As soon as the House reassembled, members of the Opposition parties started raising slogans with some holding placards. Amid the ruckus, presiding officer Jagdambika Pal called for the papers to be laid on the table.

Urging the protesting member to go back to their seats and let the House function, Pal said, 'You yourself introspect that with this commotion who will gain. You have been sent by the people to raise their issues. But the House is being disrupted repeatedly. It is not an achievement. There are more than 200 Private Member Bills'.
Meanwhile, Union Minister Arjun Ram Meghwal said that an important bill pertaining to the tribals of Goa was up for discussion in the House, but the Opposition members were not allowing it to take place.
'By not allowing the House to function, they show that they are against tribals of Goa,' Meghwal said.
The chair again urged the agitating members to go back to their seats and let the House function.
Despite his repeated requests, the Opposition continued with the ruckus and the chair then adjourned the House till 11 am.
Earlier in the day when the House met, tributes were paid to the armed forces on Kargil Vijay Diwas.
However, soon after Speaker Om Birla initiated the session, Opposition members stormed into the well of the House, raising slogans and displaying placards in protest.
Amid the disruptions, the Speaker urged the agitating members to allow the House to function.
Addressing the unruly scene, Speaker Birla said, "I have always made efforts to ensure the smooth functioning of the House, especially that members get full opportunity to speak during question hour."
He also proposed involving a government representative in talks with opposition leaders to resolve the ongoing standoff.
Birla emphasised the importance of Parliamentary functioning, highlighting that each MP represents approximately 20 lakh citizens who look to their elected leaders with expectations for their future.
Despite his appeal, the Opposition continued their protest, prompting the Speaker to adjourn the session until 2 pm.

If mass exclusion, we will immediately step in: Supreme Court on Bihar SIR
New Delhi: The Supreme Court on Tuesday orally remarked that it would 'immediately step in' if there is mass exclusion of voters following the Special Intensive Revision (SIR) of electoral rolls in poll-bound Bihar. The observation came from a Bench of Justices Surya Kant and Joymalya Bagchi as it dealt with a clutch of petitions claiming that if the June 26 decision of the ECI directing SIR is not set aside, it can "arbitrarily" and "without due process" disenfranchise lakhs of voters, disrupt free and fair elections and democracy. Advocate Prashant Bhushan, citing a statement issued by the poll body, submitted that 65 lakh individuals had not submitted enumeration forms during the SIR process, as they were either deceased or had permanently relocated. 'We are here, we will hear your concerns. We are overviewing the matter as a judicial authority. If there is mass exclusion, we will immediately step in,' the Justice Kant-led Bench assured Bhushan and posted the clutch of petitions against SIR for hearing on August 12 and 13. The apex court added that the Election Commission of India (ECI), being a constitutional authority, is presumed to act in accordance with the law and the Constitution. On Monday, the Justice Kant-led Bench declined to grant an interim stay on the publication of the draft electoral rolls but emphasised that the ECI should consider Aadhaar and Electoral Photo Identity Cards (EPIC) for voter verification. As senior advocate Rakesh Dwivedi, appearing on ECI's behalf, raised concerns over the reliability of documents -- citing the prevalence of fake ration cards -- the top court had remarked: "As far as ration cards are concerned, we can say they can be forged easily, but Aadhaar and voter cards have some sanctity and have a presumption of genuineness. You proceed with these two documents (Aadhaar and EPIC). Wherever you find forgery, that's on a case-to-case basis." As per the SIR schedule released by the poll body, every elector who has submitted the enumeration form -- with or without supporting documents -- will be included in the draft electoral roll set to be published on August 1. Electors who have not submitted their forms will still be entitled to seek inclusion in the final roll by filing a claim in the prescribed form along with the required declaration. "Therefore, any person excluded from the draft roll has another opportunity to be included by submitting the form with the necessary declaration and documents. This claims period will remain open for 31 days following the publication of the draft roll, i.e., until September 1, 2025," the Commission said in an affidavit filed before the Supreme Court. After the completion of the entire process, the final roll will be published on September 30, and the reply document added. The ECI also submitted that even after the final roll is published, new electors may still be enrolled up to the last date for filing nominations for the upcoming Bihar Assembly elections.

Goa to launch portals for village panchayat services from August 1
The govt plans to launch online services in five village panchayats initially, adding 20 to 30 more every month thereafter, Goa Panchayat Minister Mauvin Godinho said Press Trust of India Panaji In a sweeping overhaul, almost all village panchayat services in Goa were being shifted online in a phased manner, bringing grassroots governance into the digital age, a minister has informed in the state assembly. The shift to digital platforms will ensure people no longer have to physically visit panchayat offices for basic services, Goa Panchayat Minister Mauvin Godinho said in the House late Monday evening during the ongoing monsoon session of the state assembly. Godinho also said an Artificial Intelligence-based facial recognition attendance system across all village panchayats will be launched from August 1. "From income certificates to house repair permissions, nine major services are already available online. We are working towards 100 per cent digitisation of all panchayat services," he said. There are 186 village panchayats across both the North Goa and South Goa districts. Godinho said services like the issuance of residence, income and character certificates, NOCs for water and electricity connections, registration and renewal of trade and establishment licences and permissions for house repairs are already available online. From next month onwards, proceedings of the panchayat meetings and certified copies of resolutions adopted by the panchayats would be available online, he said. "This will allow people to view decisions taken by their local panchayats, strengthening transparency and accountability," the minister told the House. He acknowledged that some delays were being faced in hosting services online due to a contractor failing to deliver on time, but assured the government was accelerating the process. The government plans to launch online services in five village panchayats initially, adding 20 to 30 more every month thereafter, Godinho said. The state will digitise nearly 10 lakh house tax records and eight lakh trade licence records of all panchayats in the coastal state, he said. In future, the services, including house tax payments, issuance of construction licences, occupancy certificates and applications for lease rent, will be added to the online portal, he said. "I had promised in the last session that there would be reforms to bring more digitisation and streamline procedures at the panchayat level. We are on track to deliver that," Godinho said. Speaking further, the minister also announced the rollout of an AI-based facial recognition attendance system across all village panchayats from August 1. This system, which has already undergone a soft trial, will be supported by geo-tagging to ensure the staff attendance is marked only from designated locations, he said. "If the attendance is marked from outside the designated area, the employee must provide a valid reason. This will help improve punctuality and discipline in the functioning of the panchayat staff," he added.
