Andhra Pradesh Police have implicated former CM Jagan Mohan Reddy in a ₹3,500 crore liquor scam through a supplementary charge sheet, alleging his involvement in key policy decisions and APSBCL appointments. While not naming him as an accused, the SIT detailed meetings chaired by Reddy that facilitated the alleged irregularities.
ANI The Andhra Pradesh Police has alleged in a supplementary charge sheet that former Andhra Pradesh chief minister and YSRCP chief Jagan Mohan Reddy was involved in key decisions that led to the ₹3,500 crore liquor scam, but stopped short of naming him as an accused.The special investigation team (SIT) of state police alleged in a 124-page supplementary charge sheet that Reddy presided over numerous meetings that finalised appointments to Andhra Pradesh State Beverages Corporation Ltd (APSBCL) and led to policy changes to facilitate the alleged scam.Without naming Reddy, the charge sheet elaborated on a June 21, 2019, meeting, saying, "The then Hon'ble chief minister had granted his approval for the interim arrangement by extending the licence period of A4 shops and licences granted to hybrid hypermarkets till 30.09.2019 and further directed to make all arrangements for procuring the premises for A4 shops and identifying the personnel for managing the A4 shops as they will be run as Govt. shops from 01.10.2019."The charge sheet also flagged a meeting in July "chaired by" Reddy where a number of shops, hiring of shop premises, shop infrastructure and manpower were discussed. "Accordingly, pursuant to such discussion, draft operational guidelines were also submitted for establishment and running of 35,000 retail outlets by APSBCL for approval of the government," it said. In its 305-page charge sheet filed in July, the SIT had linked Reddy to monthly kickbacks to the tune of ₹50-60 crore per month. So far, Reddy has not been named as an accused.
The supplementary charge sheet also alleged that kickbacks were laundered through office boys and other low-profile individuals. The SIT has named former Andhra intelligence chief, IPS officer PSR Anjaneyulu and consulting firm KPMG. Though KPMG officials have not been accused in the case, the supplementary charge sheet alleged that the accounting firm was hired without following due tender process only to give credence to a predetermined action to facilitate the alleged liquor scam.KPMG had helped the government in shifting from automated indentation process to manual.The supplementary charge sheet said, "Several illegalities have been identified during the course of investigation while modifying the then existing Excise Policy in the year 2019. The hiring of the consultancy firm M/s. KPMG Advisory Services Pvt. Ltd. was intended to lend credibility to a flawed excise policy."

"A single remark of alleged communal disharmony against a certain community results in our Hindu workers being booked and sent to jail. But when it comes to remarks posted on social media hurting Hindu sentiments, not a single case is booked," he said. Ashoka accused the govt of being party to efforts to defame Hindu society and demanded that the administration present an interim report on the special investigation team's (SIT) probe. He also called for disclosure of the man behind the mask who is leading investigators to the alleged mass burial sites. BJP sought a narco-analysis test on the masked man and demanded that the investigation be handed over to National Investigation Agency (NIA), alleging the involvement of foreign funding for "small-time accusers" and YouTubers. In response, Parameshwara said: "We have as much faith and belief as you, or even more, in Dharmasthala Manjunatha and the Dharmadhikari Veerendra Hegde's philanthropic and religious efforts. We only want to get to the bottom of the truth." Mumbai: The Enforcement Directorate (ED) has said that former Vasai-Virar municipal commissioner Anil Pawar and his junior, deputy director of town planning Y S Reddy, operated under the code names 'C' and 'D', respectively, during discussions with builders regarding bribe amounts. An architect of a builder said in his statement that when he informed Reddy about the total area of one of his projects, Reddy fixed the bribe amount at Rs 50 lakh for clearing the file and also determined the amount for 'C'. The ED reported that a relative of Pawar collected Rs 3.4 crore in cash at his Dadar office, believed to have been delivered by an angadia. The ED said Pawar bought expensive sarees, pearls and gold and diamond jewellery through Reddy and the settlement happened in cash. Special judge R B Rote remanded the four accused in ED custody till Aug 20. In the remand application, calling the scam "colossal", the ED stated that Reddy used an intricate codeword system for the collection of commissions and bribes from builders, architects and local liaisoners. An in-depth analysis of WhatsApp chats of Reddy with the commissioner, liaisoners, architects, builders and others established who were the persons behind the code names 'C' and 'D', said the ED. The remand application included a portion of a statement from an architect representing a builder that the ED recorded during the case investigation. It stated, "Reddy asked me how much money I had to pay him. I gave him the figure of 1.95 lakh square feet, which was the total area of my last case (project) wherein permission was granted by VVCMC (Vasai-Virar City Municipal Corporation). So the total amount was Rs 48.75 lakh at the rate of Rs 25 per square foot, which is rounded off to Rs 50 lakh. This was the amount to be given to Reddy as DDTP. 'D' in the chat meant DDTP. Then I asked how much money was to be given to the commissioner VVCMC. In the chat, 'C' is meant to be the commissioner VVCMC, who was Anil Pawar." The ED said that Pawar charged large commissions and bribes for granting various development permissions required from VVCMC for starting different residential, commercial and other projects. This was fixed at the rate of Rs 20-25 per sq ft of the built area of the project. It could increase to Rs 50 per sq ft depending on the complexity of the project and the wherewithal of the concerned builder. This was revealed based on statements from various builders, architects, VVCMC officers, and liaisoners, the ED informed the court. The ED said that Pawar incorporated various firms to channelise and utilise the proceeds of crime and also to integrate the proceeds of crime into the financial mainstream of the economy. A large amount of cash was suspected to be infused in all the projects, entities, investments by the accused in the multiple entities floated in the name of his wife, daughters and distant relatives. These entities were engaged in the construction of residential projects wherein a large amount of cash was suspected to be infused by the accused. "The cash so collected by distant relatives was invested in properties situated at various locations in Maharashtra," the plea said. Seeking Pawar's custody, the ED's remand plea said that it was necessary to prevent him from tampering with evidence. The plea said that during a search operation at his home on July 29, Pawar initially refused to open the door for over two hours. During this time, he deleted call logs and WhatsApp data from his mobile phone, a clear attempt to destroy crucial evidence, the ED submitted. Referring to Pawar and Reddy, the plea said, "Owing to the power and influence associated with such a position, there exists a grave and reasonable apprehension that accused…may exert undue influence, inducement, threat, or coercion upon builders, architects, liaisoners, and officials of VVCMC," the remand plea said. The money laundering case pertains to the unauthorised construction of 41 residential and commercial buildings on govt and private land under the jurisdiction of the VVMC, which included land spanning 30 acres designated for sewage treatment and dumping facilities. The 41 buildings were demolished only after a recent court order, resulting in financial and housing losses for those who purchased flats in the structures. His remarks came during a heated 30-minute debate on the case with BJP members accusing the govt of being complicit in efforts to defame the popular temple. "Let me make it very clear — the govt did not form the SIT under pressure. Our focus is solely on uncovering the truth and ensuring justice. We have not bowed to pressure so far and will not do so in the future," he said. Affirming his personal respect for Dharmasthala, the minister said, "Everyone on our side, including me, has great respect and devotion towards Dharmasthala, and I have visited the temple multiple times." He highlighted that under Dharmadhikari Veerendra Heggade's leadership, the temple has championed women's welfare and provided education to thousands across India and abroad.
