Letter: Chip-enabled cards would take bite out of benefits fraud

I was glad to see your report about the state Department of Human Services initiative to counter skimming of SNAP benefits by providing a way to lock an EBT card between food purchases ('Officials urge locking benefits card to prevent theft,' June 5). But there is an even better solution: Provide chip-enabled EBT cards that cannot be skimmed. This is a commonsense approach that has much support, given the travesty of food being stolen from children, the elderly and low-income people. The commonwealth should fund chip-enable EBT cards in the next budget. Sharon Dietrich Tilden Township

Arnold woman facing charges after infant tests positive for methamphetamine, THC

An Arnold woman is facing charges after investigators say an infant in her care tested positive for drugs twice. The Westmoreland County District Attorney's Office says the infant tested positive for methamphetamine and THC in April. After that, investigators tried to question Ariana Carter, 33, multiple times, but were unable to do so. The infant then tested positive for methamphetamine, THC and Benadryl in May. At that point, the DA's office says county detectives executed a search warrant at Carter's home, taking syringes, two meth smoking pipes, two marijuana smoking pipes and other drug paraphernalia related to smoking marijuana. Carter is now charged with endangering the welfare of children and possession of drug paraphernalia. The infant is no longer in her care. Download the FREE WPXI News app for breaking news alerts. Pittsburgh-area war hero heading to trial on child rape accusations

A Pittsburgh-area war hero's rape case is going to trial. Brandon Rumbaugh, a decorated Marine veteran, today waived his preliminary hearing in the case that accuses him of raping a 13-year-old girl multiple times in his Pleasant Hill home. The case will proceed to Rumbaugh's formal arraignment, which is scheduled for Aug. 7. Rumbaugh is a double amputee who lost both of his legs after stepping on an IED in Afghanistan. >>> Pittsburgh-area war hero accused of raping 13-year-old girl << >> Pittsburgh-area war hero accused of raping teenage girl denied bond <<< The girl also noted Rumbaugh didn't have legs, and that on one of the nights, there was another person sleeping in the room while Rumbaugh allegedly sexually assaulted her. According to detectives, Rumbaugh told the victim to keep this a secret until she was 18 years old. Police say there is surveillance video of Rumbaugh and the girl in a Sheetz, where you see Rumbaugh purchasing alcohol. A judge denied Rumbaugh bond May 28.
