
Local decisions from polytechnics back in local hands
Vocational education is one of the most important tools we have to grow our economy, support local jobs and give New Zealanders practical pathways into meaningful work.
That is why this government is making big, necessary changes to rebuild a system that works — for learners, for employers and for the future of New Zealand.
From January 1, 2026, regionally governed polytechnics will be re-established, subject to legislation currently before Parliament.
This is a major step forward in restoring local decision-making and ensuring our vocational training system is responsive, flexible and financially sustainable.
Under the overly centralised model of Te Pūkenga, it has been difficult for polytechnics to meet the real needs of their communities.
Local employers, industries and learners have told us clearly: one-size-fits-all doesn't work. It is time for change.
Returning decision-making to the regions is where those closest to local labour markets understand what skills are needed and how best to deliver them.
Regional polytechnics will once again be able to tailor training to the priorities of their communities — and they will do so in partnership with employers and industry leaders.
That is great news for Otago, where Otago Polytechnic helps power the regional economy by equipping people with the skills employers need. Restoring local governance means Otago Polytechnic can now respond more directly to economic demand and growth opportunities.
The government is phasing in these changes carefully to ensure stability and success. While some polytechnics will be ready to transition to regional governance from January 1, others will stay within Te Pūkenga for now as they work towards financial and operational viability.
Decisions on their future will be made in the first half of next year.
These reforms are part of the Education and Training (Vocational Education and Training System) Amendment Bill, which is currently before the education and workforce select committee. We expect the Bill to pass in October, following a thorough public consultation process.
I want to thank all those who took the time to make submissions. Your feedback has shaped a better, stronger model that reflects the needs and ambitions of local communities.
Te Pūkenga will continue to operate as a transitional entity for up to a year, to manage unallocated programmes and support a smooth handover.
The legislation also provides tools for responsible management, including provisions for mergers or closures where a polytechnic cannot return to financial viability.
Vocational education serves more than 250,000 learners every year. That's a quarter of a million people building their futures, their industries and their communities.
Our job is to make sure they are getting the right skills, in the right place, at the right time.
This is about more than education. It is about regional jobs, stronger local economies and ensuring industries have access to the skilled workforce they need to grow.
Regional polytechnics don't just train people — they employ thousands across the country and they help regions thrive.
We are rebuilding a vocational education system that delivers on its promise — equipping people with the skills they need, supporting local businesses and backing regional success.
That's the kind of system New Zealand deserves. And that's exactly what we are building.

The Financial Markets Authority (FMA) released research this week noting the significant shift in risk of KiwiSaver investments. The proportion of KiwiSaver in funds that are risk category five, with high volatility, has quadrupled from 10 percent in 2021 to more than 40 percent in 2024. Riskier funds can be expected to be more volatile but over the long term should produce better results. They are generally recommended for investors who still have a significant period of time until they need to access their investments. Morningstar data shows that aggressive funds have returned 10.89 percent a year over five years, and 9.34 percent over 10 years. That is compared to 3.07 percent a year over 10 years for conservative funds, 4.47 percent for moderate funds, 6.18 percent for balanced and 7.68 percent for growth. Data director Greg Bunkall said cash investments' returns had lagged the rate of inflation over that time. The FMA said the proportion of KiwiSaver investments in lower risk funds dropped from 30 percent to 10 percent over the same 2021-to-2025 period. Part of this was due to the change to default funds, which now require them to be balanced. But it said there were other factors at play, too. 'In the period prior to the Covid-19 global pandemic, interest rates were historically low, and inflation was low and stable. As a result, many fixed-income assets provided low returns. On the other hand, stock markets have performed very well in most years since 2017, and the few periods of weakness quickly reversed. 'The strong performance and relative stability of stock markets may have therefore made higher-risk investments more attractive to investors. The persistence of this situation over several years may have contributed to the observed shift in preference for higher-risk investments, illustrating adaptive expectations among investors.' It said market performance could also have affected the risk rating of funds. Spikes of volatility in 2020 and earlier this year affect funds' performance history. A number of providers have recently launched 'high growth' funds that invest almost solely in equities. FMA director of markets, investors and reporting John Horner said the FMA was not necessarily implying that people were in the wrong fund or that providers were advising members towards higher-risk funds. 'The observed increase in the risk categorisation of KiwiSaver funds appears to reflect a combination of factors including policy settings, investor behaviour, and market volatility. 'KiwiSaver is a long-term savings regime for retirement, and for most long term investments a higher risk strategy will be appropriate. 'We note that as KiwiSaver has been in existence for a while and become more mature there are more options available, including higher risk options, and there is also more material available to allow investors to educate or inform themselves about risk vs reward.' Fisher Funds general manager of KiwiSaver David Boyle said the increase in investments in riskier funds was a good thing for investors wanting to grow retirement savings over the long term. He said consumers knew more about the role of growth assets in a long-term savings scheme like KiwiSaver. Fund mangers were responding to consumer interest and providing education on the risks and benefits of different fund types. Investors had experienced the Covid downturn and seen the recovery. 'The advent of platforms that allow investors to build their own portfolios allows providers to launch single sector specialist offerings that are often at the riskier end of the spectrum.' He said members still had choice and there were many lower-risk and savings options available. Booster chief executive Di Papadopoulos agreed New Zealanders were becoming more sophisticated in assessing their time horizons and figuring out if they could handle more risk to target higher returns. 'It appears people are moving to higher risk funds that align with them not needing their KiwiSaver money for retirement anytime soon,' she said. 'At Booster, we have seen the benefit of these decisions. Moving from a balanced fund to a growth fund increases projected balances at retirement significantly. 'A key factor is how soon or long in the future your might need to access your KiwiSaver, such as if you want to use it to buy your first home, or for your retirement. 'If you're unsure about whether you are in the right fund it's a good idea to check in with a financial adviser.' How much difference might your outlook be? David Seymour Lashes Officials After LINZ Becomes Latest Agency Raising Concerns About His Regulatory Standards Bill
Another government agency is warning the costs to comply with the Regulatory Standards Bill could be "significant", and hinder the government's ability to acquire land for infrastructure projects and public works. Documents show Land Information New Zealand (LINZ) officials issued the warning to the Ministry of Regulation in March after it asked for feedback. Regulation Minister David Seymour has hit back at the criticisms, blasting officials for not prioritising New Zealanders' rights, saying it's proof the bill is needed. Earlier, RNZ revealed Ministry for Business, Innovation and Employment officials raised fears the bill could be much more expensive than previous estimates, and could lead to business uncertainty, slowing economic growth. LINZ, which has a key role in managing Crown land, land title systems and regulatory frameworks that govern land use and access, said the "overly rigid emphasis" on property interests could affect the government's ability to acquire land for infrastructure or public good projects. It also worried it would create "legal barriers for returning land to iwi" under Treaty of Waitangi settlements, according to feedback obtained by environmental activist group Greenpeace under the Official Information Act. "While strong property rights are important, an overly rigid emphasis on property rights may conflict with broader regulatory objectives, including the Government's ability to acquire land for infrastructure or public good projects," officials wrote. "The potential cost and resource implications to comply with the new requirements could be significant, depending on the guidance issued by the Minister," it told the ministry. LINZ also warned the bill could limit the ability to respond quickly to emergencies, such as natural or climate-related disasters. The agency declined to be interviewed or answer further questions about the concerns it raised. It did not give any details about the extra costs it might face. Officials 'see rights as an inconvenience' - Seymour Regulation Minister David Seymour said LINZ's comments were "worrying." "LINZ do important work, including administering the Public Works Act, which they well know already requires compensation for taking people's land. That makes their comments surprising, and worrying," Seymour said in a statement to RNZ. "At their heart, they see New Zealanders' rights as an inconvenience, when they are supposed to be public servants. "The comments they have made further prove the need for the Regulatory Standards Bill. Public Servants should not see respecting people's rights as an inconvenience, it is one of their duties." Seymour said ministers could "ignore the bill" in a crisis or emergency situation, while Treaty Settlement Bills were also exempt from consideration under the bill. Officials criticisms of the bill were proof it was needed, he said. "One thing that is becoming clear from some government departments' criticisms of the bill is that they don't take New Zealanders' rights seriously, seeming to see them as a nuisance that stops them making rules and going home early. Public servant attitudes to our basic rights, as shown in some of their comments, are another good reason why we need the Regulatory Standards Bill." 'Stark warning' about a 'dangerous bill' Greenpeace said LINZ's comments were a "stark warning", especially as flood-hit Tasman faces a huge clean up after three storm events in recent weeks. Infrastructure was urgently needed to prepare for, and recover from climate disasters, said spokesperson Gen Toop. "Things like flood protection, transport and communication links, and renewable energy," she said. "The Regulatory Standards Bill is dangerous. It would tie the Government's hands at the very moment when urgent climate action and disaster preparation are needed most. "This new warning is yet another nail in the coffin for this doomed bill. It has attracted blistering criticism from the United Nations, legal experts, health professionals, Māori leaders, environmental groups, and the public service itself," said Toop. Several government agencies have sounded warnings about the bill, including the Treasury which predicted the it could "adversely impact the cost and speed of government infrastructure projects and public works in the future." According to the Ministry for Regulation, the proposed Regulatory Standards Bill (RSB) seeks to "establish a benchmark for good legislation" by introducing a set of principles of "responsible regulation". Essentially, the bill creates a set of rules that all lawmakers must consider in regulation design. The law would also set up a Regulatory Standards Board, which would respond to concerns raised around the consistency of regulation. Appointed by the Regulation Minister, the board would be able to make non-binding recommendations, much like the Waitangi Tribunal. The bill is currently with the finance and expenditure committee, which is expected to report back in November. If it passed into law, it would likely take effect at the start of next year.
