Success stories: IAS Dr. Rahul Haridas Fating is being awarded the 'Prime Minister's Excellence Award 2023'. He is receiving this honour for his overall development and innovations in Barwani. Prime Minister Narendra Modi will present this award to him on the 17th Civil Services Day (Good Governance Day). He has previously served as the Collector of Barwani district. This award is given based on the recommendation of a high-level committee constituted under the chairmanship of the Cabinet Secretary, Government of India.
Dr. Rahul Fating is a low-profile IAS officer. He was appointed as the Collector of Barwani district on January 30, 2023. He belongs to a middle-class family in Chandrapur, Maharashtra. Born on March 24, 1985, Dr. Fating completed his MBBS degree from Government Medical College, Yavatmal. After that, he was selected for the Indian Police Service (IPS) in 2011. Dr. Fating succeeded in his next attempt and was chosen for the Indian Administrative Service (IAS) in 2012.
During his posting in Madhya Pradesh, Dr. Fating has served as Assistant Collector in Rewa district, SDM in Anuppur district, and Chief Executive Officer of the District Panchayat in Shivpuri district, as well as Executive Director of the Madhya Pradesh Mineral Corporation, Deputy Secretary in the Mineral Resources Department, Additional Collector in Jabalpur district, Additional Commissioner in MGNREGA, Government of Madhya Pradesh, and Director of Watershed and Collector of Seoni district.
After serving as the Collector of Barwani district, he is currently the Commissioner of the Madhya Pradesh Housing and Infrastructure Development Board in Bhopal.
After his posting in Barwani district, Dr. Fating made education, health, malnutrition prevention, women empowerment, and public welfare his top priorities and initiated several innovations. These innovations included Mission Bal Shakti, Warloo Commando, tribal health service providers treating with traditional medicinal plants (Tribal Healers Training), Mission Foundation, Mamta Brigade, as well as strengthening institutions related to social justice and disability – Asha Ashray and the hostel for girls with special needs (CW SN), and organizing world record-level massive blood donation camps for the health and nutrition of pregnant women and children.
These programs have led to improvements in health, nutrition, education, and agriculture-related indices in the tribal-dominated district.

AIIMS Guwahati, one of 19 premier institutions across the country, was established to provide high-quality medical education, research, and patient care in the northeastern region. According to the government, the new AIIMS institutions are envisioned as key pillars of the Viksit Bharat Mission. Dr Sanjay, an acclaimed orthopaedic surgeon, clinical researcher, academician, author and social worker, has a career spanning over 45 years. He received his basic orthopaedic training from Kanpur, PGI Chandigarh, and the Central Institute of Orthopaedics, New Delhi, and pursued advanced fellowships in subspecialties of orthopaedics from Sweden, Switzerland, Japan, the USA, and Russia. His research and clinical work have been published in leading journals, including the Journal of Bone and Joint Surgery, International Orthopaedics, and Journal of Hand Surgery. The Ministry of Health and Family Welfare said Dr Sanjay's appointment is aimed at strengthening medical education, research, and patient care in the northeastern states. In recognition of his distinguished contributions, he was conferred the Padma Shri in 2021.
