A decade later, and in time for polls, Nitish ‘revives' land allotment scheme

Over a decade after it conducted a survey to allot lands to landless families across the state, the Bihar government has 'revived' its Abhiyan Basera Scheme ahead of the Assembly polls.
According to sources, the new survey – christened Abhiyan Basera-II – is likely to benefit 1.3 lakh families that the government had previously surveyed in 2014 as a part of Abhiyan Basera-I. 'The state government aims to complete the process before the elections and beneficiaries can build houses on the land under the Pradhan Mantri Awas Yojana (PMAY) or any other scheme of the state government,' a source said.
The Nitish Kumar's push for completion of land allotment is part of the NDA's bid to reach out to larger constituencies of OBCs, EBCs, SCs and STs, which collectively make up 85% of the state's population. A source said that 70% of prospective beneficiaries hail from EBC and SC communities. JD(U) chief spokesperson and MLC Neeraj Kumar said it is in line with Nitish's 'commitment towards the poor'.
A source admitted that all efforts were being made to the meet the polls timeline. 'About 36,000 families had been found ineligible for allotment. The government wants to cross-check this data to ensure that the allotment process is completed before the Model Code of Conduct kicks in,' the source said.
Under the first phase, a total of 1.3 lakh families were surveyed, of which 93,000 were allotted five decimals of land (2,178 square feet) each.
Additional Chief Secretary, Revenue and Land Reforms Department, Deepak Kumar Singh flagged the issue in a May 30 order. 'We want a dedicated team to cross-check the surveyed families and submit block-wise data. It is important for concerned revenue officers to fill the 'reverify or reject' applicant form on the government app,' the order, issued to district magistrates of all 38 districts, stated.
The RJD dismissed the survey as 'nothing but pre-poll doles'. 'Why did the state government not do this two-three years ago? The scheme has been timed to ensure electoral gains for the NDA,' RJD spokesperson Mritunjay Tiwari said.

Nagenthran also said he would personally review the Keeladi excavation report and submit his recommendations on its credibility to the central govt. "The BJP has always upheld Tamil identity and culture," he said. He said if the AIADMK-BJP alliance comes to power in Tamil Nadu , it will be led by Edappadi K Palaniswami. "It will be an alliance partners' rule, and EPS will be the leader," he said. "Everyone born in India is a Hindu in terms of cultural identity," he said in response to a question. Nagenthran said the BJP-led central govt allocated ₹10 lakh crore to Tamil Nadu over the past 11 years without any financial backlog. "This is the highest level of central support the state received," he added.

Ludhiana: Senior leader Manoranjan Kalia on Wednesday launched a blistering attack on the (AAP), accusing it of betraying its 2022 poll promises and advancing the political ambitions of Delhi Chief Minister at Punjab's expense. "Kejriwal had promised ₹54,000 crore without burdening the public—₹20,000 crore from sand mining and ₹34,000 crore by eliminating corruption. None of that materialised," Kalia said. Kalia also questioned the motives behind AAP nominating sitting Rajya Sabha MP Sanjeev Arora as its candidate for the upcoming Ludhiana West bypoll, alleging a larger scheme to vacate a seat for Kejriwal himself. "The public must ask why a Rajya Sabha member is contesting an Assembly seat. Is it to make way for Kejriwal in the upper house?" he asked. Further sharpening his critique, Kalia accused the AAP government of sidelining local talent by appointing "outsiders" to key posts. He cited the appointments of Reena Gupta as chairperson of the Punjab Pollution Control Board, Deepak Chauhan to the Large Scale Industries Board, Prabhvir Brar to Punsup, and Shalin Mitra as OSD to the health minister. "This sends a dangerous message—that Punjabis are not capable of handling their own state's institutions," he said. In a direct attack on Arora, Kalia alleged that the AAP candidate's company misused 43 acres of land allocated at subsidised rates for industrial development by repurposing it for residential and commercial use. "Land acquired for one purpose cannot be diverted. This is a clear violation," he said. Ludhiana, Jun 11 (PTI) AAP supremo Arvind Kejriwal on Wednesday cautioned the people of Ludhiana West Assembly seat against voting for any rival party candidate in the upcoming bypoll, claiming all the ongoing development work will come to a halt. The bypoll will take place on June 19, and the counting will be held on June 23. The Ludhiana West assembly seat fell vacant following the death of AAP MLA Gurpreet Bassi Gogi in January. Kejriwal, along with Punjab Chief Minister Bhagwant Mann and AAP's Punjab in-charge Manish Sisodia, were canvassing for party nominee Sanjeev Arora. Addressing a gathering at Sanet here, Kejriwal said, 'If you want work done, only an AAP MLA can ensure it. If you vote for candidates from other parties, all your work will come to a halt." Kejriwal highlighted Arora's efforts in addressing long-pending issues. 'In March, Bhagwant Mann and I visited a village in your constituency, where we learned that registry matters were pending for a long time. I assigned Sanjeev Arora the responsibility, and within two months, over 70 per cent of the registries were done," he said. He assured that the remaining 30 per cent of registries would be completed within a month when Arora is elected. Kejriwal warned against voting for Congress candidate Bharat Bhushan Ashu, saying, 'If you vote for Ashu, all your work will stop. He cannot bring funds. All he does is hurl abuses at Bhagwant Mann day and night." The former Delhi chief minister lauded Arora's humility and accessibility, describing him as a leader who follows the teachings of Guru Sahib and always prioritises the needs of the people. 'Vote for someone you can visit anytime and who will work for you. What will you gain by electing an arrogant person who is unapproachable?" he asked voters. He said if Arora is elected as an MLA, he would be made a Cabinet minister. 'When the results come on June 23, make Arora your MLA, and we will make him a Cabinet Minister in Punjab. Ministers have their own funds and powers, and he will use his position and funds for the development of Ludhiana West," Kejriwal added. Highlighting his government's achievements, CM Mann stated, 'Unlike other governments that start working in their final months, we began delivering from day one." He emphasised the progress made under AAP's leadership, including the recruitment of 54,154 candidates into government jobs, an accomplishment achieved with complete transparency and merit. 'Before us, jobs were given based on recommendations. Now, they are awarded based on qualifications," Mann added. He also lauded Arora's philanthropic efforts, mentioning his role in raising Rs 16 crore for a child struggling with a rare disease in Delhi, and assured the public that with Arora's election, Ludhiana West would witness unparalleled development. Referring to the opposition candidates, Mann urged voters to think critically about their choices. 'Why vote for someone arrogant? Vote for those who care for the future of your children, not for goons and corrupt leaders," he said. He also criticised Congress leaders for their 'inaction and indifference" to public issues, asserting that they are 'disconnected" from the ground reality.
