Grants, new Puspal guidelines will boost entertainment industry, says association

Music Malaysia said the Cemi initiative is expected to directly benefit various stakeholders in the industry, including local artistes and musicians who will enjoy greater opportunities to perform and get international exposure.
PETALING JAYA : The Concert and Event in Malaysia Incentives (Cemi), along with the new Puspal guidelines (GPP 6.0), are strategic steps toward strengthening the overall ecosystem of the nation's entertainment industry, says Music Malaysia chairman Freddie Fernandez.
Fernandez said the RM10 million annual allocation under the Cemi programme will serve as a significant boost for the organisation of large-scale concerts and events.
'This move will not only elevate Malaysia's image as a regional entertainment hub, but also stimulate the tourism sector through the increase in domestic and international visitor arrivals,' he said in a statement.
Communications minister Fahmi Fadzil, when announcing the initiative yesterday, said the financial rebate programme will take effect from May 15.
Fernandez said the initiative is expected to directly benefit various stakeholders in the industry, including local artistes and musicians who will enjoy more opportunities to perform and get international exposure.
'Additionally, technical personnel such as sound engineers, lighting crews and production teams are expected to benefit from increased employment opportunities.
'Service providers such as sound system suppliers, event venues and accommodation providers are also anticipated to see heightened demand due to the expected surge in events being organised,' he added.
Music Malaysia comprises 15 associations within the music industry, including concert organisers, recording companies, artiste associations and creative arts groups. It includes representation from Sabah and Sarawak.
Fernandez said the GPP 6.0, which will be introduced from May 1, is also expected to expedite the application process for event organisers in obtaining approval from the authorities.
'This update will be particularly beneficial for small-scale performances and promotional events, with the processing time reduced from 14 days to just seven days.
'This will streamline organisers' operations and ensure smoother event implementation.'
He said the association also supports the incident management measures outlined in GPP 6.0, including the implementation of a 'kill switch' that enables immediate termination of performances when necessary.
'This is an important measure to ensure the safety and smooth operation of events. It is a timely move, given past incidents that were unfortunate and could have been avoided,' he said.
The 'kill switch' was initially proposed for use by concert organisers following the incident involving British band The 1975 at the Good Vibes Festival in July 2023 at the Sepang International Circuit.

KUALA LUMPUR, Aug 14 — Bursa Malaysia opened higher and is set to test the 1,600 level today after Wall Street's bullish momentum overnight on US interest rate cut hopes, coupled with a strong corporate earnings season, analysts said. At 9.15am, the FTSE Bursa Malaysia KLCI (FBM KLCI) rose 2.48 points, or 0.16 per cent, to 1,589.08 from yesterday's close of 1,586.60. The benchmark index earlier opened 0.31 of a point firmer at 1,586.91. The market breadth was positive, with advancers leading decliners 191 to 154. A total of 301 counters were unchanged, 1,918 untraded and 17 suspended. Turnover stood at 174.93 million shares worth RM97.13 million. Rakuten Trade Sdn Bhd vice-president of equity research Thong Pak Leng noted that Wall Street's overnight rally pushed both the Nasdaq and the S&P500 to record highs. 'Meanwhile, the US 10-year yield eased to 4.236 per cent while Hong Kong's Hang Seng Index cruised past the 25,000 level as traders' risk appetite increased as hopes for a US interest rate cut in September escalated,' he told Bernama. On the domestic front, as the FBM KLCI surged to almost the 1,590 mark at the close yesterday, Thong said he believes the index is set to test the 1,600 level soon, and eventually improve the overall trading volume of the local bourse in the future. 'We expect the buying momentum to persist, hence expect the index to hover within the 1,580-1,600 range today,' he added. Among the heavyweight stocks, Maybank added six sen to RM9.92, Public Bank climbed one sen to RM4.45, and CIMB gained five sen to RM7.24. Tenaga Nasional eased six sen to RM13.74 while IHH Healthcare was flat at RM6.91. On the actively traded list, Oxford Innotech advanced three sen to 41 sen, Mtouche Technology, Icents and YGL inched up half-a-sen to 3.5 sen, 43 sen and 14 sen, respectively, while Classita dipped half-a-sen to 8.5 sen. On the broader market, the FBM Emas Index expanded 16.23 points to 11,820.41, the FBMT 100 Index widened by 15.18 points to 11,604.19, and the FBM Emas Shariah Index added 2.18 points to 11,770.73. The FBM ACE Index picked up 4.80 points to 4,659.41, and the FBM Mid 70 Index gained 9.19 points to 16,785.55. By sector, the Financial Services Index jumped 67.76 points to 18,141.66, the Plantation Index bagged 25.76 points to 7,623.75, and the Energy Index added 2.40 points to 740.04. LOS ANGELES, Aug 14 — Paramount Global unveiled plans on Wednesday to retain and develop its stalwart entertainment brands Nickelodeon, MTV, and BET, while sharply increasing feature film production following its US$8.4 billion merger with Skydance Media. 'We're thinking about ... the cable networks, not as declining linear assets that we need to spin off or deal with somehow,' said President Jeff Shell. 'We're thinking of those brands that we have to redefine.' Shell joined Chairman and CEO David Ellison and the rest of the executive team at a media gathering on Wednesday on the Paramount Pictures lot, where they discussed strategy for their film, television, and streaming businesses – as well as emerging technologies such as artificial intelligence. The press event was held a week after Paramount completed its merger with Skydance Media, installing new leadership at the media company. Television Media Chair George Cheeks acknowledged the decline of cable television – 'there's no question it's a super challenging business' – but added that the company's cable networks have created iconic franchises that may well thrive in the world of streaming video. Shell singled out BET, a network focused on Black culture that Paramount previously explored selling, as an important building block of the company's streaming strategy. Paramount's plans to develop its legacy cable networks come at a time when other media companies are shedding fading cable networks. Warner Bros Discovery and Comcast have announced plans to separate their cable businesses from their studios and streaming operations. Josh Greenstein, co-chair of Paramount Pictures, said the studio plans to raise annual output, from eight this year to 15 movies 'very quickly,' with the ultimate goal of releasing 20 films a year. The coming slate will include new installments of familiar franchises, such as 'Star Trek' or 'Transformers,' as well as original movies, like the newly acquired James Mangold film project, 'High Side,' starring Timothée Chalamet. The studio also will seek out family fare, in the vein of 'A Night at the Museum' or 'The Goonies.' 'We love these movies. We all grew up on these movies, and we don't feel like many people are making them,' said Dana Goldberg, co-chair of Paramount Pictures. Ellison said his goal is to transform Paramount into a haven for the most talented filmmakers and sees emerging technologies like artificial intelligence providing a tool to enhance storytelling. 'I also think we have to acknowledge that this is a technology that is evolving, I think, faster than everyone in Hollywood really thinks it is,' said Ellison, who is the son of Oracle co-founder Larry Ellison. KUALA LUMPUR, Aug 14 — Prime Minister Datuk Seri Anwar Ibrahim said stronger coordination among implementers of Bumiputera entrepreneur development initiatives is crucial to ensure efforts are focused, complementary, and make the most of each party's strengths. In a Facebook post, Anwar said he had emphasised this point when receiving a courtesy call from Malay Traders and Entrepreneurs Association (Perdasama) president Mohd Azamanizam Baharon and his delegation yesterday. 'During the meeting, I stressed the rationale and commitment of the government regarding the Bumiputera development agenda, which needs to be understood and embraced by all associations, including Perdasama. 'The government welcomes the proposed initiatives put forward by Perdasama, and I am confident that this strategic collaboration will have a greater impact in strengthening the Bumiputera business ecosystem and expanding the country's economic opportunities,' he said.
