Best Minister Award presented at WGS
The award was presented by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
The prestigious accolade recognises public officials who have led sustainable, high-impact initiatives driving social and economic progress.
Masuka was honoured for his transformative leadership in Zimbabwe's agriculture sector. His achievements include achieving wheat self-sufficiency in 2022 with a record harvest, reducing import reliance for the first time in over two decades.
With a vision to boost maize production, expand irrigation, and implement climate-resilient farming, Masuka accelerated dam construction, launched large-scale irrigation rehabilitation, and established an e-agriculture college for accessible digital learning.
Sheikh Mohammed emphasised that exceptional ministers are drivers of positive change, ensuring that every decision enhances the government's performance.
He added that ministers who prioritise their responsibility in serving people and fostering innovation are crucial to shaping the future.

A rigorous assessment process to select the winner analyses achievements on the macro and micro levels, selecting countries that fall in the top four global macro and socio-economic aggregated indices, namely: Transparency International's Corruption Perception Index, the World Governance Indicators, Human Development Index, and the Happiness Index.
Shortlisted ministers are then closely assessed by a judging panel comprising high-level government officials and C-Suite individuals from renowned corporations.
Judgement is then made based on the following criteria: 40% for innovation, 25% for impact and inclusivity, 20% for continuity and feasibility, and 15% for the presentation.

DEWA's Electricity Transmission Investments Exceed AED 7.6 Billion as Dubai Expands Energy Infrastructure
Dubai Electricity and Water Authority (DEWA) has announced that its total investment in electricity transmission projects has now surpassed AED 7.6 billion. The milestone includes the commissioning of four 132 kV substations during H1 2025, adding 450 MVA in capacity and extending 228 km of transmission cables across the emirate. HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, stated that the expansion is aligned with Dubai's economic and social agendas and aims to meet the emirate's growing electricity demand. He confirmed that 49 new 132 kV substations and two 400 kV substations are currently under construction, with additional tenders planned for 57 more 132 kV substations and 160 km of underground cable extensions over the next three years. The total number of transmission substations in Dubai reached 391 by the end of H1 2025, comprising 27 at 400 kV and 364 at 132 kV. Notably, new substations were completed in Al Yalayis 5, Hatta, and Warsan 4, serving both new housing projects and rural regions. The projects have been implemented using advanced digital technologies and over 4.5 million working hours. DEWA has also awarded new contracts worth AED 1.1 billion to build 10 additional 132 kV substations across areas like Al Barsha South 2, Business Bay, and Dubai Silicon Oasis, as well as cable extensions worth AED 288 million. 'In line with the vision of the wise leadership to make Dubai a global model for smart urban development by advancing green mobility, we launched the EV Green Charger initiative in 2014, the region's first public charging infrastructure network for electric vehicles,' said Al Tayer. 'We continue this pioneering approach by providing innovative digital services for EV charging and encouraging private sector investment in Dubai's green mobility infrastructure through the launch of a comprehensive licensing system for the development and operation of EV charging infrastructure across the emirate. 'This is especially relevant as the number of EVs in Dubai reached over 40,600 by the end of the first half of 2025.' DEWA's EV Green Charger network includes ultra-fast, fast, public and wall-box chargers. To further expand this infrastructure, DEWA signed an agreement with Parkin to install charging stations in prime locations managed by Parkin, enhancing the user experience. All customers, including unregistered users, can utilise EV charging through the guest mode feature. Customers can also locate stations via DEWA's smart app, official website and 14 other digital platforms. The Regulatory Framework for EV Charging Infrastructure in Dubai and Licensing of Independent Charge Point Operators, developed by DEWA, addresses current and future requirements, ensuring that the emirate remains at the forefront of green mobility innovation. The framework includes two tracks, as the city is witnessing both the direct development of public charging infrastructure by DEWA and its subsidiaries, and infrastructure development by independent charging point operators licensed by DEWA.
