeatedly said Putin wants peace, even as he rejects U.S. proposals for a ceasefire. Ukraine stunned Russia last weekend with drone attacks on Russian air bases, which it said destroyed dozens of bombers. The drones were smuggled into Russia on 18-wheeler trucks, which were parked near military bases and remotely opened ahead of the attack. Trump spoke with Putin on Wednesday, telling reporters that Russia planned to retaliate for the drone strikes. Russia killed five people in Ukraine in drone attacks the next day. Raddatz asked Zelensky if he believed Trump thinks Russia is winning the war. 'I think he's publicly said about it, and I know that he shared this information with some people around him, and I think the separation — and I said it a lot of times, it's not true. It's not a victory when you spent, really spent 1 million people,' he said. Zelensky added that Trump 'must' impose stronger sanctions on Russia. Trump this week said he had yet to look at Sen. Lindsey Graham's (R-S.C.) Russia sanctions bill, which is co-sponsored by more than 80 senators, but the president said senators would not move without his blessing. Senators in both parties are itching for the green light. Senate Majority Leader John Thune (R-S.D.) told reporters that the bill could hit the floor during the current four-week work period. '[The White House is] still hopeful they'll be able to strike some sort of a deal, but … there's a high level of interest here in the Senate on both sides of the aisle in moving on it,' he said. 'I think a genuine interest in doing something to make clear to Russia that they need to come to the table … I think that would have a big impact.' Russia launched a massive drone and missile attack on the Ukrainian city of Kharkiv Saturday, as US officials warned that Moscow plans a multi-pronged assault on Ukraine. Russia has escalated strikes on Ukrainian urban centers in recent weeks as peace talks between the two sides have stalled; the fresh onslaught on Kharkiv was 'the most powerful attack' since 2022, its mayor said. Evri's DHL deal to create one of the UK's largest delivery firms
Evri is set to merge its e-commerce operations with rival DHL in a move that will reshape the UK's parcel delivery landscape and create one of the UK's largest delivery firms. The deal will see the creation of one of the country's largest delivery entities, handling a combined total of more than one billion parcels and one billion letters annually. As part of the agreement, German-owned DHL Group will acquire a "significant minority stake" in Evri, with US private equity firm Apollo, which acquired Evri last year for £2.7 billion, remaining the majority shareholder. The merged operations will function under the Evri Group banner, uniting a workforce of more than 30,000 couriers and van drivers, alongside an additional 12,000 employees. This merger marks a significant development in the UK's competitive delivery market, bringing together two major players to create a formidable force in parcel and letter delivery. They said the merger will offer 'greater choice and cost-competitive solutions' to businesses and consumers, and expand import and export capabilities. The deal will also see Evri entering the UK business letter market for the first time, bolstering its competition to Royal Mail. Martijn de Lange, chief executive of Evri, said: 'We are excited that DHL ecommerce UK will merge with Evri to bring together two highly complementary UK businesses, committed to innovation and offering customers and clients the best possible service.
