
CM chairs 25th provincial cabinet meeting: Punjab Cabinet approves ration card for 1.5m workers
LAHORE: Punjab cabinet, which met here Wednesday with Chief Minister Maryam Nawaz Sharif in the chair, accorded approval for an amendment in the Food Grains (Licensing Control) Ordinance, 1957, to ensure 25-percent wheat procurement by the flour mills.
After this amendment, the licenses of those flour mills which do not purchase 25-percent mandatory wheat can be cancelled. Deregulation of the wheat sector was also approved by the cabinet to protect the rights of wheat farmers.
The cabinet also offered 'Fateha' on the death of Member of Punjab Assembly Arshad Warraich and uncle of Provincial Minister Sohaib Bherth. The provincial cabinet congratulated Chief Minister Maryam Nawaz Sharif on undertaking a successful visit to Turkey. The cabinet commended Chief Minister Maryam Nawaz Sharif's vision for girls' education.
In the meeting, proposal for the implementation of the Electronic Warehouse Reset System (EWR) was approved, which will facilitate the farmers to store their wheat and the government will bear the storage costs.
The cabinet took in-principle decision to introduce Pakistan's largest ration card to 1.5 million workers and labourers. It was agreed to provide workers with Rs. 10,000 per month through ration cards.
Owing to the strives of Chief Minister Maryam Nawaz Sharif, important decisions were also taken for rice farmers in Punjab. The cabinet approved a Memorandum of Understanding (MoU) between the Rice Research Institute, Anhui Academy of Agricultural Sciences, China and Ayub Agricultural Research Institute, Faisalabad. The Chinese institution will assist in introducing hybrid rice seeds in Punjab.
The Chief Minister said on the occasion that the benefits of agricultural research should directly reach to the farmers. She directed to ensure immediate payment of dues of water supply schemes.
The meeting approved amendments to the rules and regulations of the Children's Library Complex, Lahore. Pakistan's first Nawaz Sharif Early Education Centre of Excellence will be established in the Children Library Complex. The cabinet approved the operation of eco-friendly electric buses in various cities of Punjab.
The CM also directed to start operation of electric bus service in Rajanpur. She directed to enhance capacity building of WASA along with Parks and Horticulture Authority (PHA).
The meeting approved feasibility study of mass transit system in Faisalabad under the vision T-30 of Chief Minister Maryam Nawaz Sharif. The feasibility study of mass transit systems of Yellow, Blue and Purple Lines in Lahore was approved under the vision T-30 of the Chief Minister. The feasibility study of mass transit system in Gujranwala was approved under the vision T-30 of the CM.
The cabinet approved amendments to the Punjab Motor Vehicle Rules 1969 to regulate rickshaws in Punjab. Additional funds were approved for payment of dues for the purchase of medicines and drugs. Approval of funds was granted for the purchase of furniture and equipment for tertiary care hospitals in Punjab. The Chief Minister directed to provide required funds for the purchase of furniture and medical equipment in hospitals.
The cabinet approved the proposed amendments to the Punjab Consumer Protection Act 2005, under which the Additional Sessions Judges will be delegated the powers of consumer courts. Approval to the draft of the Punjab Labour Code 2024 was also accorded, which will also include workers from construction, agriculture and other sectors.
The meeting approved relaxation of restrictions on recruitment in the Punjab Agricultural Research Board (PARB). Approval was also given for recruitment in the Punjab Public-Private Partnership Authority (PPPPA). Approval for extension in contracts of employees of the Office of the Chief Drugs Controller, Provincial Quality Control Board Lahore was also accorded. The cabinet approved the change in status of 97 posts approved for 'Establishment of Meter Testing Lab and Additional Electric Inspector Offices' along with purchase of 07 vehicles. Relaxation in the rules and regulations for appointment of teachers regarding acquisition of B.Ed professional qualification was accorded by the cabinet. Notification for appointment of inspectors under the Punjab Minimum Wage Act 2019 was approved. Harmonization of regulatory framework for the minerals sector – Mines and Minerals Act 2025 was approved.
The meeting approved proposed amendments to the Punjab Employees Social Security Ordinance 1965 to expand the scope of social security scheme. The proposed bill regarding the establishment of 'Centre of Excellence' for the prevention of extremism was approved in the cabinet meeting. Approval was given to provide 30,000 acres of agricultural land to the families of martyrs, injured and other deserving military personnel. The meeting approved the proposed amendments to the Anti-Terrorism Act, 1997, as the Anti-Terrorism (Amendment) Act, 2025. The cabinet approved ex-gratia assistance to the families of those martyred in a terrorist attack in Balochistan.
The proposed amendment to the Provincial Workers Social Security Ordinance 1965 was also okayed. Amendments to the Punjab Workers Welfare Fund Act 2019 and the Companies Profits (Workers Participation) Amendment Act 2021 were approved. The establishment of a new affiliated institution 'Climate Policy and Technology Centre (CPTC)' by merging the Environment Policy Centre (EPC) and the Environment Technology Centre (ETC) was also approved. The meeting approved amendments to the Punjab Specialized Medical Institutions Act 2024, Punjab Judicial Academy Act 2007 and E-Transfer Policy 2024.
The Chief Minister directed strict implementation of the Wedlock Policy. The cabinet approved the provision of supplementary grant to Koh-e-Sulaiman Develop-ment Authority for the construction of jeepable tracks in the Koh-e-Sulaiman area. Approval was granted for the construction of a hotel/hostel at Nishtar Park Sports Complex, Lahore for the accommodation of players. Reserve price was approved for the bidding process of precious metals (placer gold) along the Indus River in Attock District. Approval was given for converting the Environment Policy Centre and Environment Technology Centre into Climate Policy and Technology Centre.
Approval was given for incorporating scheme of Computerization of Police Stations (CPS) project in the ADP 2024-25. Approval was given for the inclusion of new development schemes and the modification of 03 previously approved development schemes under the Chief Minister's District SDGs Program. Approval was given with regard to the application for including seven development schemes of Lahore in the ADP 2024-25. The acquisition of 187 kanals and 8 marla land for the Government Technical Training Institute, Kasur was approved.

Budget is ‘death knell' for IT industry: P@SHA
The budget has failed to address two urgent standing demands from the IT sector: a defined and fair taxation framework for remote workers, and the continuation and expansion of the current tax regime for formal IT exporters, according to the Pakistan Software Houses Association (P@SHA). In a statement on Wednesday, the association said the industry's repeated demand for a 10-year tax policy framework—one that allows companies to invest, grow and compete with global peers, has been ignored. It described this as a 'stunning act of neglect' and a 'quiet but decisive blow to an industry that has carried the hopes of export-led recovery, youth employment and digital transformation.' It added that for an industry that employs over 600,000 young Pakistanis and is one of the country's largest and most vital pools of skilled talent, 'this budget is not just a disappointment; it is a threat.' According to the association, high-earning remote workers employed by foreign companies, who are often indistinguishable from full-time employees, remain largely untaxed. Meanwhile, companies based in Pakistan, employing and training local talent, are taxed, audited and over-regulated. 'This makes local hiring more expensive; while incentivizing capital flight and informal arrangements.' It added that 'talent retention is collapsing; export dollars are being parked abroad, and formal firms are bleeding value.' Brain drain: Pakistan lost 727,381 workers to overseas employment in 2024 P@SHA said the government's refusal to act is particularly frustrating given the simplicity of its proposed solution: classifying any individual earning over Rs 2.5 million annually from fewer than three foreign sources as a remote worker. It believes this will affect only the top 5% of earners and avoids hurting freelancers and small remitters. It also said the government needs to extend the existing tax regime for exporters. It added that the $700 million in investment commitments secured through the Digital Foreign Direct Investment (DFDI) initiative is in jeopardy due to a lack of continuity in tax policy as 'foreign investors will not engage with a country where rules shift every year.' P@SHA said the budget 'is a signal to the world that Pakistan's digital economy is not ready to be taken seriously. The results will be devastating. Pakistan's IT sector—its fastest-growing, most globally competitive industry—may lose its momentum entirely.' It warned that export growth will stall; jobs will disappear and the government's dream of reaching $25 billion in IT exports will become permanently out of reach. It said the budget 2025, in its current form, is a direct threat to the survival of the formal tech ecosystem. It penalizes compliance; discourages investment and incentivizes informality. It warned that 'this is not about incentives anymore. It is about preserving one of Pakistan's only working economic success stories. The stakes could not be higher.' Pakistan's IT sector a bright spot The warning comes amid a report from i2i, which notes that Pakistan's IT sector has emerged as a bright spot in the country's otherwise sluggish economy, with exports set to reach around $3.7 billion (FY2025) and a predominantly young, tech-savvy population fueling growth. It said that in the first ten months of fiscal year 2025, IT exports reached $3.1 billion, marking a robust 21% year-on-year (YoY) increase. Notably, April 2025 saw monthly IT exports of $317 million, up 2% YoY, though down 7% month-on-month (MoM). This figure remains above the 12-month average of $314 million, reflecting the 19th consecutive month of YoY export growth starting from October 2023. Looking ahead, experts predict Pakistan's IT sector will continue its upward trajectory, expecting 10-15% growth in FY25, reaching $3.5–3.7 billion in exports. The government's ambitious 'Uraan Pakistan' economic plan targets $10 billion in IT exports by FY29, implying a compound annual growth rate (CAGR) of 28%. However, it warned that despite this momentum, structural issues remain. Freelancers, who contribute significantly to digital exports (projected to exceed $500 million in FY25), face hurdles such as limited access to international payment gateways like PayPal, unclear taxation, and a lack of tailored banking services. Moreover, the regulatory landscape around emerging fintech, including cryptocurrencies and digital assets, is still evolving.

Pakistan govt offers tax relief, cuts rates for salaried class
ISLAMABAD: The government has announced substantial tax relief measure in the federal budget (2025-26) for salaried class taxpayers, and reduced tax rates across all income slabs for salaried individuals, aiming to provide much-needed financial respite amid economic challenges. Tax rates for salaried individuals for income slab upto Rs.3,200,000 has been reduced to provide relief to lower and middle tiers income bracket. Similarly, surcharge rate is proposed to be reduced from 10% to 9% for salaried individuals only. The Finance Bill (2025-26) introduced a revised tax structure for salaried individuals, significantly lowering tax rates and amounts across various income brackets. Federal budget 2025-26: Cut in taxation rates for salaried people likely Income between Rs600,000 and Rs1.2 million: The tax rate has been set at 1%, with the tax liability on an income of Rs1.2 million reduced from Rs30,000 to Rs6,000. Income between Rs1.2 million and Rs2.2 million: The 15% tax rate imposed on annual income between Rs1.2 million and Rs2.2 million has been reduced by 4%. The new tax is set at 11%. This means, an employee earning up to Rs 2.2 million, who used to pay a maximum of Rs330,000 annually in tax, will now pay Rs242,000. Income between Rs2.2 million and Rs3.2 million: The tax rate has been lowered from 25% to 23%, providing relief to higher-earning salaried individuals. An employee earning up to Rs2.2 million, whose maximum tax was previously Rs550,000 per year, will now have Rs506,000 deducted annually. These reductions across all tax slabs reflect the government's commitment to supporting the salaried class, which has faced significant economic pressures due to inflation and rising living costs. When contacted, tax lawyer Waheed Shahzad Butt informed that salaried individuals, earning between Rs600,000 and Rs1.2 million annually, will get the largest relief as the Pakistan government proposed a one percent tax rate from the earlier five percent. The proposal means that individuals earning Rs1.2 million will pay Rs6,000 in taxes, down from Rs30,000. Additionally, the Pakistan government has proposed 11 percent income tax on taxpayers earning up to Rs2.2 million annually, a sharp four percent decline from the earlier 15 percent. Lower interest payments shrink Pakistan's budget outlay
KARACHI: In a major fiscal relief, the federal government has projected a sharp 16 percent or Rs 1.57 trillion decline in its interest payment obligations for the next fiscal year (FY26), driven by a significant reduction in policy rates. This drop has also contributed to a contraction in the overall federal budget outlay, which shrank from Rs 18.877 trillion of FY25 to Rs 17.573 trillion for the next fiscal year. As the policy rate has reduced significantly 11 percent during the last one year, the government has reduced its estimates for the next fiscal year. According to budget document for the next fiscal year (FY26), the federal government has estimated total interest payments amounted to Rs 8.207 trillion for the next fiscal year down from Rs 9.775 trillion estimated for this fiscal year (FY25), showing a sharp decline of 16 percent Rs 1.568 trillion. Domestically, Pakistan's economy has displayed consistent signs of stabilization and recovery during the last two years i.e. FY24 and FY25, driven by proactive governmental interventions and sound macroeconomic management. Inflation has significantly decelerated, foreign exchange reserves have strengthened, and the exchange rate has stabilized. In response, the State Bank of Pakistan (SBP) initiated a measured easing cycle beginning in June 2024, cumulatively reducing the policy rate by 50 percent or 1100 basis points from 22 percent to 11 percent as of May 2025. According to budget documents, the estimated interest payment for the next fiscal year is also Rs 738 billion lower than the revised estimates of the Rs 8.459 trillion. The major decline has estimated in the domestic interest payments, which are estimated Rs 7.197 trillion for FY26 compared to Rs 8.376 trillion projected in FY25, depicting a decline of Rs 1.542 trillion. As per revised estimates, domestic interest payments for this fiscal year will be Rs 7.907 trillion. External interest payments declined slightly Rs 29.3 billion to Rs 1.009 trillion for FY26 as against Rs 1.039 trillion for this fiscal year. It may be mentioned here that the less than target revenue collection compelled the government to borrow from the domestic banking system to finance the fiscal deficit and the federal government is major borrower of the banking sector.
