MMA calls for national master plan to address healthcare staffing crisis
MMA president Datuk Dr Kalwinder Singh Khaira stressed the need for long-term, data-driven reforms to strengthen the healthcare workforce and ensure system resilience.
'What Malaysia urgently needs is strategic, forward-looking planning for its healthcare human resources. This must begin with detailed data analysis, mapping the distribution of healthcare professionals nationwide and identifying gaps based on the specific needs of each state or locality,' he told Bernama.
With proper planning, Dr Kalwinder said the government would be able to project the number of doctors, specialists, nurses, and allied health professionals required over the next five to 10 years.
'Equally important is the development of a robust national strategy to retain existing healthcare workers. This includes structured improvements in remuneration, allowances, career development opportunities, and clear pathways for professional growth,' he added.
Dr Kalwinder also highlighted Malaysia's shift towards an ageing population, which will significantly increase the demand for healthcare services, particularly in geriatrics, chronic disease management, rehabilitation, and long-term care.
He said the shortage of healthcare personnel is driven by resignations, retirements, uneven staff distribution, and a decline in new entrants into the public sector.
This has resulted in longer patient wait times and increased burnout among overstretched staff.
'If we do not act urgently, the situation will worsen, with more professionals leaving the public sector. This could severely compromise the quality of care in a system that serves about 70 per cent of the population,' he cautioned.
On the recently introduced e-placement system for medical graduates, Dr Kalwinder said MMA is optimistic that it will promote a more balanced and practical distribution of doctors across the country.
'We hope the system ensures fairer placements based on the needs of healthcare facilities, while also considering individual preferences and the challenges of relocating to remote postings,' he said.
Dr Kalwinder also supported targeted incentives such as hardship allowances, housing support, and salary restructuring. However, he emphasised that non-financial factors — such as job security, career progression, and training opportunities — are equally critical in retaining healthcare talent.
To improve coordination, he proposed the formation of a national-level body comprising representatives from the Health and Higher Education Ministries, professional associations, and healthcare sector stakeholders.
Among the urgent measures proposed by the MMA are competitive salary packages, higher on-call allowances, expanded specialist training, promotion reform, improved working conditions, rural posting incentives, and the abolishment of the contract system.
'The MMA is ready to support the government by offering input and expertise, especially in addressing ground-level realities. Bold and coordinated action is urgently needed if we are to build a resilient, future-ready public healthcare system that meets the evolving needs of the people,' he said.
Meanwhile, Universiti Putra Malaysia (UPM) public health specialist Associate Professor Dr Malina Osman said financial incentives alone are not a long-term solution. Greater emphasis must be placed on the emotional wellbeing and overall welfare of healthcare workers.
'Even if the government cannot provide full financial incentives, it should at least offer emotional support through flexible systems that allow healthcare workers to spend more time with their families — for example, by introducing more adaptable rotation schedules,' she said.
Dr Malina also recommended that medically trained administrators be placed in key decision-making agencies such as the Public Service Department (JPA), to ensure a better understanding of the real workload and challenges faced by doctors and healthcare personnel. — Bernama

JOHOR BAHRU, Aug 4 — The opening of the Pasir Gudang Hospital (HPG) here, which was initially scheduled to begin phased operations on Aug 1, has been postponed to next year. Johor Health and Environment Committee chairman Ling Tian Soon said this was due to several technical issues, including a shortage of healthcare personnel, such as doctors and nurses. According to him, the decision was agreed upon by both the Ministry of Health and the state government to avoid any complications arising from inadequate staffing. 'The shortage of healthcare staff is one of the major issues we are currently facing. If the hospital were to begin operations without sufficient manpower, we are concerned it would lead to various problems in the future. 'However, HPG will not be left idle. Instead, it will serve as a support facility for Sultanah Aminah Hospital (HSA) and Sultan Ismail Hospital (HSI), which are the two busiest hospitals in the state,' he said when contacted today. He added that discussions with the Ministry of Health (MOH) will continue to ensure HPG can begin operating with an adequate number of staff. In June, Health Minister Datuk Seri Dr Dzulkefly Ahmad was reported as saying that HPG would begin its first phase of operations on Aug 1, involving around 30 per cent of its total hospital capacity. He said the initial phase would cover 30 per cent of essential services such as Accident and Emergency (A&E), Obstetrics and Gynaecology, and the Paediatrics Department. 'To date, 274 positions have been filled, and we hope the hospital can become fully operational with 1,845 staff by July 2026,' he said. — Bernama

Child psychologist tells court no proof of neglect, abuse in Zayn Rayyan's medical records
PETALING JAYA, Aug 4 — A child psychologist testified in the Sessions Court today that the late Zayn Rayyan Abdul Matin had not been neglected or abused, as indicated by three medical reports from Selayang Hospital and Sungai Buloh Hospital. Dr Noor Aishah Rosli, 49, the founder of the CPC International psychology clinic in Bandar Baru Bangi, confirmed that she had reviewed the reports provided by the defence. When questioned by lawyer Haresh Mahadevan, Dr Noor Aishah said there was no evidence in the reports suggesting that Zayn Rayyan had suffered neglect or abuse. 'The reports show no indication of neglect or abuse,' the fifth defence witness said during examination-in-chief in the proceedings of Ismanira Abdul Manaf, who faces charges of child neglect involving Zayn Rayyan. Dr Noor Aishah elaborated on the definition of neglect, explaining that the American Psychiatric Association (APA) outlines various forms, including emotional, physical, and educational neglect. She emphasised that neglect must occur over a consistent period to be classified as such. 'If a child misses lunch because the guardian is sick, it wouldn't be considered neglect. 'But if the child consistently receives inadequate food and is expected to find food themselves, this could be classified as neglect,' she said. In relation to the amended charge against Ismanira, which refers to neglect causing potential physical injury to the child, Dr Noor Aishah pointed out that the use of the word 'likely' in the charge implies uncertainty and does not definitively point to physical injury. When questioned whether the amended charge clearly indicated neglect by the accused, the witness responded that it was not specified in the charge. On July 21, Judge Syahliza Warnoh ordered Ismanira to enter her defence after the prosecution successfully established a prima facie case against the woman, while her husband, Zaim Ikhwan Zahari, 30, was acquitted and discharged. The couple was accused of neglecting their autistic son, Zayn Rayyan, in a manner likely to cause physical injury between noon on Dec 5 and 9.55 pm on Dec 6, 2023, in the vicinity of Block R, Idaman Apartment, Damansara Damai, extending to a nearby river. They were charged under Section 31(1)(a) of the Child Act 2001, read together with Section 34 of the Penal Code, which carries a maximum sentence of 20 years' imprisonment, a fine of up to RM50,000, or both, upon conviction. Kelantan ranks third for drug addiction in Malaysia with 11,280 cases
KOTA BHARU: Kelantan has recorded 11,280 drug addicts and abusers as of March 2025, marking it as the state with the third-highest rate of drug addiction in Malaysia. The National Anti-Drug Agency (AADK) reported 597 cases per 100,000 population, trailing behind Terengganu (663) and Perlis (609). AADK director-general Datuk Ruslin Jusoh noted a 5.4% decline compared to the previous year, attributing the improvement to integrated efforts such as enforcement crackdowns, preventive education, and tighter border controls. 'The closure of illegal entry points has helped curb the flow of prohibited substances,' he said after attending the State Drug Control Action Council Meeting. Amphetamine-Type Stimulants (ATS) accounted for 89.3% of cases (10,071 individuals), followed by opiates (6.8%), psychotropic pills (2.5%), and cannabis (0.4%). Ruslin emphasized ongoing collaboration with police, immigration, and customs to enhance prevention and rehabilitation programmes. - Bernama
