Supreme Legislation Committee organises ‘SLC Innovates'
Over two days, the event featured engaging presentations and discussions on anticipating future trends and enhancing legislative preparedness. It highlighted the importance of a culture of innovation, proactive approaches, and creative thinking for developing the legislative process. The event also included sessions dedicated to promoting knowledge and expertise exchanges and exploring methodologies for harnessing innovation to improve institutional effectiveness.
H.E. Ahmad bin Meshar Al Muhairi, SLC Secretary General, emphasised that innovation is the cornerstone of SLC's institutional framework and the driving force behind the advancement of legislative processes. Al Muhairi underscored the pivotal role of innovation in ensuring that legislation remains aligned with rapid developments across diverse sectors to support the UAE national strategies and ambitious visions aimed at shaping a brighter future of progress and prosperity. Al Muhairi highlighted that 'SLC Innovates' reflects the Committee's continued commitment to encouraging its team members to embrace innovation as a core principle in their daily tasks. The event also contributes to promoting initiative-taking and collaboration, while also recognising employees' contributions towards achieving the SLC's vision of leading the legislation-making industry to meet the Emirate's orientations and future needs.
Day one of the event featured activities that underscored the significance of forward-thinking in developing legislation and enhancing its efficiency and flexibility. In collaboration with 01GOV, SLC organised the 'Future Government Game' activities, designed to inspire creative thinking and teamwork, explore the concept of zero bureaucracy, and discuss ways to anticipate and prepare future government challenges through sustainable and smart methodologies.
On day two, a group of SLC's innovators led a session where they shared their experiences and success stories. They discussed their innovative initiatives including: developing the Dubai Legislative Platform, establishing standards for innovative legislative provisions, and applying the 'Butterfly Theory' to assess the impact of legislation. The session also featured discussions on strategies to foster a culture of innovation within government entities, redefine legislative practices, and explore innovative ideas, while facilitating the exchange of knowledge and experiences.
At the conclusion of the event, the winners of the "Badir" initiative—a points-based system designed to encourage proactivity among the SLC General Secretariat's employees and recognize their contributions—were honoured.

Kuwait, China review progress on 22 joint development projects
KUWAIT - Minister of Public Works Dr. Noura Mohammad Al-Mashaan chaired a meeting on Thursday of the Ministerial Committee for Following Up on the Executive Status of Agreements and Memorandums of Understanding (MoUs) signed between Kuwait and China. The meeting reviewed the latest progress on 22 development projects outlined in the MoUs between Kuwait and China, with particular focus on strategic areas such as the Mubarak Al-Kabeer Port project, electric power and renewable energy development, low-carbon waste recycling systems, housing projects, wastewater treatment infrastructure, and the development of free and economic zones. The chair of the ministerial committee conveyed the leadership's strong interest and directives to closely monitor major development projects, stay updated on their progress, and accelerate implementation in coordination with Chinese government entities. Assistant Foreign Minister for Asian Affairs and member and rapporteur of the ministerial committee, Ambassador Sameeh Johar Hayat, indicated that meeting was part of regular follow-up on the executive status of the agreements and MoUs signed between the governments of Kuwait and China. He affirmed the continued commitment to taking all necessary measures and steps that would contribute to accelerating the implementation of major development projects in the country. Egypt: Cabinet approves rules for committees assessing residential rental areas
Arab Finance: The Egyptian cabinet has approved the rules and regulations governing committees tasked with assessing areas containing residential rental properties under Law No. 164 of 2025, as per a statement. The draft Prime Ministerial decree defines key terms, including 'rented premises,' referring to properties leased for residential purposes under the new law, and 'conflict of interest cases,' which cover situations where committee members or their first-degree relatives are owners or tenants in the area under review or have personal interests that could affect their work. It also introduces a point-based evaluation system, classifying areas as premium with a score of over 80 points, medium with a score from 40 to 80 points, and economic areas that received a total score below 40 points. According to the resolution, governors will form one or more inventory committees led by senior officials and including technical and legal experts, as well as representatives from the Ministry of Housing, Utilities, and Urban Communities, the Egyptian General Survey Authority, and the Real Estate Tax Authority. Committees will operate daily, excluding holidays, and must record detailed minutes of their work. The committees will divide areas into the three categories based on criteria such as location, building quality, average unit size, available utilities, road and transport networks, and public services. The annual rental value of properties, as defined under the Built Property Tax Law, will also be considered. Their findings must be completed within three months of the law's effective date and published in the Egyptian Gazette. Minister of Housing, Utilities, and Urban Communities Sherif El-Sherbiny announced that tenants meeting the eligibility requirements for alternative units under Article 8 of the law can apply starting October 1st via a unified electronic platform or through post offices nationwide, with applications open for three months. Applicants will be able to track their requests, complete documentation, and update information through their electronic accounts.

Egypt, Jordan sign 10 cooperation agreements to boost ties
Arab Finance: Egypt and Jordan signed 10 documents to strengthen bilateral cooperation at the conclusion of the 33rd session of the Egyptian-Jordanian Joint Higher Committee, held in Amman, as per a statement. The signing ceremony, attended by Egypt's Prime Minister Mostafa Madbouly and Jordan's Prime Minister Jaafar Hassan, took place at the Jordanian Prime Ministry headquarters. The agreements covered multiple sectors. An executive program was signed to activate a memorandum of understanding (MoU) between Egypt's Ministry of Endowments and Jordan's Ministry of Endowments, Islamic Affairs, and Holy Places. Another executive program was signed between Egypt's General Authority for Investment and Free Zones (GAFI) and the Jordanian Group for Free and Development Zones for the fiscal year (FY) 2025/2026. Both were signed by Egypt's Minister of Planning and Economic Development, and International Cooperation Rania Al-Mashat, and Jordan's Minister of Industry, Trade, and Supply Yarub Al-Qudah. An MoU on consumer protection was signed by Egypt's Consumer Protection Agency head Ibrahim Al-Sajini and Al-Qudah. The Ministry of Local Development of Egypt and Jordan's Ministry of Local Administration also signed an MoU on cooperation in local development, signed by Egypt's Minister of Local Development and Acting Minister of Environment Manal Awad and Jordan's Minister of Local Administration Walid Al-Masri. In the field of heritage preservation, Egypt's Supreme Council of Antiquities and Jordan's Department of Antiquities signed an agreement to protect and recover cultural property and combat illicit trafficking in antiquities. Other agreements included an executive program for scientific cooperation between Egypt's National Planning Institute and Jordan's Ministry of Planning and International Cooperation; an executive program on youth cooperation for FY 2025/2028; an MoU on government procurement between the two finance ministries; and an MoU launching a high-level financial dialogue. It is worth mentioning that the volume of trade exchange between Egypt and Jordan exceeded $1 billion in 2024, compared to $734 million in 2020.
