Puri Rath Yatra stampede kills 3 as crowd swells to 20k outside temple
Bhubaneswar: A pre-dawn stampede during Rath Yatra festivities in Odisha's temple town Puri left three devotees dead and dozens injured Sunday as over 20,000 people crowded into a space meant for less than a third of that number.
The dead were identified as Premakanta Mohanty, 78, a retired state govt employee from Bhubaneswar; homemaker Basanti Sahu, 42, from Khurda; and Prabhati Das, 52, of Balianta in Bhubaneswar.
They had come with families for "darshan" of Lord Jagannath, Balabhadra and Subhadra atop chariots before the sibling deities entered Gundicha temple on the third day of the annual festival. The chariots were parked outside the temple, drawing massive crowds that overwhelmed barriers.
Eyewitnesses attributed the chaos to poor planning and inadequate crowd control measures. They said the surge began as two trucks carrying wooden ladders for the chariots entered the dense crowd around 4am.
"The narrow congregation site, combined with insufficient police presence and scattered palm log ladders near the chariots, resulted in the stampede," eyewitness Chinmay Patra said.
CM Mohan Charan Majhi ordered a probe led by development commissioner Anu Garg and announced compensation of Rs 25 lakh for each victim's family.
He called the lapses "unforgivable" and transferred Puri district collector S S Swain and SP Vinit Agrawal. DCP-ranked officer V P Pati and commandant Ajay Kumar Padhi were suspended for negligence.
Cops, govt under fire for crowd-control 'fiasco'
Bhubaneswar: Sunday's stampede at Puri in BJP-governed Odisha spotlighted failure of police's crowd control measures. Opposition BJD and Congress attributed the tragedy to govt's incompetence and "favour" shown to BJP workers to gather around the chariots.
While there was a delay on Friday due to a crowd surge, the chariot-pulling ceremony eventually went off smoothly that day and Saturday with over 12 lakh devotees. But alleged mismanagement of a smaller gathering of 5,000-6,000 near Gundicha Temple led to the stampede Sunday.
"The location in front of Gundicha Temple can accommodate a maximum of 5,000-6,000 devotees. Stampedes can occur when chariots are moving. However, tragedy struck before stationary chariots, a first in history," said Binayak Dasmohapatra, a senior servitor of Jagannath Temple.
Police had announced deployment of 275 AI-enabled cameras and drones for real-time crowd monitoring as part of the security and traffic measures. At least two IPS officers were assigned to oversee 5 companies of RAF, 6 SP-rank officers, 7 ASPs, 24 DSPs, 42 inspectors, 189 SIs/ASIs, 12 havildars, 110 home guards and 52 platoons of state police. Despite this, security experts and devotees criticised police for failing to anticipate the massive weekend crowd.
" I suspect the personnel lowered their guard after Friday and Saturday, and did not take any preemptive measure for the remaining days of the festival," said Sahadeb Mohanty, a retired DSP.
Leader of opposition and BJD chief Naveen Patnaik posted on X, "While I refrain from accusing govt of criminal negligence, their blatant callousness undeniably contributed to this tragedy."
State Congress president Bhakta Charan Das claimed the entire arrangement was "VVIP and BJP worker-centric".
Govt pushed back against the allegations, pointing out that action had been taken against negligent officers and more would follow after ongoing inquiries."Senior police officers are on the spot to ensure comprehensive crowd control measures," law minister Prithiviraj Harichandan said.

Prabhati, one of the victims, had travelled in a group of seven.
Her mother Binodini Panda said: 'Thousands pushed through, walking over people.
Some people lifted me and some others, but my daughter remained trapped. By the time we managed to reach her, she was gone.'
According to Basanti's husband Dilip Kumar Sahu, the crowd surged at dawn. 'People started falling, including us. We were trampled. My wife got trapped. We pulled her out and waited for nearly an hour for an ambulance. She was declared dead at the hospital.'
Opposition politicians blamed BJP-led govt for security failures.
Former CM Naveen Patnaik of BJD called it an 'abysmal failure' of crowd management. Congress MP Rahul Gandhi said 'no lapses in this responsibility are acceptable'.
Undeterred, thousands of devotees continued gathering for darshan of the deities through the day. 'We are saddened by the tragedy but not scared. Our faith is stronger than our fear,' said Saudamini Sarangi, 65, from Cuttack.
'There was chaos for about an hour but then normalcy returned quickly.
We offered prayers smoothly afterward,' said Sovan Pattnaik of Bhubaneswar.
Police deployed reinforcements, set up barricades and implemented multiple queue systems. 'We appealed to people not to spread rumours. Many were taking photos in the crowd, adding to the challenge,' said DGP YB Khurania. The festival continues through July 8.

Despite fears of rising fiscal and revenue deficits, the Maharashtra government tabled supplementary demands of Rs 57,509.71 crore in the Legislative Assembly Monday to allocate funds for various schemes and projects. 'The state already has a revenue deficit of Rs 45,890 crore. With the additional supplementary demands of Rs 57,609.71 crore, the total revenue deficit will rise above Rs 1 lakh crore. Out of the total demands, Rs 15,465.13 crore have been allocated to the Urban Development Department, headed by Pawar's fellow Deputy Chief Minister Eknath Shinde, ahead of the elections in 29 civic bodies, including the Brihanmumbai Municipal Corporation (BMC). The financial arrangement is made to undertake various development works within the jurisdiction of urban local bodies. Further, Rs 11,042.76 crore has been earmarked for various grants as per the recommendations of the 15th Finance Commission. As road contractors across the state intensify their protests against the non-payment of dues worth Rs 80,000 crore, the state government has allocated Rs 9,068.49 crore for the Public Works Department (PWD) to clear the pending dues for carrying out road and bridge works. The government has earmarked Rs 3,228.38 crore for the refund of stamp duty cess collected for Metro projects and other development works by municipal corporations, municipalities, municipal councils, and zilla parishads. Stop action against Dalits immediately: K'taka BJP to CM Siddaramaiah
The Karnataka BJP, on Monday, demanded that the Chief Minister Siddaramaiah should immediately stop the ongoing government action against Dalits in Kadugodi area of Bengaluru. Leader of the Opposition (LoP) in the Karnataka Legislative Council, Chalavadi Narayanaswamy, has alleged that CM Siddaramaiah-led state government under the Forest Minister Eshwar Khandre, is attempting to "strangle the livelihoods" of Dalits. Speaking during a protest held near the Gandhi statue at Vidhana Soudha, Narayanaswamy said that the Forest Department is trying to take over valuable agricultural land cultivated by Dalits in Dinnoor village in Kadugodi of Mahadevapura constituency in Bengaluru Urban district. He accused Minister Khandre of leading this operation and called it an act of economic strangulation targeting Dalits. He alleged that instead of carrying out its designated duties, the Forest department is now focused on seizing valuable land. Despite multiple attempts, they were unable to get an appointment with the Chief Minister, he said. Therefore, the Karnataka BJP have submitted a memorandum to the Chief Secretary Shalini Rajneesh and also handed over a petition to the Chief Minister's Secretary. LoP Narayanaswamy also said that there were 711 acres in Dinnoor, of which 278 acres were given to the Railways, around 3 acres to a temple, 13 acres for roads, 13 guntas for an Indira Canteen, 20 acres for housing in Dinnoor Colony, 2.5 acres for a crematorium, 32 acres for layout development, and 4.5 acres for a police station. Of the total, 125 acres were under cultivation, and 45 acres were handed over for the Metro project. He said that the government had granted the land to farmers as far back as 1950, and since then, they had been engaged in agriculture on that land. He demanded that the attacks on Dalits must be stopped and condemned the arrests and intimidation tactics being used by the police. BJP leader Narayanaswamy noted that there is a stay order in place against the eviction, yet attempts are still being made, which he termed condemnable. While acknowledging that the matter is sub-judice, he criticised the state government for claiming it was only following a "task" assigned to them, calling such statements ridiculous. He also said that the Karnataka Industrial Areas Development Board (KIADB) had acquired land from farmers in 1982 and had provided compensation accordingly. Former BJP MP, S. Muniswamy, who also spoke at the protest, accused the Congress-led state government of targeting Dalit farmers by evicting them from their lands. He said that violence, false cases and harassment were being inflicted upon the community, and this was unacceptable. He asked whether only Dalit farmers were subject to the law. "If all of that land belongs to the Forest Department, then why hasn't the government cleared the lands given to the Railways? Why hasn't the KIADB's land been taken back? Why are Metro, police station, and other allocations untouched?" he asked. Participating in the protest were Legislative Council Chief Whip N. BJP leader Narayanaswamy said that it is shameful and unfortunate that farmers and local residents, who have been living and cultivating land for decades in the Kadugodi locality in Bengaluru Urban district, are being evicted. He added that evicting the poorest and most destitute people -- who survive by tilling the land -- without any prior notice and without implementing any rehabilitation measures is unacceptable. BJP leader Narayanaswamy urged that the matter should be carefully examined in accordance with the Supreme Court's directions and existing government provisions, and appropriate action should be taken. "I appeal that until the government announces a decision to protect these people, the eviction process should be halted," he said. "Survey Number 1 in Kadugodi comprises 711 acres of land, including 35 acres of agricultural land. This land is being cultivated by people belonging to the Scheduled Caste community. The farmers have been tilling the land since 1950 and possess government documents proving ownership," he added.

Stock trading scam: Retired software employee duped of Rs 3 crore in Hyderabad; added to WhatsApp group run by fake brokerage firm CEO
HYDERABAD: A 67-year-old retired software employee was duped for Rs 3 crore by fraudsters posing as representatives of a well-known Delhi-based stock trading firm. In his complaint to the Telangana Cyber Security Bureau (TGCSB), the victim from Lalaguda alleged that in mid-April he was added to a WhatsApp group administered by a fraudster posing as Anu Prita Daga, who claimed to represent the CEO of a Delhi-based stock brokerage firm. The group, with 60 members, persuaded investors to open Over-The-Counter (OTC) trading accounts on their web platforms such as and assuring them that all transactions were reported to SEBI and RBI. Later, the fraudsters announced that they were underwriting the initial public offer of a health tech firm and, through their manipulated portal, allotted shares worth Rs 49 crore in the victim's name and started pressuring him to make payment. The victim became suspicious as the total value of the IPO was Rs 55 crore. The victim then directly contacted the health tech firm which issued the IPO and also SEBI to verify the documents sent by the fraudsters and realised that he was duped. Based on his complaint, TGCSB Headquarters police in Hyderabad registered a case under section 66-D of the IT Act and Sections 318(4) (cheating and dishonestly inducing delivery of property), 319(2) (cheating by personation), and 338 (Forgery of valuable security, will, etc.) of the Bharatiya Nyaya Sanhita (BNS) on Saturday. "The defrauded amount was transferred to multiple accounts and withdrawn. We are analysing the bank transactions to identify the accused," said a police official.
