Rs3.45trn Sindh budget unveiled
Speaking at the budget session, the chief minister announced the government's a 'forward-looking development agenda' with scores of 'transformative new initiatives' across the key sectors including education, health, agriculture, infrastructure, social protection, and local governance. 'These initiatives reflect our commitment to equity, innovation, and inclusive growth.'
According to the budget documents, the Sindh government budget outlay has been increased by Rs394 billion or 13 percent to Rs3.450 trillion for FY26 compared to Rs3.056 trillion for previous fiscal year. Total receipts of the province are estimated to rise by 12 percent from Rs3.056 trillion in FY25 to Rs3.412 trillion for the next fiscal year.
On receipts side, current revenue receipt estimates increased by 10 percent to Rs2.824 trillion including, revenue assignment Rs1.927 trillion, straight transfer Rs116.433 billion, grants to offset losses Rs51.81 billion, provincial tax receipts (excluding GST on services) Rs288 billion and provincial sales tax on services and taxes from agricultural Rs388 billion.
In addition, the current capital receipts estimated Rs33 billion, carryover balance Rs100 billion, foreign grants Rs10.838 billion, foreign project assistance RS 366.744 billion and other grants Rs75.58 billion.
As per budget estimates, Current Revenue Expenditure (CRE) have been pitched at Rs2.150 trillion, being 12.4 percent higher than budget estimates of Rs1.912 trillion for the FY 2024-25. The increase is mainly due to inflationary impact on the operating expenses, enhancement of grants-in-aid to non-financial institutions including hospitals, public sector universities, local councils, necessary salary raise in shape of relief allowance to the government employees and raise in pension expenditure due to increase in pension. Current capital expenditures estimates; however, increased from Rs184 billion to Rs281.6 billion.
The chief minister said that projects under the public health and sustainable development goals are likely to see a budgetary share of Rs45 billion with 50 percent specifically for water sector schemes, supporting clean water access and climate resilience
A Rs25 billion of financial allocation is reserved for the home-based solar systems including a portion earmarked to scale decentralised, off-grid solar solutions for household in rural and underserved areas across the province.
CM Murad said that the government is set to launch a comprehensive, multi-year agriculture reform program— an ambitious initiative aimed at modernising farming, improving livelihoods, and enhancing food security. He added that the Benazir Hari Card will be the delivery platform for subsidies and services, as so far 200,000 farmers have been enlisted under this program.
In next financial year, he said, the number for erecting new homes will rise to around 1.5 million from 1.1 million in the current fiscal year. 'We have opened bank accounts for more than 1.3 million beneficiaries for the rehabilitation of more than 12.3 million flood-affected populations'.
The irrigation sector will receive Rs42 billion funds, denoting the Sindh government's commitment to the farmers' community and improvement of irrigation system in the province, he said. The allocation also includes a Rs10 billion block that has been proposed for de-silting of N W Canal and Dadu Canal at the time of Sukkur Barrage closure next year, maintaining irrigation infrastructure and ensuring smooth flow of water into different waterways.
The budget estimates for livestock and fisheries sector has been proposed at Rs12.9 billion in a bid along with an amount of Rs120 million earmarked for helping the livestock farmers know about various breeds, modern methods of breeding, fodder cultivations and fishing and aquaculture.
In line with the relief measures, the government has proposed 10 percent on an ad-hoc basis allowance for the employees from BPS-1 to BPS-22 so as to equip them to bear the impact of inflation. For the pensioners we have proposed an increase of 7 percent for the next fiscal year.
The cumulative impact of these relief measures will be around Rs52 billion per annum, chief minister said. He said that there is a proposal under the government's inclusive policies to scale up the monthly rate of Special Conveyance Allowance from Rs4,000 to Rs6,000 to the differently-abled employees. This measure will have additional financial impact of Rs114.48 million, he added.
However, he said that the government's decision about the minimum wage for the labour classis is under consideration keeping view the soaring inflation and rising cost of living.

Karachi & Hyderabad: CM reviews uplift projects worth Rs78bn
KARACHI: Sindh Chief Minister Syed Murad Ali Shah presided over a meeting to review the Development Portfolio of the Local Government Department for the financial year 2025-26, which stands at Rs 78.087 billion. The CM said that Rs 78.087 billion is allocated for 765 development schemes - 696 ongoing schemes and 60 new schemes, including 16 carry-forward schemes and 44 new schemes in the portfolio. Additionally, Rs 8288.680 million has been allocated for nine schemes included in the Mega Projects Karachi. He also reviewed mega development schemes of Karachi and Hyderabad, being undertaken by the LG Department. The meeting, held at CM House, was attended by LG Minister Saeed Ghani, Karachi Mayor Barrister Murtaza Wahab, Chief Secretary Asif Haider Shah, Principal Secretary Agha Wasif, Chairman P&D Najam Shah, Finance Secretary Fayaz Jatoi, LG Secretary Waseem Shamshad and other senior officers. The CM was told that this year's allocation is Rs 86,375.6 million, against which Rs 23,390.821 million have been released, while the utilisation is recorded at Rs1412.293 million. The overall progress on the ongoing schemes was reported at 7 per cent while the news schemes have been approved by the P&D recently. Karachi Development Schemes: The CM was briefed that Karachi has six major development schemes worth Rs 8.2 billion. These include the establishment of Allama Iqbal Park in the FB Area, the rehabilitation of Nehr-e-Khayam in District South, the construction of a sports complex in District Central, the reconstruction of the Korangi Causeway, and road construction in Sachal Goth. Additionally, there are efforts to rehabilitate the drainage system in Manzoor Colony, stormwater drain projects including works on Thado Nallah, Mehran Drain, Malir River at N-5 Murghi Khana, and junction works on the Korangi Causeway at Shahrah-e-Bhutto. The CM directed the LG Department to accelerate progress on these mega schemes, announcing that he would personally visit project sites soon. 'We must speed up the implementation of Karachi's development projects,' he said. Karachi also has 13 new schemes planned for FY 2025–26, including development of old city areas and major business districts, rehabilitation of old KMC markets, road restoration from Check Post-4 (Malir Cantt) to M-9 Motorway, road construction from Check Post-3 to Shahrah-e-Bhutto, development of IB Soomro Avenue and Memon Mamar roads, construction of roads in Shah Faisal Colony, storm-water drain rehabilitation, link roads to Shahrah-e-Bhutto, new roads from Gulshan-e-Hadeed Mor to Allah Wali Chowrangi, from Hub River Road (Turi Bangash) to Ittehad Town, the Karachi Traffic Corridor Project, a flyover crossing at Gujjar Nallah, construction on Sir Shah Suleman Road, Kidney Hill Park at the Bird Aviary site, development of Gutter Baghicha as a public park, upgrades at various graveyards, construction of a hockey ground near Ziauddin Hospital in Nazimabad. Hyderabad Development Schemes: The CM was also briefed on three new schemes for Hyderabad under the 2025–26 worth Rs4.4 billion, including a 23-inch diameter water supply scheme connecting the Combined Channel to a 6 MGD filtration plant at Latifabad Unit-4, costing Rs 1.2 billion, Construction of a 6 MGD Rapid Gravity Water Treatment Plant at Masri Goth, Qasimabad, with a cost of Rs 2 billion and Establishment of a six-MGD Water Filtration Plant at Khanpota. The CM instructed officials to start work immediately on these projects, emphasising that Hyderabad's road infrastructure had already been improved, and the completion of water and filtration schemes would resolve long-standing issues of the city. CM, ministers, governor express solidarity with K-P flood victims
Sindh Chief Minister Syed Murad Ali Shah has expressed deep sorrow over the loss of lives and widespread devastation caused by recent flash floods in Khyber Pakhtunkhwa, Gilgit-Baltistan, and Azad Kashmir. In conversations with Khyber Pakhtunkhwa Governor Faisal Karim Kundi and Chief Minister Ali Amin Gandapur, Murad Ali Shah conveyed the Sindh government's solidarity with the affected areas during this difficult time. He assured that Sindh was ready to extend all possible assistance to fellow citizens, adding that medical facilities in Karachi had been made available for those injured in the floods. The chief minister also expressed deep grief over the helicopter crash near Changi Banda, in which five personnel lost their lives while on a public service mission. Extending his sympathies over the loss of life and property caused by recent cloudbursts and flash floods in Gilgit-Baltistan and Azad Kashmir, Murad Ali Shah stressed the need for a unified national strategy to tackle natural disasters and mitigate their impact. He prayed for patience, strength, and fortitude for the bereaved families. Sindh Senior Minister Sharjeel Memon said that during this difficult time, the Pakistan Peoples Party stands with the people of Khyber-Pakhtunkhwa and is always ready to provide unconditional support. Sharjeel further stated that the Sindh government is always ready to help its brothers in K-P and will provide all possible assistance if needed. Meanwhile, Governor Kamran Khan Tessori expressed profound grief over the recent flood devastation and casualties in Buner district, K-P. In a condolence message, he extended heartfelt sympathies to the families of the deceased, stating that the people of Sindh shared the sorrow of the affected communities. The governor also spoke with the prime minister of Azad Kashmir, discussing the recent heavy rains and flooding in the region, and assured that Sindh's people stood firmly with their Kashmiri brothers and would continue to extend all possible support and relief efforts.

Sindh PA celebrates Independence Day
KARACHI: In a display of unity and inclusion, the Sindh Assembly on Thursday celebrated Pakistan's 78th Independence Day with a symbolic session at its historic old building, bringing together lawmakers, special students, and guests. The day began with Speaker Syed Owais Qadir Shah hoisting the national flag, followed by special prayers for the country's security, progress, and prosperity. The ceremony was attended by Deputy Speaker Anthony Naveed, Provincial Home Minister Zia Ul Hassan Lanjar, Leader of the Opposition Ali Khurshidi, ministers, women and minority representatives, and members from all political parties. Special students from the Ida Rieu Welfare Association were given seats in the members' chairs. Abid Ali, a differently-abled student, read out an Independence Day resolution from Braille, seconded by Asma Zahoor, Tauseef Ahmed, and Hans Raj. The resolution paid tribute to the armed forces, praised the success of Operation Bunyan Mursus — described as the 'Battle of Truth'— and commended Bilawal Bhutto Zardari for enhancing Pakistan's image through diplomacy. It called on the youth to stand as a united front in service of the nation. The House unanimously adopted the resolution, greeting the students with standing ovations and desk-thumping. Tauseef Ahmed recalled the night of May 7, when the Pakistan Air Force 'brought down six enemy aircraft in minutes' and the army 'held the Line of Control with their blood.'
