State government likely to approve Kochi light tram feasibility study soon

Close on the heels of Kochi Metro Rail Limited (KMRL) forwarding a proposal to the Ministry of Housing and Urban Affairs to conduct a feasibility study to operate light trams in the 6.20-km M.G. Road-Menaka-Park Avenue Road-Jos Junction-M.G. Road-Thevara loop-line corridor, the long-overdue approval of the State government is expected in a week's time for the proposal, it is learnt.
Light trams are an improvised version of the bus rapid transport (BRT) system. This was mulled as a loop line of Kochi metro in April last year following a meeting that was held here between Kochi metro officials and their counterparts from HESS Green Mobility, which implemented the light tram services in Brisbane and many other parts of the world.
The State's approval is critical for the final nod from the Centre, especially since the Centre is expected to bear the cost of the feasibility study for the first such project in India to operate light trams through a largely-elevated corridor. The State sought details like project estimates, which KMRL provided. Even as the State's approval is awaited, the metro agency has done a bulk of the groundworks to save on time. It is estimated that the mass rapid transport system (MRTS) can be readied at one fourth the cost of the conventional metro rail system, with negligible land acquisition, reliable sources said. The proposal comes at a time when the completion of Kochi metro's 11.20-km-long Kakkanad extension is caught in uncertainty primarily due to the inordinate delay in getting the approximately ₹1200-crore loan that was awaited from the Asian Infrastructure Investment Bank (AIIB). KMRL had earlier said that the metro's Thripunithura terminal station could be linked with the proposed terminal station of the Kakkanad extension at Infopark by way of a tram network considering the minimal investment in capital and also for land acquisition.
KMRL managing director Loknath Behera said that the metro agency had sent a letter to the State government, citing the need for the State's approval in order to get the Centre's nod.
'The State's approval is critical for the Centre to approve and also fund the feasibility study for the light tram service in Kochi. As for a tram service between the metro's terminal stations at Thripunithura and Infopark, it ought to be read with the demand for a conventional metro system in the corridor,' he added.
The conclusion of a feasibility study to operate light trams in the 6.2-km MG Road-Menaka-Park Avenue Road-Jos Junction-MG Road-Thevara loop-line corridor is expected to be followed by the preparation of a detailed project report (DPR) for the purpose, it is learnt.
Apart from improving patronage in Kochi metro, this would benefit people from Thevara and the densely populated West Kochi region. It would also help link the metro's M.G. Road Station with the Water Metro's High Court terminal.
As per estimate, a three-coach electric hybrid light tram having 25-metre length can carry up to 240 passengers. They can be fully recharged in six minutes, while such An MRTS can be readied at less than one-fourth the cost of the conventional metro rail system if its coaches are manufactured in India.

New Delhi: More than 559 million bank accounts have been opened under the financial inclusion scheme Pradhan Mantri Jan Dhan Yojana (PMJDY) since its launch in 2014, the government informed Parliament on Monday, highlighting efforts to boost financial inclusion and improve access to credit. In a written reply to a question in the Lok Sabha, minister of state for finance Pankaj Chaudhary said the Centre has taken several initiatives to ensure that access to basic banking services leads to meaningful participation in the formal financial system. Launched in August 2014, the PMJDY was a key step in banking the unbanked by facilitating the opening of basic savings bank deposit accounts. These accounts come with features such as RuPay debit cards and an in-built overdraft facility. Chaudhary said the government has undertaken several measures to ensure that credit inclusion complements deposit inclusion, with a strong focus on funding the unfunded. The Pradhan Mantri Mudra Yojana (PMMY) provides collateral-free credit of up to ₹ 20 lakh to micro and small enterprises, thereby enabling self-employment and income generation. Since its inception, 53.85 crore loans amounting to over ₹ 35.13 trillion have been sanctioned under the scheme, he said. Dedicated schemes such as Stand-Up India (SUPI), PM Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi), PM Vishwakarma, and the Prime Minister's Employment Generation Programme (PMEGP) have been implemented to expand credit access for SC/ST and women entrepreneurs, street vendors, artisans, and other micro-enterprises. The Credit Guarantee Fund for Micro Units (CGFMU) and the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) have been set up to reduce credit risk for lenders and incentivizes formal lending to underserved segments. To strengthen credit assessment frameworks for individuals lacking conventional credit history, the Government is leveraging technology and alternative data sources, Choudhary said. Grameen credit score has been announced to support credit appraisal of self-help group (SHG) borrowers and rural populations, including farmers and marginalized communities. This initiative is expected to enhance the quality and objectivity of credit decisions and facilitate improved access to formal credit in rural areas, he said.

Private car owners in Telangana won't be able to avail the Annual Toll Pass scheme for National Highways (NHs) and expressways to be launched by the Centre on Aug 15, as vehicles registered in the state have not yet been migrated to the Vahan database (central registry of vehicles). The annual pass, to be issued from next week, requires real-time validation of vehicle class through the Vahan portal. Union transport secretary V Umashankar, in a letter addressed to Telangana chief secretary last week, sought the "personal intervention" of the top state official to expedite the migration of the state's vehicle data to Vahan portal and ensure "equitable access to the nationwide facility for road users". Umashankar highlighted how the Centre had reached out to the state govt in May this year for merger of state registers for driving licence (DL) and registration certificate (RC) of vehicles with the national registers -Sarathi and Vahan - but the same has not happened yet. Except Telangana, all other states have come on board, officials said. They expect the state to act quickly, as the issue is crucial for dealing with DL and RC related matters at the national level. Umashankar has said that only vehicles registered as "non-commercial car/ jeep/ van" are eligible to get the FASTag-based pass by paying ₹3,000, granting them 200 toll-free crossings on NHs in a year. Sources said the National Highways Authority of India is in the process of finalising the scheme and placing all infrastructure in place for starting the registration process. A special team has been trained to handle queries relating to the scheme at their call centre.

A home is more than shelter, it is a dream, a source of dignity and security, he said. Beneficiaries were identified transparently, ensuring that only the deserving beneficiaries get the benefit. A Rs 2.5 lakh subsidy per household is being provided under PMAY-Urban 2.0 for house construction. Besides this, in rural areas, under Mukhyamantri Gramin Awas Yojana 2.0, the process to allot plots to 1.58 lakh applicants in 561 villages is underway. Furthermore, Rural beneficiaries will receive Rs 1.38 lakh under PMAY Gramin, Rs 12,000 for toilets under Swachh Bharat Mission, and 90 days of unskilled labor wages under MGNREGA. He further shared that under the Pradhan Mantri Awas Yojana-Gramin, so far, 69,150 houses have been built in rural areas with Rs 579 crore in assistance, while 77,900 houses have been constructed in urban areas under the Pradhan Mantri Awas Yojana-Shehri with Rs 1,650 crore support. Saini said the state government has ushered in a new era of development, transforming not just housing, but also bringing revolutionary improvements in education, healthcare, employment, and basic infrastructure. "Youth are becoming self-reliant, women feel safer, and farmers are more prosperous. This is just the beginning. Our goal is that no family in Haryana should be without a roof over their head," he said. Speaking at the event, Development and Panchayats Minister Krishan Lal Panwar said several decisions are being taken for the welfare of the poor, youth, and women. Earlier, poor families could only imagine owning a house. But under Prime Minister Narendra Modi 's leadership, over four crore homes have been provided to the needy across the country, he said. He said that in Haryana too, under the guidance of Chief Minister Saini, housing initiatives in both rural and urban areas have been fast-tracked. "Unlike previous governments, where plots remained on paper, today beneficiaries receive both registered ownership and possession," he added.
