Supreme Legislation Committee organises ‘SLC Innovates'
The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) organised the 'SLC Innovates' event on February 19 and 20, reflecting its commitment to fostering a culture of innovation and establishing an advanced, future-ready legislative ecosystem capable of effectively addressing today's challenges while also anticipating and adapting to future developments.
Over two days, the event featured engaging presentations and discussions on anticipating future trends and enhancing legislative preparedness. It highlighted the importance of a culture of innovation, proactive approaches, and creative thinking for developing the legislative process. The event also included sessions dedicated to promoting knowledge and expertise exchanges and exploring methodologies for harnessing innovation to improve institutional effectiveness.
H.E. Ahmad bin Meshar Al Muhairi, SLC Secretary General, emphasised that innovation is the cornerstone of SLC's institutional framework and the driving force behind the advancement of legislative processes. Al Muhairi underscored the pivotal role of innovation in ensuring that legislation remains aligned with rapid developments across diverse sectors to support the UAE national strategies and ambitious visions aimed at shaping a brighter future of progress and prosperity. Al Muhairi highlighted that 'SLC Innovates' reflects the Committee's continued commitment to encouraging its team members to embrace innovation as a core principle in their daily tasks. The event also contributes to promoting initiative-taking and collaboration, while also recognising employees' contributions towards achieving the SLC's vision of leading the legislation-making industry to meet the Emirate's orientations and future needs.
Day one of the event featured activities that underscored the significance of forward-thinking in developing legislation and enhancing its efficiency and flexibility. In collaboration with 01GOV, SLC organised the 'Future Government Game' activities, designed to inspire creative thinking and teamwork, explore the concept of zero bureaucracy, and discuss ways to anticipate and prepare future government challenges through sustainable and smart methodologies.
On day two, a group of SLC's innovators led a session where they shared their experiences and success stories. They discussed their innovative initiatives including: developing the Dubai Legislative Platform, establishing standards for innovative legislative provisions, and applying the 'Butterfly Theory' to assess the impact of legislation. The session also featured discussions on strategies to foster a culture of innovation within government entities, redefine legislative practices, and explore innovative ideas, while facilitating the exchange of knowledge and experiences.
At the conclusion of the event, the winners of the "Badir" initiative—a points-based system designed to encourage proactivity among the SLC General Secretariat's employees and recognize their contributions—were honoured.

The presentation highlighted the SLC's role in promoting legislative compliance among government entities, in accordance with Law No. (14) of 2024 Concerning the Supreme Legislation Committee in the Emirate of Dubai, and Resolution No. (3) of 2024 Approving the Terms of Reference of the Supreme Legislation Committee in the Emirate of Dubai. The presentation also explored the SLC's core functions, the concept and procedures of legislative compliance, annual legislative audit statistics for 2024, and the legislative compliance rate as a government performance excellence indicator. The presentation further outlined the responsibilities of government entities, while emphasising the importance of proper implementation of legislation in upholding governance and transparency. The Legislative Oversight Forum also featured a session titled 'Legislative Compliance Dialogue', with Ms. Wadha Al Ghafli, Director of Strategy and Excellence at the Dubai Government Human Resources Department, as guest speaker. The session was hosted by Mrs. Marwah Mohammed Ibrahim, Head of the Audit Section at the SLC Legislative Audit Directorate. The Legislative Oversight Forum is part of the SLC's ongoing commitment to fostering a culture of legislative compliance at both institutional and societal levels. The forum showcased exemplary compliance models from diverse sectors, including entities that achieved the highest compliance rates, embodying the highest standards for legislative compliance across government operations. UAE ranks first globally in telecom infrastructure, digital government framework, digital content
27 May 2025 09:30 DUBAI (WAM) The UAE has secured the top global ranking in the telecommunications infrastructure index, the institutional framework for digital government, and the digital content index, according to the second edition of the 'State of Digital Transformation Report'. The report was released by the UAE's Higher Committee for Government Digital Transformation during the recent Digital Readiness report highlights the UAE government's digital achievements across 12 key sectors, including the economy, finance, human resources, health, education, community development, culture and youth, immigration and foreign affairs, security and justice, infrastructure and energy, logistics, and the bint Khalfan Al Roumi, Minister of State for Government Development and the Future in the UAE Government and Chair of the Committee, said digital readiness and transformation are central to the UAE leadership's vision, aiming to eliminate bureaucracy and enhance quality of life through noted the report tracks major digital achievements over the past year, showcasing the UAE's leadership in global competitiveness indices related to digital governance. It is intended to motivate further efforts to meet national digital report notes that the UAE ranked first globally in the UN indices for telecommunications infrastructure, digital government framework, digital content, and digital also topped the global 'Government AI Readiness Index 2024' by Oxford Insights, ranked third in government service delivery, and placed fourth in GovTech Maturity Index according to the World Bank. The satisfaction rate for digital services reached 91 percent, with more than 57 million users benefiting. There are currently 460 active digital transformation projects across federal the digital government sector, 10.8 million individuals used the UAE Pass, which now connects to 15,000 services and supports 2.6 billion integrated digital transactions. In the economic sector, 5.2 million tax transactions were completed digitally, alongside 316,800 certificates of origin and 64,100 trademark registration and renewal finance sector processed 8,300 vendor registrations, 2,500 financial market employee accreditations, and 1,000 foreign investment fund resources saw 13.2 million work permit applications and 8 million employment contract transactions, with 1.2 million training hours delivered through the 'Jahiz' digital learning health, 2 million prescriptions were filled using robotic pharmacies, 1 million chest X-rays were conducted using artificial intelligence, and 437,900 remote medical consultations were held. The education sector delivered digital learning to 1.4 million individuals and processed 445,700 university course services answered 115,600 digital inquiries and completed 243,800 zakat and donation transactions, as well as 125,700 digital requests for fatwas and zakat calculations. UAE Hosts Digital Readiness Retreat to Accelerate Tech-Driven Transformation
The UAE has reaffirmed its commitment to leading the global digital race, hosting the third edition of the Government's Digital Readiness Retreat, a key platform to shape the future of digital governance. The event brought together 1,000 senior leaders and experts to align strategies, share innovations, and drive systemic transformation across sectors. Organised by the Higher Committee for Government Digital Transformation, the retreat showcased the UAE's digital progress and unveiled the latest UAE Government Digital Transformation Report. The event highlighted advancements across critical sectors including economy, health, education, security, and infrastructure. Minister Ohood bint Khalfan Al Roumi, Chair of the Committee, emphasized that innovation and rapid tech adoption now define global leadership. She noted that in 2024, the UAE delivered 173.7 million digital transactions, serving over 57 million users with a 91% satisfaction rate. These achievements placed the UAE among the world's top digital governments. TDRA Director-General Majed Al Mesmar described the retreat as a catalyst for building a human-centric, innovation-led government. He revealed over 2.6 billion digital transactions and 11 million digital identity users, underscoring the UAE's shift toward seamless, AI-powered public services. New initiatives included the launch of the Digital Transformation Leadership Programme, MoU signings to boost collaboration, and expert-led panels on AI, cybersecurity, and citizen-centric design. Cybersecurity chief Dr. Mohamed Al Kuwaiti stressed the importance of secure digital infrastructure, while private sector partners like e&, Presight, Microsoft, and ServiceNow showcased how public-private collaboration is shaping resilient, AI-native systems.
