Moreover, Madbouly addressed economic developments, social protection measures, and major upcoming projects.
Madbouly confirmed that the government will submit the FY 2025/2026 draft budget to Parliament by the end of March, in line with constitutional requirements.
He highlighted a substantial increase in allocations for social protection programs, particularly the Takaful and Karama program, which will receive EGP 53 billion, up from EGP 40 billion.
He also emphasized the government's commitment to financial discipline and spending rationalization while working to reduce debt in the coming years.
Additionally, Madbouly assured that Egypt's foreign currency reserves are stable, with regular reviews taking place to ensure financial stability.
On housing, Madbouly announced that the government will launch its largest-ever housing initiative after Eid El Fitr, with 400,000 units set to be made available for various social groups, including youth and middle- and low-income citizens.
Some of these units will be ready for immediate delivery, while the remainder will be completed within two years.
The Prime Minister concluded by stressing the government's focus on export development, following meetings with theAdvisory Committee for Export Development.
He reaffirmed the government's commitment to doubling Egyptian exports and pledged continued collaboration with different export sectors to achieve this goal.

Egypt secures $490mln financing for soda ash production project in New Alamein
Arab Finance: Minister of Petroleum and Mineral Resources Karim Badawi witnessed the signing of a principles agreement to finance the Egyptian Soda Ash Company's project in New Alamein with about $490 million, as per a statement. As one of the Egyptian Petrochemicals Holding Company's (ECHEM) projects, it aims to produce 600,000 tons of soda ash and its derivatives annually at the industrial zone of New Alamein. The agreement was signed by Shaher Reda, Chairman and Managing Director of the Egyptian Soda Ash Company, and a financing consortium of national and regional lenders. The consortium includes Qatar National Bank (QNB), Commercial International Bank (CIB), Arab African International Bank (AAIB), National Bank of Kuwait, Banque du Caire, the EBank, and Bank NXT. The National Bank of Egypt (NBE) and the African Export-Import Bank (Afreximbank), the project's financial advisor, were also present. Badawi said the project aligns with the state's vision and the ministry's strategy to maximize added value for the national economy by localizing soda ash manufacturing technology. He stressed its role in meeting local demand, reducing imports, and supporting sustainable development in new urban communities. He added that the project will boost the capacity of Egypt's chemical industries, create direct and indirect jobs, and open new export markets. Egypt: Bonyan's gross asset value hit $359mln in H1 2025
Arab Finance: Bonyan for Development and Trade has achieved a robust gross asset value (GAV) of EGP 17.41 billion in the first half (H1) of 2025, versus EGP 15.96 million in 2024, according to a press release. The strong performance marks a 9% year-to-date (YTD) increase, outpacing a 7.9% headline inflation recorded during the first six months of 2025. This implies a GAV of EGP 171,200 per square meter (sqm) at the end of June 2025. It is worth highlighting that the GAV is based on an independent valuation by Global Appraisal Tech (GAT), an FRA-licensed valuator, using a comparable sales approach benchmarked against recent market transactions for similar but vacant properties. Notably, the valuation is only based on actual market transactions and does not factor in the income-generating potential of leased properties. For his part, Tarek Abdelrahman, CEO of Bonyan, commented: 'Bonyan operates as a Real Estate Operating Company (REOC), meaning we not only own and manage our assets but utilize cash flows to service previous acquisition liabilities and to acquire additional assets when attractive opportunities arise.' 'This model is well-suited for emerging markets, where the potential for capital appreciation is significant. As with leading global REOCs and real estate investment companies, Gross Asset Value (GAV) serves as the most relevant metric for assessing Bonyan's performance,' he added.
