Palace studying next steps on GSIS investment

The Office of the Ombudsman had placed GSIS President Jose Arnulfo 'Wick' Veloso and six other officials under preventive suspension without pay for six months amid its probe into the P1.4 billion deal with Alternergy.
In an Order dated July 11, the Ombudsman said it 'found sufficient grounds' to place Veloso and six other GSIS officials under a six-month preventive suspension 'considering that there is strong evidence showing their guilt' of possible grave misconduct, gross neglect of duty, and violation of reasonable office rules and regulations over the P1.4 billion stock purchase from AlterEnergy Holdings Corporation.
Veloso said that GSIS acknowledges the Ombudsman's inquiry into the pension fund's Alternergy investment and "cooperating fully with the investigation."
Veloso added that the Alternergy investment had resulted in P117 million in dividend earnings in the first year. —LDF, GMA Integrated News

Ombudsman's proposed budget for 2026 pegged at P6.39B
The Office of the Ombudsman will get P6.39 billion in 2026 under the National Expenditure Program submitted by Malacanang to Congress. The proposed budget is higher than the P5.87 billion budget of the anti-graft court this year. Of the P6.39 billion, P3.67 billion will go to Personnel Services; P2.20 billion will go to the Maintenance and Other Operating Expenses (MOOE); and P515.3 million will account for the Capital Outlay. The Ombudsman's proposed budget for 2026 also includes P51.47 million worth of confidential funds, the same amount of confidential funds it got this year. Other items under the Ombudsman's proposed budget include: -P816.9 million for the conduct of fact-finding investigation and lifestyle check for case build-up against erring public officials -P445.8 million for prosecution of criminal and forfeiture cases filed against erring public officials with the Sandiganbayan and Regional Trial Courts -P164.8 million for adjudication on administrative cases against erring public officials to enforce anti-corruption laws -P149.2 million for delivery of responsive and meaningful public assistance to address red tape in the bureaucracy -P106 million for Operation and Maintenance of Computerized Management Information System -P99 million for Aral and Asal Project under the Memorandum of Understanding (MOU) between the Office of the Ombudsman, Commission on Higher Education (CHED) and the University of the Philippines System (UPS) -P58.5 million for the conduct of integrity assessments and corruption diagnostics to reduce the vulnerability of government agencies to corruption, inefficiency, and red tape -P53.3 million for Preliminary investigation of criminal and forfeiture cases against erring public officials -P44.3 million for the development and implementation of integrity promotion programs to generate a critical mass of anti-corruption advocacy -P20.3 million for advocacy of Ombudsman cases appealed to the Court of Appeals and Supreme Court, including the filing of special civil actions with the Supreme Court, among others The Whistleblowers Reward, however, is just pegged at P10 million. Marcos wants merchant marines proactive in supporting PH maritime efforts
President Ferdinand "Bongbong" Marcos Jr. tasked Friday the Philippine Merchant Marine Academy (PMMA) to take proactive steps in supporting the country's maritime efforts amid tensions in the West Philippine Sea. Marcos made the directive as he visited the Training Center and equipment facilities of the PMMA in San Narciso, Zambales. The President said this as he aims to strengthen national security and further elevate education and technology in the maritime sector. During his visit, Marcos inspected the P40-million Full Mission Ship Handling Simulator. He also witnessed a live reenactment of the BRP Suluan (MRRV-4406) incident last Monday, which resulted in the collision of two Chinese vessels near Bajo de Masinloc. The President also inspected the PMMA's latest equipment and technology, together with PMMA Superintendent Commodore Joel Abutal. The PMMA recently partnered with various agencies and companies like Kpler Singapore, providing AIS and RADAR marine traffic solutions, which enable real-time vessel tracking in strategic waters. Further, Quanby Solutions also supplied military-grade aerial drones and delivered specialized training to enhance surveillance capabilities. The PMMA is also collaborating with the Department of Science and Technology (DOST) on a feasibility study for the innovative "bangka drone" project to secure future funding and deployment. Marcos has made a commitment that Philippine assets would never back out, after a Chinese vessel fired a water cannon at a Philippine ship in the West Philippine Sea (WPS). The Department of Foreign Affairs earlier expressed serious concern over "dangerous" maneuvers by China against Philippine ships in the region last Monday. To recall, the flagpole of the Philippine Coast Guard (PCG) ship BRP Suluan was bent after getting hit by a warship of the PLAN during the incident. Marcos to St. Timothy: Explain failed flood control project in Bulacan
President Ferdinand ''Bongbong'' Marcos Jr. is seeking explanation from St. Timothy Construction Corporation as regards to its supposed failed flood control project in Calumpit, Bulacan. This, as Marcos conducted a site inspection of the Rehabilitation of the River Protection Structure following his revelation last that Bulacan province has the most flood control projects, with 668 projects. ''St. Timothy ang kontratista dito kaya titingnan natin, kailangan pasagutin natin kung bakit ganito ginawa nila... mas mabuti pa dapat pumunta sila rito, makita nila gaano kahirap ang buhay na binigay nila sa mga kababayan natin,'' a furious Marcos said. (This is St. Timothy, St. Timothy is the contractor so we will look into it. They need to answer why this happened... They should go here to see how this affects the lives of our kababayans.) ''Pambihira (Unbelievable), this has been going on for years...'' he added. ''Kailangan nila sagutin bakit ganito... anong, what possible excuse do they have for not doing this... hindi ko maisip,'' Marcos added. Marcos, meanwhile, said he has learned that no dredging or desiltation has happened in the area as part of the flood control project.
